SO TONIGHT'S BASICALLY REVIEW OF FIRST QUARTER FISCAL YEAR 26 CURRENT YEAR WE'RE IN OPERATIONS ENDING JANUARY 31ST. JUST WANTED TO RECAP SOME OF THE THINGS THAT WE HAVE IN THE BUDGET AND HOW THINGS ARE GOING. THIS IS WHERE WE LANDED WHEN WE ADOPTED THE BUDGET IN SEPTEMBER. A TOTAL GENERAL FUND OF ACTUALLY A TOTAL BUDGET OF 41,000,902. 85 THE GENERAL FUND THAT WAS KEPT EXTREMELY TIGHT WITH A 1% INCREASE DUE TO THE MILLAGE, I SHOULD SAY THE VALUATION DECREASE. AND FOR FISCAL YEAR 2526, UTILITY FUND 5.7% INCREASE AND THEN GENERAL GOVERNMENT CAPITAL IMPROVEMENTS THERE FOR LINCOLN STREET, OSCEOLA AVENUE. AND THEN WE HAD SOME MAJOR WATER CIP RELATED TO THE THE SRF GRANT WITH DEP. AND THEN WE HAVE OTHER DEP GRANTS WITH REVERSE OSMOSIS DEEP [00:05:01] INJECTION. WELL, FOR 10 MILLION AND THEN 15 MILLION WASTEWATER IMPROVEMENTS TOTAL FIVE YEAR CIP. AND WE'LL LOOK AT THAT SCHEDULE A LITTLE LATER IN THE PRESENTATION OF $181 MILLION. ONE OF THE GREAT THINGS THAT, YOU KNOW, WE WERE AWARDED A LITTLE OVER $17 MILLION A COUPLE MONTHS AGO BY THE GOVERNOR THROUGH CDBG FUNDS. ONE OF THE THINGS THAT WAS NOT FUNDED AT THE TIME THAT NOW IS, IS THE RAILROAD AVENUE WATER MAIN OF $7.9 MILLION. SO WHEN THE BUDGET WAS ADOPTED, THAT WAS AN UNFUNDED PROJECT. IT IS NOW FUNDED. SO THANKS FOR THAT. OKAY. I'M GOING TO START OUT A LITTLE BIT WITH SOME INTEREST INCOME HERE AND JUST WHERE WE ARE TO DATE, OUR TOTAL BUDGET FOR INTEREST WAS 375,000. WE'RE DOING WAS VERY CONSERVATIVE WHEN I ESTIMATED THAT OUR TOTAL ALLOCATION OF THAT IS SHOWN IN THE PIE CHART ABOVE, WE'RE ABOUT 218,000 SO FAR YEAR TO DATE, AND I THINK WE WILL CERTAINLY BEAT THE BUDGET WITH THIS. AND AS WE GET LATER INTO THE YEAR, THERE MAY BE SOME OTHER INVESTMENT OPPORTUNITIES TO LOOK AT. I THINK INTEREST RATES ARE GOING TO CONTINUE TO DECLINE. WE KNOW THAT THERE'S PLANS FOR THAT LATER THIS SPRING AND SUMMER. WE KNOW THERE'S GOING TO BE A CHANGE AT THE FEDERAL RESERVE. AND, CHAIRMAN, I THINK THERE'S A LOT OF PRESSURE TO CONTINUE TO LOWER RATES, AND WE WILL LIKELY DO THAT. THAT WILL THEN CAUSE US TO HAVE TO MAKE SOME CHANGES WITH HOW OUR CURRENT CASH INVESTMENT HOLDINGS ARE TODAY, TO TRY TO MAKE SURE THAT WE ARE GETTING THE BEST YIELD THAT WE CAN. ALL RIGHT. WE ARE RIGHT NOW, FEBRUARY, SITTING FISCALLY AT THE TOP OF THE MOUNTAIN. SO WE HAVE COLLECTED PRETTY MUCH EVERYTHING FROM A TAXATION GENERAL GOVERNMENT REVENUE STANDPOINT EXCEPT FOR GRANTS. AS OF FEBRUARY, OUR TOTAL CASH IN HAND IN INVESTMENTS IS 21 MILLION. WE HAVE FUNDS AT THE FLORIDA STATE BOARD OF ADMINISTRATION AND IN OUR MONEY MARKET, WELLS FARGO SWEEP ACCOUNT OF 13 MILLION. OUR RATES RIGHT NOW ARE RANGING BETWEEN BETWEEN 3.7 AND 3.83%, WHICH IS NOT BAD. BUT I THINK, AGAIN, THERE ARE OPPORTUNITIES TO LOOK MORE CLOSELY AT THAT AS RATES ARE PROJECTED TO CONTINUE TO DECLINE OVER THE COURSE OF THE YEAR. OKAY. AS MENTIONED, WE ARE NOW AT 99% COLLECTION RATE FOR AD VALOREM REVENUES FOR FISCAL YEAR 26. WE WILL COLLECT MORE. BY STATE LAW, WE'RE NOT ALLOWED TO BUDGET MORE THAN 95% OF THE TOTAL LEVY. SO IT'S NORMAL THAT WE WOULD COLLECT MORE THAN 95%. WE TYPICALLY RECEIVE ABOUT 102 TO 103%, IN PART BECAUSE THERE ARE ASSESSMENTS OUT THERE THAT GO INTO EXTRA INNINGS WITH VALUE ADJUSTMENT BOARD AND SOME DELINQUENCIES THAT THAT THE APPRAISER'S OFFICE AND TAX, I SHOULD SAY, THE TAX COLLECTOR'S OFFICE TAKES IN OVER THE COURSE OF THE YEAR. SO WE USUALLY ALWAYS COLLECT 100 PLUS PERCENT OF OUR TOTAL BUDGET REVENUES EACH YEAR. AND WE'RE WE'RE ON TARGET FOR THAT. AGAIN. THESE ARE JUST AGAIN BREAKING OUT OUR GENERAL REVENUES HERE IN GOVERNMENT LOCAL OPTION GAS TAX. SO FAR WE'RE TRENDING A LITTLE BIT AHEAD. THAT WAS WELL OVER 350,000 A YEAR, AND WE'RE DOWN TO ABOUT 95 BECAUSE OF CHANGES IN THE FORMULATION ON HOW THAT WORKS, WHERE IT'S MUCH MORE HEAVILY WEIGHTED FOR CONSTRUCTION PROJECTS ON A FIVE YEAR VERSUS TEN YEAR BASIS. AND THOSE PROCEEDS HAVE BEEN REDISTRIBUTED TO OTHER MUNICIPALITIES IN THE COUNTY. SOME OF THE INTERGOVERNMENTAL GRANT REVENUES HERE AND OTHER SHARE THROUGH THE STATE OF FLORIDA. AGAIN, WE WILL PROBABLY BEFORE THE END OF THE YEAR IF THE PROJECT IS DONE. THE SEMINOLE AVENUE PROJECT OVER HERE WILL BE STARTING IN THE IMMEDIATE FUTURE. WE HAVE ABOUT 620,000 IN GRANT REVENUE. FROM THAT. WE HAD A LITTLE SPILL OVER AGAIN. PROJECT HASN'T STARTED YET, BUT WE WILL. WE WILL COLLECT UP TO THAT AMOUNT THAT'S AVAILABLE LEFT ON THE GRANT, SOME UPTOWN DRAINAGE REVENUE THAT WAS COLLECTED IN CURRENT YEAR BASED ON COMPLETION OF THE PROJECT IN FISCAL YEAR 26 INSTEAD OF 25. SO WE HAVE SOME LITTLE EXTRA WITH THAT. IT'S REALLY JUST A TIMING DIFFERENCE MORE THAN ANYTHING. AND SOME STATE REVENUE SHARE AND HALF CENT SALES TAX, WE'RE A LITTLE BIT BEHIND IN THE SALES TAX RIGHT NOW, BUT I THINK WE WILL PROBABLY CATCH UP AGAIN. WE MONITOR THIS ALL THE TIME, SO WE'LL SEE WHERE WHERE WE END UP WITH THAT DISCRETIONARY SALES TAX. OUR HALF CENT SALES TAX ALSO A LITTLE BIT BEHIND THE 32% MARK. BUT AGAIN I THINK THAT FLUCTUATES. AND WE'RE GETTING WE'RE GETTING DISTRIBUTIONS ON THAT ON A MONTHLY BASIS. AND THERE'S ALSO A QUARTERLY TROOP DISTRIBUTION THAT WE GET. AGAIN, WE DO TAKE THAT MONEY DOES WE DON'T KEEP IT ALL IN HOUSE. ECONOMIC DEVELOPMENT, PARKS, STORMWATER, ROAD AND STREET ABOUT THE SAME. WE HAVEN'T DONE ANYTHING IN STORMWATER YET, BUT AGAIN, WE ALWAYS BUDGET THAT IN THE EVENT THAT SOMETHING IS NEEDED SPECIFIC IN APART FROM TRANSPORTATION RELATED COSTS. ALL RIGHT. SO THE GENERAL GOVERNMENT HIGHLIGHTS AND FINAL POINTS ON THIS HERE. THE TANGIBLE REBATE THAT WE PAY PAL, HAS BEEN COMPLETED. ACTUALLY AS OF TODAY. WE HAVE NOW PAID OFF THE LOAN ON THIS BUILDING. SO THEY ARE HIGHER RISK, HIGHER RISK OF NONPAYMENT. WE JUST NEED TO GET FINAL ENGINEERING APPROVAL AND SIGN OFF FROM THE VILLAGE ENGINEER BEFORE WE CAN RELEASE THOSE FUNDS. BUT THAT PROJECT IS EFFECTIVELY COMPLETE, AND OUR LONG STANDING AMERICAN RESCUE PLAN FUNDS ARE ALSO ABOUT IN THE BOOKS. WE HAVE SOME SOFTWARE FEES RELATED TO TYLER TECHNOLOGY. THAT'S ALL THAT'S LEFT. BUT OUR AMERICAN RESCUE FUND IS ESSENTIALLY COMPLETE AS WELL. AND THEN YOU CAN SEE IN THE BOTTOM HERE THE SRF FUND. WE'RE JUST GETTING STARTED WITH THAT. AGAIN, I THINK THE LAST TIME I WAS UP THERE, WE TALKED ABOUT THE WATER AND SEWER MAINS IN THIS VILLAGE, AND THE VILLAGE ENGINEER HAS TOLD ME THAT'S AT LEAST A $60 MILLION PROJECT. WE HAVE IN UNDERGROUND INFRASTRUCTURE THAT IS IN AN ADVANCED STATE OF DECAY, THAT IS NEEDS TO BE REPLACED. AND REALLY, IF WE HAD THE FUNDS, WE SHOULD BE DOING IT IMMEDIATELY. IT AFFECTS WATER QUALITY THROUGHOUT THE VILLAGE. WE CAN PUT A WATER PLANT OVER THERE ON FARM FARM, FARM STREET THAT PRODUCES HOLY WATER, BUT IT WON'T COME OUT PURE AND CLEAN ON THE OTHER END, BASED ON THE PIPES THAT IT HAS TO GO THROUGH TO GET TO PEOPLE'S HOMES. WE HAVE INCREDIBLE UNDERGROUND INFRASTRUCTURE PROBLEMS HERE, AND THAT'S NOT EVEN ADDRESSING ROADS AND STREETS AND DRAINAGE AND EVERYTHING ELSE. SO THE TOTAL PROJECTS PROBABLY COULD BE EVEN MORE ON HERE. THIS IS JUST WHAT I CAME UP WITH. AND IN DISCUSSIONS WITH STAFF IN DEPARTMENT MEETINGS, WE HAVE VERY SIGNIFICANT ISSUES HERE THAT NEED TO BE ADDRESSED. AND, YOU KNOW, WE REALLY DON'T HAVE THE MEANS TO DO IT. AND WE'VE BEEN INCREDIBLY LUCKY AND INCREDIBLY FORTUNATE THAT WE HAVE AMAZING PARTNERS WHO ARE DOING DEVELOPER PROJECTS IN THIS COMMUNITY WHO HAVE BEEN REALLY OUR SAVING GRACE WITH, YOU KNOW, OUR FRIENDS IN TALLAHASSEE AND ELSEWHERE. AND, YOU KNOW, WE'RE WORKING HARD TO DO OUR BEST, BUT WE'RE NOT GOING TO GET EVERYTHING THAT WE NEED. AND THERE'S SO MUCH STILL THAT HASN'T EVEN BEEN TOUCHED. FIRE FLOW IS A BIG ISSUE THIS YEAR IS PROBABLY I THINK WE ALL SEEN IT. I MEAN, YOU KNOW, THE WHOLE SOUTH FLORIDA IS KIND OF LIKE, YOU KNOW, A BURNT LANDSCAPE BECAUSE OF THE FREEZE. THERE'S MORE KINDLING AND TINDER OUT THERE THAN THAN YEARS. AND WE'RE REALLY JUST GETTING STARTED WITH DRY SEASON. I'M WORRIED ABOUT IT. I THINK WE'RE ALL WORRIED ABOUT IT. SO WE WILL INHERIT COSTS AND MAINTENANCE FOR THOSE AREAS OF THE VILLAGE THAT WE WON'T. THAT WILL NOT BE A FUNDING SOURCE TO US ANYMORE EITHER. SO WE HAVE SOME VERY, VERY BIG PROBLEMS. I KNOW I'VE PROBABLY SAID THAT 20 TIMES ALREADY, BUT YOU KNOW, WE REALLY DO HAVE VERY SERIOUS CONCERNS GOING FORWARD. UTILITY FUND AGAIN, THEY'RE THEY'RE DOING THEIR BEST OVER THERE. AGAIN, I THINK THE REVENUE PICTURE FOR THE FIRST TIME A COUPLE YEARS LOOKING BETTER THAN IT HAS. BUT AGAIN EXPENSES ARE ARE BIG OR BIG THING. AND YOU KNOW, THEY STRUGGLE ON A DAILY BASIS WITH TRYING TO MAINTAIN A SYSTEM THAT IS REALLY HELD TOGETHER WITH, YOU KNOW, CHEWING GUM AND BALING WIRE. DO YOU GUYS KNOW THAT THEY DO A GREAT JOB WHEN THINGS BREAK AND FALL, BUT THEY BUT BREAK DOWN, BUT THEY COST MONEY. AND LAST YEAR THEY DID SPEND MORE MONEY THAN THEY TOOK IN. IT'S A CLOSED SYSTEM LIKE THEY ARE PROPOSING HERE, BUT IT'S STILL ON A HOT DAY, USES 350,000 GALLONS OF WATER. THAT'S ALMOST AS MUCH AS THIS TOWN USES ON A DAILY BASIS. AND THIS TOWN'S STRUCTURE FOR WATER IS ALREADY A MESS. I CAN'T EVEN IMAGINE WHAT'S GOING TO HAPPEN IF INDIAN TOWN COMPANY STARTS TO DRAW SO MUCH WATER OUT. BUT I WANTED TO EMPHASIZE, FPL HAS BEEN ONE OF OUR LONGEST STANDING PARTNERS AND ONE OF OUR TRUSTED PARTNERS. THEY'RE THERE FOR EVERYONE. THEY'RE NOT JUST THE LITTLE LEAGUE AND THE SOCCER OR THE CHAMBER, OR THE 4TH OF JULY, THE CHRISTMAS PARADE, OR ALL THOSE OTHER THINGS. AND THAT IS, FROM MY PERSONAL PERSPECTIVE, NOT JUST A CHAMBER MEMBER. I CAN GO INTO MUCH MORE DETAIL FROM A CHAMBER PERSPECTIVE AS WELL. BUT THEY DON'T JUST SHOW UP WHEN IT'S CONVENIENT, THEY STAY INVOLVED. THEY SUPPORT OUR LOCAL ORGANIZATIONS AND THEY CONTINUE TO INVEST IN THIS COMMUNITY, NOT JUST IN OUR TAX BASE, BUT IN OUR COMMUNITY. SO I'M HERE TO SUPPORT THEM. THIS ITEM BRINGS MORE LAND INTO THE VILLAGE, OBVIOUSLY. AND AS MR. FERRER WAS TALKING ABOUT THE CONCERN, AND IT'S A HUGE CONCERN NOT ONLY FOR OUR COMMUNITY, BUT MANY COMMUNITIES, IF THEY CUT OFF THE OPPORTUNITY TO UTILIZE TPP, I DON'T KNOW WHAT ANY COMMUNITY IS GOING TO DO REALLY TO FIX THE ROADS OR ANYTHING ELSE IF THEY DON'T HAVE THAT RESOURCE, BUT THEY BRING MUCH MORE THAN THAT.
