SO NEXT SLIDE PLEASE. AGAIN, I'LL MENTION I'LL EXPLAIN A LITTLE BIT MORE ABOUT WHAT I MEAN ABOUT CONTRIBUTORY BUSINESSES ON THE NEXT SLIDE. BUT WE HELP COORDINATE INCENTIVE PROGRAMS, WHICH WHICH IS WHAT I'M HERE TODAY TO EXPLAIN A LITTLE BIT MORE ABOUT. WE'RE ALSO THE LIAISON BETWEEN THE COUNTY, THE CITY OF STEWART, VILLAGE OF INDIANTOWN, AND FLORIDA COMMERCE AS TO WHEN THEY RECEIVE INQUIRIES AND LEADS BUSINESS LEADS FROM OUTSIDE OF THE STATE. AND WE ALSO ARE SECRETARY TO THE INDUSTRIAL DEVELOPMENT AUTHORITY, WHICH IS ANOTHER TOOL IN THE COUNTY'S TOOLBOX. THEY'RE ABLE TO OFFER TAX EXEMPT BONDS AT FAVORABLE TERMS TO BUSINESSES TO HELP THEM GROW AND SUCCEED. AND ESSENTIALLY, WHEN PEOPLE ASK ME, WHAT DO WE DO? WHAT DO YOU DO, WILLIAM? I'M A CHEERLEADER FOR THE COMMUNITY, WHICH I WORK IN, AND WE PROMOTE THE COUNTY AS AN IDEAL PLACE TO DO BUSINESS. NEXT SLIDE PLEASE. YOU SAW CONTRIBUTORY BUSINESSES ON THAT SLIDE. THAT ESSENTIALLY MEANS ANY BUSINESS THAT DERIVES 50% OR MORE OF THEIR REVENUES FROM OUTSIDE OF THE AREA, OUTSIDE OF THE COUNTY. THAT'S CONTRIBUTORY IN NATURE. MANY OF THESE COMPANIES, MOST OF THEM ARE MANUFACTURING IN NATURE, AVIATION AND AEROSPACE COMPANIES, AND MOST ALL MANUFACTURERS. SOME DO 90 OR MORE PERCENT. THERE ARE A LOT OF MACHINE SHOPS AND MANUFACTURING COMPANIES IN THE COUNTY THAT DO A LOT OF DEFENSE RELATED, YOU KNOW, MANUFACTURING. AND SO A LARGE PORTION OF THEIRS, THEIR REVENUES COME FROM OUTSIDE, AND THAT'S THE VALUE ADD OF TRYING TO HELP THOSE BUSINESSES THAT ARE MORE CONTRIBUTORY IN NATURE EXPAND AND GROW AND HELP INCREASE THE TAX BASE IN THE COUNTY. WE DON'T DEAL MOSTLY WITH WHAT I WOULD CALL SERVICE RELATED COMPANIES AND BUSINESSES OF THAT NATURE. THOSE ARE IMPORTANT TO THE ECONOMY, BUT WE PLAY MOSTLY IN THE CONTRIBUTORY SPACE WHERE OUR CHAMBER FRIENDS INTERACT AND ENGAGE MORE FREQUENTLY WITH THOSE SERVICE RELATED BUSINESSES. NEXT SLIDE PLEASE. AND SO THE NEXT SEVERAL SLIDES ARE GOING TO BE TALKING ABOUT THE AD VALOREM TAX EXEMPTION INCENTIVE THAT'S ON THE BALLOT IN AUGUST. AND IT IS A STATE STATUTE. IT'S A FLORIDA STATE STATUTE FOR NEW OR EXPANDING BUSINESSES. AND IT'S UP TO A TEN YEAR EXEMPTION ON THE ON PERSONAL OR REAL PROPERTY TAXES. IT'S NOT AVAILABLE IN ALL MUNICIPALITIES. OF COURSE, IT IS ONLY AVAILABLE, YOU KNOW, IF A REFERENDUM HAS PASSED. NEXT SLIDE PLEASE. MARTIN COUNTY HAS PASSED THE FIRST ITERATION OF THIS IN 2010 AND THEY PASSED IT.

THE VOTERS PASSED IT AGAIN IN 2020 BY ALMOST A 2 TO 1 MARGIN. AND IT STRICTLY APPLIES TO TAXABLE VALUE. AND THE EXEMPTION IS UNIMPROVED VALUE OF THE NEW OR EXPANDING BUSINESS. SO NEXT SLIDE PLEASE. THERE'S PRETTY STRAIGHTFORWARD REQUIREMENTS. TO QUALIFY. YOU HAVE TO BE A NEW OR EXPANDING BUSINESS IN MANUFACTURING OR IN A TARGET INDUSTRY DEFINED BY FLORIDA COMMERCE. THE DEPARTMENT OF COMMERCE, WHICH IS OUR MAIN DEPARTMENT THAT WE LIAISE WITH IN TERMS OF ECONOMIC DEVELOPMENT. YOU HAVE TO ESTABLISH AT LEAST TEN OR MORE EMPLOYEES AT THE AVERAGE WAGE OR ABOVE THE WAGE IN THE IN THE AREA THAT THE INCENTIVE IS BEING OFFERED. AND SO THOSE OTHER INDUSTRIES INCLUDE FINANCE AND INSURANCE SERVICES, WHOLESALE TRADE INFORMATION, PROFESSIONAL SCIENTIFIC AND TECHNOLOGY SERVICES, AND TRANSPORTATION AND WAREHOUSING. AND I BELIEVE THAT HEALTHCARE AND SOCIAL ASSISTANCE IS IN THERE. BUT MAINLY THE BUSINESSES THAT WE'RE DEALING WITH, MORE IN THE BUSINESSES THAT CAN TAKE ADVANTAGE OF THIS MORE USUALLY ARE IN THE MANUFACTURING INDUSTRY, BECAUSE MANUFACTURERS HAVE A LOT OF TANGIBLE PERSONAL PROPERTY OR EQUIPMENT THAT IS TAXED, AND THEY CAN TAKE ADVANTAGE OF THAT IN A IN A WAY THAT, YOU KNOW, OTHER COMPANIES MAY NOT BE ABLE TO. NEXT SLIDE PLEASE. JUST SOME HIGH LEVEL HIGHLIGHTS. THE EXEMPTION PROVIDES A TEMPORARY REDUCTION. IT'S UP TO TEN YEARS.

SHOULD YOU ALL APPROVE IT OF THE VILLAGE'S AD VALOREM TAXES ON NEW TAXABLE VALUE. THE IMPORTANT PART IN THIS I THINK IS THE SECOND BULLET POINT. THIS INCENTIVE FROM AN ECONOMIC

DEVELOPMENT STANDPOINT, IT REALLY ENCOURAGES INVESTMENT BY REDUCING THOSE INITIAL COSTS. SO THE MONEY SAVED BY THE COMPANY CAN BE REINVESTED INTO THEIR COMPANY TO GROW, YOU KNOW, THEIR BUSINESS ACCORDINGLY. NEXT SLIDE PLEASE. WHAT IS IT NOT WHAT DOES IT IT DOESN'T DO IT DOES NOT GIVE A CASH PAYMENT. IT IS NOT A IT DOESN'T GIVE ANY AUTOMATIC BENEFIT TO THE COMPANY. NEXT SLIDE PLEASE. IT ALSO DOESN'T DECREASE THE EXISTING TAX BASE NOR DOES IT AFFECT TAXES THAT ARE PAID TO THE SCHOOL DISTRICT OR OTHER TAXING JURISDICTIONS, SUCH AS THE CHILDREN'S SERVICES COUNCIL, FOR EXAMPLE. NEXT SLIDE PLEASE. I BELIEVE THIS IS THE LAST SLIDE THAT I WANTED TO LEAVE YOU ALL WITH SOME KEY FACTS. AND ALSO I DIDN'T MENTION EARLIER, THERE'S A HANDOUT AT THE FRONT THAT GOES THROUGH A QUESTION AND ANSWER IN TERMS OF, YOU KNOW, THE MYTHS AND FACTS RELATING TO THIS INCENTIVE. THE BEAUTY OF IT IS THAT IT'S NOT A ONE SIZE FITS ALL INCENTIVE AND APPROACH. IT CAN BE TAILORED TO EACH SPECIFIC COMMUNITY. FOR EXAMPLE, THE VILLAGE COMMISSIONERS, YOU ALL WOULD BE ABLE TO REVIEW AND VOTE ON EACH REQUEST FOR EXEMPTION, AND RECIPIENTS MUST PROVIDE ANNUAL REPORTING OR FACE CLAWBACK. THE EXAMPLE THAT'S MOST RELEVANT TO US CURRENTLY RIGHT NOW. AND I WILL SAY THAT NO COMPANY HAS UTILIZED THIS AS YET, YOU KNOW, AS RECENTLY, HOWEVER, THERE HAVE BEEN A FEW COMPANIES THAT HAVE BEEN INTERESTED IN TAKING ADVANTAGE OF IT. ONE OF THOSE BEING POWER SYSTEMS, MANUFACTURING GAS ENGINE TURBINES FOR INDUSTRIAL USES AND AEROSPACE AND AVIATION. THEY'RE LOCATED THEIR HEADQUARTERS IS IN JUPITER, BUT THEY MOVED A SIGNIFICANT PART OF THEIR OPERATION, MANUFACTURING TO THE SOUTH FLORIDA GATEWAY DEVELOPMENT OFF KANNER HIGHWAY, ABOUT 20 MINUTES NORTH OF HERE.

AND THEY RECEIVED FAVORABLE FEEDBACK FROM COUNTY COMMISSIONERS. AGAIN, THIS IS THE FIRST TIME THAT IT CAME ACROSS THE DESK OF THE COUNTY COMMISSIONERS, AND THEY RECEIVED FAVORABLE FEEDBACK LAST YEAR AFTER REVIEWING THE ASSOCIATED ECONOMIC IMPACT ANALYSIS AND THE ROI NUMBERS FOR THEIR SPECIFIC APPLICATION, THEY'VE GOT ABOUT ESTIMATED 8 OR $9 MILLION IN ESTIMATED TANGIBLE PERSONAL PROPERTY AND EQUIPMENT THAT THEY WILL BE BRINGING INTO THE FACILITY IN MARTIN COUNTY. AND THEY'RE ACTUALLY BUILDING OUT RIGHT NOW. SO THEY'RE HOPEFUL THAT ALL OF THAT WILL BE IN PLACE BY JANUARY 1ST, BECAUSE JANUARY 1ST IS WHEN THE TAX RECORDS TAKE AN ASSESSMENT OF THE PERSONAL PROPERTY THAT'S IN THE STRUCTURE, THEIR TANGIBLE PERSONAL PROPERTY ESTIMATED AGAIN, IT'S ABOUT 8 OR 9 MILLION, BUT THAT'S ESTIMATED TO REPRESENT APPROXIMATELY ABOUT 350 OR SO THOUSAND DOLLARS IN TAX REVENUES, TANGIBLE PERSONAL PROPERTY. AND THAT WOULD BE FOR THEM. THEY'RE DOING THEY'RE LOOKING AT DOING AN EIGHT YEAR EXEMPTION PERIOD. AGAIN, IT'S UP TO TEN YEARS. AND, YOU KNOW, AGAIN, IT'S TAILORED BY SPECIFIC EACH YOU KNOW, EACH SPECIFIC, YOU KNOW, INSTANCE THAT COMES THROUGH SO THAT 350,000 OR SO DOLLARS IN TAX REVENUE THAT WOULD BE FOREGONE, IT COMES BACK ON THE TAX ROLLS AFTER THE INCENTIVE PERIOD IS OVER. BUT THE GREAT THING ABOUT THEIR PARTICULAR EXAMPLE IS AFTER THAT INCENTIVE PERIOD, THERE WAS ABOUT A 1.2 OR SO MILLION DOLLAR ESTIMATED RETURN ON INVESTMENT FROM THE DIRECT IMPACT OF JOBS AND THE INDIRECT IMPACT THAT THOSE JOBS MAKE. SO IT'S ALMOST A THREEFOLD KIND OF, YOU KNOW, BENEFIT THAT YOU GET. AND THAT'S HOW THE EXEMPTION WORKS. AND I WILL SAY A LOT OF THE COUNTIES AROUND US DO HAVE THAT. IT'S A TOOL IN THEIR TOOLBOX. MARTIN COUNTY IS CURRENTLY REASSESSING THEIR TOOL KIT. AND REDOING THE AD VALOREM TAX EXEMPTION FOR MARTIN COUNTY TO FOCUS MORE ON CAPITAL INVESTMENT, AS OPPOSED TO JOBS, BECAUSE THEY REALLY WANT TO FOCUS ON THAT. AND WE'RE REALIZING THAT, HEY, THAT'S VERY IMPORTANT FOR THE TAX BASE HERE.

SO AGAIN, IT'S VERY FLEXIBLE IN TERMS OF HOW IF YOU ALL PASS IT, HOW IT WOULD IMPLEMENT, HOW IT WOULD BE IMPLEMENTED, YOU KNOW, IN TERMS OF THE PROCESS. BUT GENERALLY SPEAKING, WHEN YOU TAKE A LOOK AT WHAT IS FOREGONE FROM A TAX PERSPECTIVE, YOU'RE GETTING THE BENEFIT OF THAT REINVESTMENT IN THE COMMUNITY FROM THE COMPANY STANDPOINT AND THE TAX BASE STANDPOINT. YOU KNOW, OVERALL, WHEN YOU HAVE A COMPANY HERE LOOKING AT, YOU KNOW, HEY, WHERE DO WE INVEST? HOW DO WE INVEST, WHAT'S THE STRATEGY? BECAUSE THAT IS A QUESTION THAT COMES UP INEVITABLY WHEN COMPANIES ARE TRYING TO MAKE THEIR DECISION TO EITHER BRING A COMPANY, THEIR COMPANY HERE OR TO REINVEST AND STAY HERE, YOU KNOW, FOR THE LONG TERM. SO THAT'S THE PRESENTATION. IT'S FAIRLY STRAIGHTFORWARD IN TERMS OF, YOU KNOW, WHAT IT IS, WHAT IT ISN'T.

A LOT OF FOLKS THAT DON'T OWN BUSINESSES MAY NOT REALIZE THAT BUSINESSES HAVE TO PAY TAX ON THEIR DESKS AND THEIR EVERYTHING THEY OWN IN THOSE BUSINESSES EVERY SINGLE YEAR. YES, CORRECT. SO IT'S ALMOST LIKE BUYING YOUR CAR TAG FOR EVERYTHING YOU OWN.

AND THESE BIGGER BUSINESSES WITH THE BIG MACHINES. AND LIKE HE SAID, SEVERAL MILLION DOLLARS.

THAT WOULD MAKE A BIG DIFFERENCE, I WOULD THINK, COMPARED TO A COMMUNITY THAT'S NOT OFFERING THIS INCENTIVE FOR THEM TO COME HERE, AND THEN THEY'RE STILL GOING TO BE CONTRIBUTING, NOT JUST THE OUTLYING, YOU KNOW, OF THE NEW JOBS AND ALL THAT, BUT THEY'RE STILL GOING TO BE CONTRIBUTING TAXES TO OUR TAX BASE. FOR EXAMPLE, IN SAINT LUCIE COUNTY I JUST TALKED TO PETE CHESHIRE COUNTERPART THERE AND THEY CURRENTLY OFFER 50% OFF OF YOUR OF THE AD VALOREM TAX FOR FIVE YEARS. AND THEN IT STEPS DOWN UNTIL THEY'RE PAYING THE FULL FREIGHT. THE COMPANY I'VE SEEN IT WHERE YOU OFFER 100% AND THEN YOU STEP DOWN. YOU KNOW, EACH 10% EACH YEAR. IT'S SET TO EXPIRE HERE IN JUST A FEW WEEKS. JULY 23RD, 2025. SO ALMOST A YEAR AGO. AND I'LL LET TARYN TELL YOU A LITTLE BIT MORE ABOUT IT.
