[Breast Cancer Awareness October]

PROCLAMATION PROCLAIMING OCTOBER 2025 AS BREAST CANCER AWARENESS MONTH. WHEREAS WHILE CONSIDERABLE PROGRESS HAS BEEN MADE IN THE FIGHT AGAINST BREAST CANCER, IT REMAINS THE MOST COMMONLY DIAGNOSED CANCER AMONG WOMEN AND THE SECOND LEADING CAUSE OF DEATH AMONG WOMEN IN THE UNITED STATES. AND WHEREAS EVERY TWO MINUTES A WOMAN IS DIAGNOSED WITH BREAST CANCER, 30% OF NEW WOMEN CANCER DIAGNOSES WILL BE FOR BREAST CANCER, AND EVERY ONE OUT OF EIGHT WOMEN IN THE UNITED STATES WILL BE DIAGNOSED WITH BREAST CANCER DURING HER LIFETIME. AND WHEREAS OVER THE PAST DECADE, BREAST CANCER RATES HAVE INCREASED 1% ANNUALLY, WITH THE STEEPEST INCREASE IN WOMEN UNDER 50. AND WHEREAS THIS OCTOBER, WE RECOGNIZE BREAST CANCER SURVIVORS, THOSE BATTLING THE DISEASE, THEIR FAMILIES AND FRIENDS WHO ARE TIRELESS SOURCE, WHO ARE TIRELESS SOURCE OF LOVE AND ENCOURAGEMENT AND APPLAUD THE EFFORTS OF OUR MEDICAL PROFESSIONALS AND RESEARCHERS WORKING TO FIND A CURE FOR THIS DEADLY DISEASE. AND WHEREAS, BREAST CANCER AWARENESS MONTH IS AN OPPORTUNITY TO UNITE ALL CITIZENS IN OUR COMMUNITY TO PREVENT BREAST CANCER DEATHS THROUGH INCREASED EDUCATION, EARLY DETECTION, PREVENTION, EARLY DETECTION, PREVENTION, AND REGULAR SCREENINGS. OKAY. PERFECT. OKAY. NEXT, WE GOT PAT FROM PAT NOLAN FROM PUBLIC WORKS. HE'S GOING TO GIVE US A PRESENTATION AND UPDATE. WELCOME. GOOD EVENING, MR. MAYOR. COUNCIL MEMBERS FOR THE RECORD, PAT NOLAN, DIRECTOR OF PUBLIC WORKS AND UTILITIES. OKAY, I'M HERE BEFORE YOU TO GIVE YOU A PRESENTATION ABOUT SOME OF THE THINGS WE'RE DOING IN PUBLIC WORKS AND UTILITIES.

FIRST SLIDE WE'VE GOT AS PUBLIC WORKS PROJECTS. YOU'VE HEARD ABOUT A LOT OF THESE PROJECTS BEFORE, SO I'LL TRY TO BE BRIEF. I'VE GOT THE UPTOWN ROADWAY AND DRAINAGE PROJECT. THAT WAS BASICALLY A DESIGN PROJECT THAT HAS BEEN COMPLETED. WE WERE ABLE TO GET A GRANT FROM FLORIDA DEPARTMENT OF TRANSPORTATION FOR THAT. HOPEFULLY, WE'LL BE ABLE TO TAKE SOME OF THE PLANS THAT WE HAD PUT TOGETHER AND PUT THEM TO USE IN THE FUTURE. SECOND ON THE LIST IS SOUTHWEST LINCOLN STREET ROADWAY DRAINAGE PROJECT. THAT IS A PROJECT THAT WE RECEIVED FUNDING AGAIN FROM FLORIDA DOT. THAT IS PRETTY MUCH WHAT IT SOUNDS LIKE OVER IN LINCOLN. THAT ROAD IS IN SOME ROUGH SHAPE. DRAINAGE NEEDS SOME WORK. SO I'VE BEEN WORKING WITH DOT TO TRY TO GET THE FUNDING SO THAT WE CAN START THAT PROJECT. SEMINOLE DRIVE PROJECT. THAT IS SOMETHING THAT'S FUNDED THROUGH THE DEPARTMENT OF ECONOMIC OPPORTUNITY. IT'S A COMMUNITY DEVELOPMENT BLOCK GRANT. WE ARE VERY CLOSE TO STARTING THAT PROJECT. I ACTUALLY HAVE A ZOOM CALL WITH DEO NEXT WEEK. WE SUBMITTED SOME PAPERWORK A COUPLE OF WEEKS AGO, AND WE ARE THAT CLOSE TO GETTING THE GO AHEAD TO GET THAT PROJECT STARTED. NEXT IS A ROADWAY REPAIR AND MAINTENANCE. AND BASICALLY WHAT THAT IS, IS A PROJECT THAT WE STARTED LAST YEAR FIXING THE POTHOLES THROUGHOUT THE VILLAGE AND STRIPING THROUGHOUT THE VILLAGE. WE COMPLETED THAT FOR LAST BUDGET YEAR. I'VE ALREADY TALKED TO THE CONTRACTOR ABOUT THE NEW YEAR. WE GAVE THEM SOME SITES THAT WE NEED TO WORK WITH.

I'M WAITING FOR A QUOTE. WE'RE GOING TO FIX AS MUCH AS WE CAN WITHIN THE BUDGET, AND ALSO STRIPE AS MUCH AS WE CAN WITHIN THE BUDGET. AND AS I'VE SAID BEFORE, HOPEFULLY YEAR THREE WE'LL DO A LITTLE BIT MORE COMPREHENSIVE WORK. THE GOAL IS TO WHEN WE FIX A ROAD, FIX THE INFRASTRUCTURE UNDER THE ROAD FIRST AND THEN FIX THE ROAD, OR WORKING TOWARDS THAT WITH THE BUDGET AND ALSO WITH OUR RESOURCES NEXT. WATER PROJECTS WATER PLANT PROJECT IS THE EXISTING WATER PLANT. WE HAVE A STATE REVOLVING FUND FUNDING IN HAND. WE'RE JUST WORKING WITH THE STATE TO RELEASE THAT MONEY. FIRST THING WE HAVE TO DO IS GO OUT TO BID WITH SOME OF THOSE PROJECTS. SO WE'RE WORKING ON A BID PROCESS, BID PACKAGE FOR THE WELLS FIRST SO THAT WE CAN REPAIR THE WELLS AND THEN ALSO. SOME OF THE TREATMENT PROCESSES. WE ALSO HAVE REACHED OUT TO SRF AND ASKED IF WE COULD START ON THE WELLS BEFORE THE BID PACKAGE IS COMPLETE. DUE TO THE FACT THAT WE DON'T HAVE ALL THE WELLS WORKING PRESENTLY, AND WE JUST HAD ONE FAIL ABOUT TWO WEEKS AGO. THANKFULLY IT WAS ONLY MINOR, IT WAS ELECTRICAL AND WE WERE ABLE TO GET IT RUNNING IN A COUPLE OF DAYS, BUT IT'S STILL. IT'S AN EMERGENCY. WE'RE AT A POINT WHERE IT'S IT'S AN EMERGENCY. SO I'M HOPING AGAIN, I SENT PAPERWORK TO THE SRF YESTERDAY GETTING THEM TO HOPEFULLY APPROVE THAT AND LET US START AS WE'VE GOT THE CONTRACTOR, WE'RE PRETTY CONFIDENT THE CONTRACTOR WILL BE THE SAME CONTRACTOR WHEN WE PUT IT OUT TO BID, BECAUSE THERE'S ONLY TWO CONTRACTORS IN THE ENTIRE STATE THAT DOES THAT KIND OF

WORK. SO THE HOPE IS THAT WE GET THIS STARTED SOONER THAN LATER, AND THAT IS A PART OF THE BIGGER PROJECT THAT WE'VE TALKED ABOUT WITH THE NEW R.O. PLANT, WHICH WE'LL BE TALKING ABOUT IN LATER SLIDES. THE OTHER PROJECT ON OUR LIST IS A RAILROAD AVENUE WATER MAIN.

YOU'VE HEARD THIS MANY TIMES BEFORE. WE HAVE 100 YEAR OLD WATER MAIN IN THE VILLAGE. IT'S KIND OF THE BACKBONE OF THE SYSTEM. WE'VE LOOKED UNDER ROCKS FOR MONEY. I WAS ACTUALLY TALKING EARLIER TODAY. WE HAD THAT ON THE SRF PACKAGE BACK IN 2022, BUT THE VILLAGE DIDN'T HAVE THE FUNDING TO PAY THE DEBT SERVICE, SO WE HAD TO DECIDE WHAT WE WERE GOING TO DO WITH THE SRF MONEY. WE ACTUALLY HAD TO DROP THREE PROJECTS BECAUSE WE JUST DID NOT HAVE THE RESOURCES TO PAY BACK THE DEBT. THAT WAS BEFORE THE NEW WATER METERS, BEFORE SOME OF THE, YOU KNOW, THE RATE INCREASES AND AND SO FORTH. SO WE ARE WORKING STILL TO FIND FUNDING FOR THAT PROJECT AND WE'RE LOOKING EVERYWHERE. SO HOPEFULLY WE FIND FUNDING AND WE CAN GET THAT PROJECT DONE. NEXT ONE IS A 12 INCH WATER MAIN LOOPING PROJECT. I CAN SAY THAT THAT PROJECT IS DONE PHYSICALLY. THE PROJECT IS COMPLETE. I'LL BE BEFORE YOU IN THE NEXT MONTH OR SO, HOPEFULLY WITH THE COMPLETE PACKAGE SO WE CAN BUTTON IT UP. WE ARE UNDER BUDGET. I DON'T KNOW HOW MUCH, BUT WE DID NOT GO OVER BUDGET. WE ARE UNDER BUDGET BUT PROBABLY A LITTLE BIT. BUT THAT PROJECT IS COMPLETE AND IT JUST ADDS AN EXTRA. WE DID. WE FOUND AN ISSUE WHEN WE WERE DOING THAT PROJECT OVER IN BOOKER PARK. WE HAD SOME ISSUES IN BOOKER PARK ABOUT A YEAR AGO, AND WE FOUND OUT IT WAS ONE VALVE THAT SHUT OFF ALL OF BOOKER PARK, BECAUSE THERE WAS A WATER MAIN THAT HAD NEVER BEEN REPAIRED ON THE UPPER SIDE OVER BY RAILROAD. SO AS PART OF THIS 12 INCH WATER MAIN LOOPING PROJECT, WE'RE ABLE TO INCORPORATE AN EXTRA PROJECT TO RECONNECT UP ON THE UPPER SIDE. AND WE WERE STILL UNDER BUDGET, BUT NOW WE HAVE BETTER SUPPLY TO BOOKER PARK. BUT WE ALSO HAVE ADDED CONTROL SO THAT WE HAVE ISSUES OVER THERE. WE DON'T HAVE TO PUT THE WHOLE NEIGHBORHOOD OUT OF WATER. WE CAN FEED FROM BOTH SIDES NOW. SO THERE WAS A LITTLE BIT OF A BONUS TO THAT PROJECT THAT WE HADN'T PLANNED. 151ST AND OSCEOLA STREET WATER MAIN PROJECT THAT IS IN THIS NEIGHBORHOOD OVER HERE. A LOT OF THE WATER MAINS ARE IN THE BACKYARDS. SO THIS PROJECT, SPECIFICALLY THE WATER MAIN, IS A TWO INCH GALVANIZED MAIN. SO THE GOAL THERE IS TO GET THE WATER MAIN OUT OF THE BACKYARDS AND ALSO PUT A BIGGER WATER MAIN IN THE STREET, SO THAT WE ALSO ENHANCE FIRE PROTECTION. SO IT'S TWO IT'S YOU KNOW, IT'S IT'S A TWO PHASE PROJECT. WE'RE TRYING TO ACCOMPLISH TWO DIFFERENT THINGS THERE. SAME THING. WE ARE WORKING WITH CONGRESSMAN MASSA'S OFFICE TO SECURE APPROPRIATION FUNDING FOR THAT PROJECT NEXT. WE'RE CALLING THIS SPECIAL WATER PROJECTS. WHAT THIS IS IS A DEEP INJECTION. WELL, IF YOU GO BY THE WASTEWATER PLANT, YOU SEE THIS VERY TALL TOWER IN THE MIDDLE OF THE WASTEWATER PLANT THAT IS A DRILLING RIG FOR THE DEEP INJECTION WELL. THE DEEP INJECTION WELL IS A PROJECT THAT'S FOR THE RO PLANT. ONCE WE GET THE RO PLANT BUILT, WE'RE GOING TO HAVE CONCENTRATE WASTE. FROM THE PROCESS OF TREATING THE WATER. WE HAVE TO DISPOSE OF THAT. BUT WE DID SOMETHING A LITTLE DIFFERENT. WE PUT THE DEEP INJECTION WELL AT THE WASTEWATER PLANT. WE WERE GOING TO HAVE TO RUN A MAIN FOR THE CONCENTRATE. SO WE THOUGHT ABOUT IT, PUT SOME THOUGHT WE'RE GOING TO WE. WHAT WE DID WAS CO-LOCATED THIS DEEP INJECTION WITH THE WASTEWATER PLANT. SO IT'S GOING TO SERVE TWO USES. IT'S GOING TO TAKE THE CONCENTRATE FROM THE RO PLANT. BUT WE CAN ALSO USE IT FOR ANY UPSETS AT THE WASTEWATER PLANT. AND HOPEFULLY MAYBE SOME COMMERCIAL USES IN THE FUTURE. SO IT'LL BE A REVENUE GENERATOR AS WELL. SO THAT IS ON SO FAR ON SCHEDULE. IT SHOULD BE DONE ABOUT JUNE 2026. NEXT. WASTEWATER PROJECTS AGAIN, IF YOU'VE DRIVEN BY THE WASTEWATER PLANT LOCATION, YOU'LL SEE THAT THERE'S A LOT GOING ON IN THE FRONT OF THE PROPERTY IN THIS PICTURE. IF YOU SEE THAT KIND OF GREENISH CIRCLE IN THE BACK, THAT'S THE EXISTING WASTEWATER PLANT THAT HAS A CAPACITY OF ABOUT 750,000 GALLONS A DAY. HOPEFULLY THAT PLANT'S BEEN THERE SINCE 1982, AND IT'S DEFINITELY OUTLIVED ITS USEFUL LIFE. IF YOU LOOK IN THE FOREGROUND OF THE PICTURE ON THE RIGHT, THAT IS THE BEGINNING OF THE WASTEWATER PLANT. THE NEW WASTEWATER PLANT WILL HANDLE 1.2 MILLION GALLONS A DAY, WITH THE ABILITY TO EXPAND ANOTHER 600 PRETTY QUICKLY WITH JUST A COUPLE OF TANKS. SO WHAT YOU'RE SEEING THERE IS THE CONSTRUCTION OF A BRAND NEW WASTEWATER PLANT. AND I MIGHT ADD, MOST OF THE SLIDES THAT YOU'RE GOING TO LOOK AT, IT'S ALL GRANT MONEY. IT'S EITHER YOU KNOW, WE'VE TALKED ABOUT THE CHECK OVER THERE, APPROPRIATIONS THAT WE GOT FROM THE STATE. THIS PROJECT IS DEFINITELY ONE OF THOSE PROJECTS. IT'S ALL STATE

APPROPRIATION MONEY THAT'S DOING THIS. WE HAVE WE HAVE RECEIVED A TOTAL OF $76 MILLION FOR THE PROJECTS THAT WE'RE DOING HERE IN THE VILLAGE NEXT. ALONG WITH THE BIG PROJECTS, YOU'VE GOT PEOPLE IN THE FIELD EVERY DAY WORKING IN THE VILLAGE. SO I ADDED THAT TO THE TO THE SLIDE SHOW AS WELL. FIRST PICTURE ON THE LEFT IS THE GUYS ARE IT'S THAT YELLOW THING IN THE LEFT. YOU DON'T SEE THE WHOLE PIECE OF EQUIPMENT. THAT'S A PIECE OF EQUIPMENT. THE VILLAGE PURCHASED WITH ARPA MONEY ABOUT THREE YEARS AGO. IT'S A JETTER VAC TRAILER SO THAT WE HAVE AN ISSUE IN A MANHOLE, WHICH YOU CAN SEE THAT'S WHAT THEY WERE DOING. THEY WERE PULLING SOMETHING OUT OF THE MANHOLE. WE HAVE THE TOOLS TO DO THAT IN HOUSE. WHEN I FIRST GOT HERE, WE HAD NONE OF THESE. YOU'RE GOING TO SEE A LOT OF TOOLS IN THESE PICTURES THROUGH ARPA MONEY, THROUGH APPROPRIATIONS. WE'VE PURCHASED A BUNCH OF EQUIPMENT SO THAT OUR PEOPLE CAN DO WORK IN HOUSE. SO THE FIRST TWO PICTURES ON THE LEFT ARE EXACTLY THAT. IT'S THE JETTER. THAT GREEN HOSE IS JETTER HOSE. SO THEY'RE OPENING UP A CULVERT THAT WAS PLUGGED. WE CAN USE THAT. WE INITIALLY BOUGHT IT FOR WASTEWATER PROJECTS, YOU KNOW, COLLECTION, SEWER MAIN PROJECTS. BUT WE CAN ALSO USING CULVERT PIPES, WHICH OVER IN THIS NEIGHBORHOOD WE HAVE A LOT OF SOME OF THE DRAINAGE ISSUES WE HAVE ARE JUST PLUGGED CULVERT PIPES. SO IN THE OFF SEASON, THAT'S WHAT WE TRY TO DO IS IDENTIFY THESE THINGS AND TRY TO FIX THEM, OPEN THEM UP IN HOUSE SO THAT WE CAN IMPROVE THE QUALITY OF LIFE IN THE NEIGHBORHOODS. THE LAST ONE IS A LIFT STATION. THE GUYS WERE CLEANING ONE OF THE LIFT STATIONS AGAIN, INSTEAD OF CALLING A CONTRACTOR, WE'RE ABLE TO DO IT IN-HOUSE NEXT.

WATER UTILITIES. PICTURE. ON THE LEFT IS A FIRE HYDRANT. THAT PARTICULAR FIRE HYDRANT IS TRACTOR SUPPLY. UNFORTUNATELY, SOMEONE WAS DRUNK IN THE AFTERNOON AND HE HIT IT. AGAIN.

BEFORE I GOT HERE, WE WOULD HAVE HAD TO CALL A CONTRACTOR AND COME AND GET IT FIXED. AND YOU DON'T KNOW WHEN THEY'RE COMING. NOW, AS YOU CAN SEE IN THE PICTURES, YOU HAVE PEOPLE THAT WORK HERE THAT CAN DO THESE THINGS IN-HOUSE, BECAUSE THAT'S WHAT WE'VE BEEN DOING AS PART OF THE PROCESS, IS TRAINING THE PEOPLE THAT WORK HERE TO DO THESE KINDS OF THINGS. WE HAVE HALF OF OUR CREW HAS DONE SOME OF THIS BEFORE. HALF OF OUR CREW HAS NEVER DONE ANY OF THIS BEFORE. SO WHAT YOU'RE SEEING IS WE'RE TRAINING THEM AS WE'RE GOING SO THAT WE CAN AGAIN, SO THAT WE CAN DO THESE THINGS IN HOUSE. SO THE FIRE HYDRANT, LIKE I SAID, WAS SOME POOR GUY GOT A DWI AND HE HIT OUR FIRE HYDRANT, BUT WE HAD TO FIX NEXT DAY. FIRST WAS FIRE HYDRANT THAT KEPT GETTING HIT. SO THE FIRE HYDRANT WAS USELESS BECAUSE IT GOT HIT REPEATEDLY BECAUSE OF A BAD LOCATION. AND THEN WE FOUND A LEAK WHEN WE WERE FIXING FIRE HYDRANT. AND IN IN ORDER TO FIX THAT ONE REPAIR, WE FOUND OUT ABOUT THE LEAK, BUT IT TOOK US AT LEAST 2 OR 3 WEEKS TO WHERE WE GOT TO THE POINT THAT WE COULD CONTROL THE WATER, BECAUSE EVERY TIME THEY TOUCH THE VALVE, IT DIDN'T WORK. SO WE REPLACED 4 OR 5 VALVES AROUND THAT AREA FIRST AND THEN FIX THAT NEXT PUBLIC WORKS. WE HAVE TWO GENTLEMEN, TWO AND A HALF, WE'LL SAY, BECAUSE IVAN WORKS IN A LOT OF DIFFERENT PLACES. SO WE'VE GOT TWO FULL TIMERS IN PUBLIC WORKS. THE LIFT WE RENTED, WE HAD A TREE THAT WAS UNSAFE OVER IN THE FERNWOOD FOREST NEIGHBORHOOD, RIGHT NEXT TO A PERSON'S HOUSE, BUT IN THE RIGHT OF WAY. AND THEN ONCE WE GOT DONE PICKING MOVING THE GRANITE OFF THE STREET, WE BROUGHT THE BROOM OUT, WHICH WAS ANOTHER PIECE OF THAT PIECE OF EQUIPMENT THAT WE PURCHASED AND CLEANED THE STREET AS WELL. THE MANAGER AND I BOTH WANTED TO GIVE YOU AN UPDATE ON THE DUE DILIGENCE PROCESS CONCERNING THE PURCHASE OF THE PROPERTY IMMEDIATELY BEHIND VILLAGE HALL HERE, JUST FOR A LITTLE BIT OF BACKGROUND FOR THE PUBLIC. AS YOU ALL RECALL BACK AT YOUR AUGUST 14TH MEETING, THE COUNCIL APPROVED AN OPTION CONTRACT FOR THE PURCHASE OF THE LAND IMMEDIATELY BEHIND VILLAGE HALL HERE. THE APPROVAL OF THAT OPTION CONTRACT BEGAN A 90 DAY INSPECTION PERIOD, DURING WHICH THE VILLAGE COULD DO ITS DUE DILIGENCE, AND DURING THAT 90 DAY PERIOD, THE VILLAGE COULD POTENTIALLY CHOOSE TO TERMINATE THE AGREEMENT IF THE PROPERTY WAS NOT SATISFACTORY. FOR OUR PURPOSES, THE 90 DAY INSPECTION PERIOD CONCLUDES ON WEDNESDAY, NOVEMBER 12TH, WHICH FALLS BEFORE YOUR NEXT REGULAR COUNCIL MEETING. SO THIS ITEM IS MEANT TO PROVIDE THE COUNCIL WITH AN UPDATE CONCERNING ALL THE DUE DILIGENCE. AND JUST TO DOUBLE CHECK BEFORE WE PROCEED ON WITH WHAT THE CONTRACT HAS IN IT, PRECEDING TO CLOSING AND BEING DONE, THAT WE DON'T HAVE ANY CONTRARY DIRECTION OR ANYTHING LIKE THAT FROM THE COUNCIL. SO GIVE YOU AN UPDATE WHERE WE ARE ON DUE DILIGENCE IN ALL OF THIS. IMMEDIATELY AFTER THE BEGINNING OF THE INSPECTION PERIOD, THE PROPERTY OWNER PROVIDED US WITH A BUNCH OF DOCUMENTARY INFORMATION RELATING TO THE PROPERTY WHICH THEY WERE REQUIRED TO DO UNDER THE OPTION CONTRACT. PRIOR TITLE, COMMITMENT, GEOTECHNICAL AND SOILS AND STORMWATER EXFILTRATION REPORTS A BUNCH OF DIFFERENT TECHNICAL REPORTS, PRIOR SURVEYS, ALL OF THOSE WERE REVIEWED AND NONE OF THEM REVEALED ANY CONCERNS. WE THEREAFTER WENT AHEAD AND GOT A NEW TITLE COMMITMENT FOR TITLE INSURANCE FOR THE PURCHASE OF THE PROPERTY, AND A SURVEY FOR THE PROPERTY, PARTICULARLY THE PORTION OF THE PROPERTY THAT'S TO BE PURCHASED IN GETTING BOTH THE TITLE COMMITMENT AND THAT NEW SURVEY, NONE OF THAT REVEALED ANY CONCERNS. THE ONE THING I WOULD TELL YOU, AS A PRACTICAL MATTER, IT DID REVEALS WHEN THE SURVEY WAS BEING DONE, IT HAD TO BE STAKED, AND IT KIND OF GAVE US A VISUALLY COMPELLING DEMONSTRATION OF KIND OF HOW CONSTRAINED THE BACK OF THE PROPERTY CURRENTLY IS. THIS IS NOT ULTIMATELY A GREAT SURPRISE. WE KNEW WHERE THAT PROPERTY LINE IS, BUT SEEING IT STAKED OUT, OUT THAT WAY KIND OF MAKES A VISUALLY COMPELLING DEMONSTRATION OF HOW CONSTRAINED THINGS ARE THERE IN THE BACK. YOU KNOW, WHEN THAT THAT OTHER PIECE IS NOT INVOLVED AS PART OF DUE DILIGENCE AS WELL? OF COURSE, VICE MAYOR WATERS BROWN HAD REQUESTED THAT THERE BE AN INQUIRY OF THE VILLAGE'S STRUCTURAL ENGINEER, WHO HAD INSPECTED THIS BUILDING PRIOR TO ITS PURCHASE, TO FIGURE OUT WHETHER OR NOT ADDING A SECOND STORY WOULD BE FINANCIALLY FEASIBLE AS COMPARED TO BUILDING ON NEW LAND. AS YOU'LL RECALL, THE MANAGER PROVIDED A REPORT FROM THAT ENGINEER WHO HAD REVISITED ALL OF THAT AND CAME TO THE CONCLUSION THAT THAT BUILDING ON BUILDING A NEW BUILDING WOULD BE MUCH MORE FINANCIALLY FEASIBLE THAN DOING THE EXTENSIVE WORK THAT WOULD BE NECESSARY TO MAKE THIS BUILDING SUCH THAT YOU COULD BUILD A SECOND STORY. SO WITH ALL THAT DUE DILIGENCE THAT HAS BEEN DONE, NOTHING HAS BEEN REVEALED IN THE COURSE OF THING THAT VILLAGE STAFF HAS RECEIVED THAT WOULD IN ANY WAY CHANGE VILLAGE STAFF'S RECOMMENDATION THAT THE VILLAGE PROCEED ON AND AND CONCLUDE THE DUE DILIGENCE PERIOD AND CLOSE ON AND PURCHASE THE PROPERTY. SO WITH THAT, JUST WANTED TO GIVE YOU THAT REPORT AND STAFF'S

RECOMMENDATION IS THAT THE VILLAGE COUNCIL ALLOWED THE INSPECTION PERIOD TO CONCLUDE WITHOUT ANY CANCELLATION. THE VILLAGE THEN PROCEED TO CLOSE ON THE PURCHASE OF THE CONTRACT OR PURCHASE OF THE PROPERTY PER THE OPTION CONTRACT. AND JUST TO BE CLEAR. WITH THAT RECOMMENDATION, WE DON'T NEED ANY MOTION OR ACTION FROM THE COUNCIL TO PROCEED WITH THAT RECOMMENDATION. SITTING AROUND EMPTY BUILDINGS, SITTING AROUND TOWN IS NOT GOOD FOR ANYONE, SO I WOULD LIKE TO ENCOURAGE EVERYBODY TO TAKE INTO CONSIDERATION THAT ALTHOUGH. A LOT OF PEOPLE CONSIDER IT TO BE OVER MARKET VALUE, IT IS THE ONLY PIECE OF PROPERTY ADJOINING OUR CURRENT PIECE OF PROPERTY, WHICH MAKES IT UNIQUE AND UNIQUELY SUITED FOR OUR FUTURE. I THINK ONE OF THE BEST RODEOS ANYWHERE. IT WAS EXCEPTIONAL. AND THEY DID A VIP TENT THIS YEAR WITH THE VIP SEATING. IT WAS PACKED. THERE WERE LOTS OF ATTENDEES.
