THIS IS THE TERRA LAGO PUD PLANNED UNIT DEVELOPMENT, WHICH IS A ZONING AGREEMENT. AND THIS IS A REQUEST FOR A SIX AMENDMENT TO AN ALREADY APPROVED PUD ZONING AGREEMENT. SO THERE'S THE APPLICATION SP 26-0003 806.34 ACRES NORTH OF SOUTHWEST WARFIELD BOULEVARD OR STATE ROAD. 710. THE APPLICANT IS TERRA LAGO, LLC, AND THIS IS THE PCAB PLANNING ZONING APPEALS PUBLIC HEARING. NEXT SLIDE PLEASE. SO WHAT IS BEING REQUESTED IS THE APPROVAL OF THE SIXTH AMENDMENT TO THE PUD ZONING AGREEMENT, WHICH INCLUDES THE MASTER SITE PLAN, WHICH IS AN EXHIBIT TO THE ZONING AGREEMENT AND ALSO THE PHASING PLAN AMENDMENT AND SOME OF THE TEXT AND DETAILS WITHIN THE PUD ZONING AGREEMENT. SO WE DETAIL THE APPLICATION NUMBER, LOCATION, AND THIS IS THE ZONING ON THIS PROJECT IS PUD PLANNED UNIT DEVELOPMENT THAT DATES BACK OVER 20 YEARS. NEXT SLIDE PLEASE. AND THIS IS THE LOCATION DEPICTED IN RED. AND THE ADDRESS IS 16 205 SOUTHWEST SOUTHWEST WARFIELD BOULEVARD. ALTHOUGH OBVIOUSLY THERE'S A LOT OF INDIVIDUAL ADDRESSES COMING ABOUT AS A RESULT OF THE IMPLEMENTATION AND THE CONSTRUCTION OF PHASES ONE A AND ONE B THAT'S UNDERWAY RIGHT NOW. PROJECT HISTORY. THIS JUST GIVES YOU A SLIDE PRE 2017 WHEN THE INCORPORATION OF INDIANTOWN. BUT THIS WAS APPROVED BY MARTIN COUNTY WITH A REZONING AND A DEVELOPMENT OF REGIONAL IMPACT AT THE TIME. SO IT'S IT'S QUITE AN OLD PROJECT THAT'S ACTUALLY BEEN COMING TO FRUITION IN THE LAST COUPLE OF YEARS. SO THIS JUST SUMMARIZES THE APPROVAL BY VILLAGE COUNCIL OF PUD IN 2021 AND 2022. THERE WAS A PHASE ONE, A MAJOR SITE PLAN 23. THERE WAS PHASE ONE, B MAJOR SITE PLAN, FEBRUARY 25TH. THERE WAS SOME FIFTH AMENDMENT. THAT WAS MAINLY TO DO WITH THE UPDATING THE DEVELOPMENT STANDARDS DESIGN STANDARDS, AND DIDN'T ACTUALLY OPEN UP THE MASTER SITE PLAN IN THE PHASING PLAN AT THAT STAGE. SO THE SIX AMENDMENTS A LITTLE BIT DIFFERENT. AND WE'RE GOING TO GET INTO THAT IN THE NEXT SLIDES. SO WHAT IS NOT CHANGING THE PUD BOUNDARY WHICH YOU SAW IN RED IS GOING TO CONTINUE TO BE THE SAME. THAT'S THE EXTENT OF THE OVERALL TERRA LARGO PUD. THE RESIDENTIAL CAP HAS ALWAYS BEEN 2500. SO THEY'RE NOT INCREASING OR EXCEEDING. THEY'RE NOT EXCEEDING THE 2500 CAP THAT IS DATES BACK TO THAT ORIGINAL DEVELOPMENT OF REGIONAL IMPACT DEVELOPMENT INTENSITY. THERE'S NO OVERALL INCREASE. AND IN THAT RESPECT, TRAFFIC REVIEW WAS DONE BY OUR TRAFFIC REVIEWER. THE TRAFFIC CONSULTANT PROVIDED INFORMATION ON THAT AND DETERMINED THAT THE INCREASE IN COMMERCIAL AND ADDING A FIRE STATION AND ADDING 12 UNITS DID NOT. IT WAS DE MINIMIS IN TERMS OF. AT THIS STAGE AT THE MASTER SITE PLAN LEVEL, EXISTING APPROVALS. ALL PRIOR APPROVALS REMAIN IN EFFECT. NEXT SLIDE PLEASE. THIS IS A SUMMARY OF THE PROPOSAL.

SO THERE'S A NEW 50 ACRE COMMERCIAL MIXED USE AREA. IT'S NEW IN THAT IT'S ALREADY THERE AND ON THE SITE. AND THE APPLICANT AGENT IS GOING TO PROVIDE SOME GRAPHICS THAT WILL PROBABLY HELP VISUALLY EXPLAIN IT BETTER THAN JUST HAVING SOME WORDS ON A PAGE. BUT WHAT I'M SUMMARIZING IS THERE'S A NEW 50 ACRE COMMERCIAL MIXED USE AREA WHERE THE FIRE STATION WILL BE, AND IT WILL ALSO HAVE 100,000FTâ– S OF. AND THIS IS IN PHASE SIX, 100,000FTâ– S OF COMMERCIAL MIXED USE AND UP TO 28 MULTIFAMILY UNITS. WHEREAS BEFORE THAT WAS AN AREA THAT JUST DEPICTED THE WETLANDS AND HAD SOME OF THE ACCESS WITHIN THAT. ADJACENT TO THAT PARCEL, THERE'S REDISTRIBUTION OF SOME OF THE RESIDENTIAL UNITS, AND BY THAT, IT THERE ARE MULTIPLE PHASES. AND WHAT THE APPLICANT'S DONE IS JUST MOVED, SHIFTED AROUND SOME OF THE NUMBERS AND THE PRODUCT TYPES WITHIN THOSE EXISTING PHASES. SO THAT AND THEN THEY'VE GOT THE 28 MULTIFAMILY UNITS WITHIN PHASE SIX. ONE OF THE ELEMENTS THEY'RE ALSO DOING IS INTERNAL

ROADWAY REALIGNMENT. IT REFINES GARCIA DRIVE AND IMPROVES THE CONNECTION TO ALLAPATTAH. IT'S BASICALLY MORE STRAIGHT FROM AN ENGINEERING POINT OF VIEW. IT MAKES SENSE. REMOVAL OF A 70 FOOT LOT PRODUCT. AND THE APPLICANT AGAIN CAN GET INTO THAT. BUT ULTIMATELY, IT'S ELIMINATING ONE OF THE TYPES OF 70 FOOT LOTS BECAUSE FROM A MARKET POINT OF VIEW, IT DOESN'T MAKE SENSE TO MAINTAIN THAT BECAUSE OF, YOU KNOW, THEY'RE BUILDING HOUSES AND THEY'RE WORKING WITH HOUSE BUILDERS. AND THE 70 FOOT LOT IS NO LONGER REQUIRED IN THIS DEVELOPMENT. AND THAT'S MORE BASED ON MARKET DEMANDS AND TRENDS. AND THEY ARE UPDATING THE DEVELOPMENT STANDARDS, WHICH ARE INCLUDED IN THE EXHIBIT AND VERY DETAILED DEVELOPMENT STANDARDS THAT RUN WITH THIS, THIS ENTIRE PUD. SO THEY'RE ALL INCLUDED IN THE APPLICATION PACKET. AND NEXT SLIDE PLEASE. AND THIS IS JUST A GRAPH, A GRAPHIC THAT SHOWS THE APPROVED VERSUS THE PROPOSED. ONE OF THE MAIN CHANGES IS IN THE THE WESTERN EDGE OF THE PROPERTY IS WHERE THAT PHASE SIX AND ERICA FROM HGA WILL BE PROVIDING A SLIDE ON THAT. WHICH IS BETTER THAN MY GRAPHICS. BUT THIS GIVES YOU A SUMMARY OF THE ADOPTED MASTER PLAN. AND THEN IT ADDS PHASE SIX WITH A 50 ACRE COMMERCIAL CORRIDOR WITH THE FIRE STATION.

BUT VERY CLEAR ON THIS, IT DOESN'T EXTEND THE BOUNDARY OF THE TERRA LAGO PUD. NEXT SLIDE AND PHASE SIX. I JUST EMPHASIS ON THIS WAS THE 100,000FTâ– S. THAT'S ADDITIONAL TO THE 100,000FTâ– S THAT WAS APPROVED AS PART OF THE OVERALL PUD MASTER SITE PLAN. SO THEY ARE ADDING AN ADDITIONAL 100,000FTâ– S IN THAT PHASE SIX AS PART OF THE COMMERCIAL AND MIXED USE AND FIRE STATION, THERE'S A 28 UNITS OF TOWNHOMES THAT ARE GOING WITHIN THAT PHASE SIX, AND THERE'S A TOTAL OF 200,000FTâ– S OF COMMERCIAL AS AN ENTITLEMENT ACROSS THE ENTIRE PUD. NEXT SLIDE PLEASE. COMMERCIAL CORRIDOR AND FIRE STATION. WE GOT INTO IT A LITTLE BIT IN THE SUMMARY, BUT THIS IS A PROPOSED FIRE STATION. OBVIOUSLY, IT'S GOING TO BENEFIT THE WIDER COMMUNITY AND IT'S GOING TO SERVE THE EXISTING LOCAL COMMERCIAL INDUSTRIAL USES. THE AREAS THAT SURROUND THE SUBJECT PROPERTY AND TERRA LARGA ITSELF. SO IT'S GOING TO BE A IT'S CONSIDERABLE BENEFIT TO THE VILLAGE OF INDIAN TOWN AND TO THE COMMUNITY. IT'S WITHIN A LOGICAL TRANSITION BETWEEN RESIDENTIAL AND ARTERIAL ROADS.

AND THAT'S FROM WITHIN. AND THEN ADJACENT TO IT'S MAINLY VACANT LAND WITH A FEW SMALL RESIDENTIAL AREAS. BUT IT'S, IT'S BASICALLY ADJACENT TO AND BETWEEN THE RESIDENTIAL AND ARTERIAL CORRIDOR. AND BY THAT, THERE'S AN ARTERIAL, THERE'S A COLLECTOR ROAD, WHICH IS ALLAPATTAH AND THAT SERVES THE LOCAL COMMUNITY ALREADY. IT SUPPORTS THE INTERNAL CAPTURE OF TRIPS AND SERVICES AND IS CONSISTENT WITH THE VILLAGE GROWTH PATTERNS. FROM A PUBLIC SAFETY POINT OF VIEW, A FIRE STATION MAKES SENSE. IT ADDRESSES A VERY MUCH DEMONSTRATED PUBLIC SAFETY NEED WITHIN THE VILLAGE SITE IS CLEARLY IDENTIFIED AND RESERVED WITHIN THE MASTER PLAN SERVES THE BROADER VILLAGE OF INDIAN TOWN COMMUNITY AND IT'S SUPPORTED BY MARTIN COUNTY AS THE FIRE REVIEWER. NEXT SLIDE PLEASE. THIS IS JUST EMPHASIS ON HABITAT PRESERVATION IS UNCHANGED. OUR VILLAGE ENVIRONMENTAL EXPERT HAS REVIEWED THE APPLICATION MATERIALS AND WAS A COMPLY. AND THAT'S IN A SLIDE IN A MOMENT.

BUT THIS IS JUST REMINDING YOU OF THE PRESERVATION AND THE WETLANDS AND THE LAKES AND THE TRAILS AND POCKET PARTS THAT WILL REMAIN INTACT WITHIN THE DEVELOPMENT. YOU KNOW, IT WON'T BE IMPACTED BY THE SIXTH AMENDMENT. NEXT SLIDE PLEASE. AND THIS IS JUST A SUMMARY OF THE MAIN POLICY REVIEW. IT WAS INCLUDED IN THE STAFF REPORT. IT PROVIDES OPPORTUNITIES FOR EMPLOYMENT AND SERVICES. RETAIL WITHIN INDIAN TOWN. ADDITIONAL RETAIL WOULD BE VERY HELPFUL TO SERVE THE COMMUNITY. NEXT SLIDE PLEASE. EVERYBODY WAS A COMPLY. THEY'RE REQUIRED TO BE COMPLY AHEAD OF SCHEDULING THESE PUBLIC HEARINGS. NEXT SLIDE PLEASE. AND STAFF FINDINGS. COMPREHENSIVE PLAN IS CONSISTENT WITH THE VILLAGE COMP PLAN. IT MAINTAINS THE APPROVED DEVELOPMENT INTENSITY AND DENSITY LIMITS. IT'S NOT EXCEEDING WHAT'S BEEN APPROVED FROM THAT 20 YEAR PLUS PROJECT.

PUBLIC BENEFIT IS OBVIOUSLY FIRE STATION AND SOME ADDITIONAL COMMERCIAL USES.

LOGICAL EVOLUTION THE AMENDMENT PRESENTS A LOGICAL EVOLUTION OF AN APPROVED PUD. IT'S BRINGING IT UP TO DATE AND BRINGING SOME OF THOSE ESSENTIAL SERVICES AND THE INFRASTRUCTURE AND TRAFFIC.

IT WAS REVIEWED BY OUR TRAFFIC ENGINEER AND ALSO OUR VILLAGE ENGINEER, AND BASICALLY ANY IMPACTS RELATING TO A RESERVATION AND CAPACITY OR ANYTHING TO DO WITH THE

DETAILED DESIGN WILL COME AT THE NEXT STEP, WHICH IS FINAL SITE PLAN APPROVAL, BECAUSE THIS IS REMINDING EVERYBODY, THIS IS THE MASTER PLAN PHASING PLAN, PED ZONING AGREEMENT.

AFTER THIS, THE NEXT STEP IS THE IS THE FINAL SITE PLAN AND THEN BUILDING PERMITS. NEXT SLIDE PLEASE. SO THE APPROVAL RECOMMENDATIONS ARE THERE AND INCLUDED IN THE AND THE STAFF REPORT. IT REFLECTS THE EXHIBIT D, WHICH IS THE MASTER PLAN. AND THE PHASING PLAN IS EXHIBIT E AND UPDATED DEVELOPMENT STANDARDS. THEY'VE BEEN REVIEWED AND FOUND ACCEPTED BY DEVELOPMENT REVIEW STAFF. THE FIRE STATION SITE IS CLEARLY IDENTIFIED AND RESERVED WITH THE MASTER PLAN. THE PHASE SIX DEVELOPMENT COMPLIES WITH CONCURRENCY REQUIREMENTS AT THIS STAGE IN THE MASTER PLAN REVIEW, AND PROVIDES TRAFFIC AND ANALYSIS AT THE FINAL SITE PLAN STAGE, MODIFYING MODIFICATIONS TO THE UNIT DISTRIBUTION AND THE NUMBERS DOES NOT EXCEED THE 2500 CAP AND FINAL ENGINEERING, ACCESS AND INFRASTRUCTURE DETAILS WILL BE REVIEWED AT SITE PLAN STAGE AND ALL THE CONDITIONS. PRIOR ZONING AGREEMENTS REMAIN IN EFFECT UNLESS SUPERSEDED BY THIS SIX AMENDMENT. THE PD ZONING AGREEMENT WAS INCLUDED IN THE PACKET. THERE WAS SOME STRIKE FOR AN UNDERLYING TO SHOW YOU WHERE THE CHANGES WERE.
