WHEREAS AUTISM SPECTRUM DISORDER IS A COMPLEX DEVELOPMENTAL CONDITION THAT AFFECTS INDIVIDUALS DIFFERENTLY, IMPACTING THEIR COMMUNICATION AND SOCIAL INTERACTIONS AND BEHAVIORS. ]CONSERVATION MONTH. WHEREAS WATER IS A FUNDAMENTAL NATURAL RESOURCE ESSENTIAL TO THE HEALTH AND WELL-BEING AND ECONOMIC VITALITY OF OUR COMMUNITIES, AGRICULTURAL AND INDIVIDUAL. I'M SORRY, IN INDUSTRIES, WHEREAS ACCESS TO CLEAN AND SUFFICIENT WATER IS VITAL FOR PUBLIC HEALTH, FIRE PROTECTION, IRRIGATION, RECREATION AND ENVIRONMENTAL SUSTAINABILITY.AND WHEREAS GROWING POPULATIONS, CLIMATE VARIABILITIES AND INCREASING DEMANDS ON WATER RESOURCES NECESSITATES THE RESPONSIBLE USE AND CONSERVATION OF WATER TO ENSURE ITS AVAILABILITY FOR FUTURE GENERATIONS. ]WORKS UTILITY UPDATE. MR. NOLAN. GOOD EVENING, PAT NOLAN FOR THE RECORD, DIRECTOR OF PUBLIC WORKS AND UTILITIES. WHAT WE HAVE FOR YOU IS A PRESENTATION THAT I GAVE AT THE JOINT MEETING. SO THIS IS A LITTLE BIT OF INFORMATION OF WHAT WE'RE DOING OVER AT THE PUBLIC WORKS UTILITIES. AND I'LL START IT WITH A LOT OF WHAT WE'RE DOING IS FUNDED BY GRANTS. SO WE'RE VERY FORTUNATE THAT WE'VE RECEIVED THE GRANT MONEY THAT WE HAVE. AND I HAVE TO THANK BOTH THE MAYOR AND VILLAGE MANAGER, BECAUSE THEY SPENT THE LAST THREE DAYS UP IN TALLAHASSEE LOBBYING FOR MORE GRANT MONEY FOR THE VILLAGE. SO IT'S DEFINITELY A TEAM EFFORT. IT STARTS AT THE TOP. IT GOES ALL THE WAY DOWN TO EVERY EMPLOYEE THAT WE HAVE. WE'RE ALL TRYING TO MOVE IN THE SAME DIRECTION. DOWN. OKAY. SO FIRST IS THE PUBLIC WORKS PROJECTS. AND AS I STATED BEFORE, THREE OF THESE FOUR PROJECTS ARE GRANT FUNDED. THE FIRST ONE IS THE UPTOWN ROADWAY AND DRAINAGE REPAIR PROJECT THAT IS BASICALLY DESIGN THAT WAS FUNDED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION. WE ARE GETTING CLOSE TO FINALIZING THE DESIGNS, AND WE'LL HAVE TO SEE WHAT WE HAVE AS FAR AS BUDGET TO GO OUT TO BID. I DON'T FORESEE THAT ACTUALLY IN THE[00:15:05]
NEAR FUTURE, BUT WE DID RECEIVE $700,000 IN GRANT MONEY TO DO THE DESIGN. AND THAT'S FOR THE UPTOWN NEIGHBORHOOD, THE NEIGHBORHOOD THAT WE'RE IN RIGHT NOW. THE OTHER PROJECT IS THE SOUTHWEST LINCOLN STREET ROADWAY DRAINAGE PROJECT, THAT ALSO IS A DOT FUNDED PROJECT. THAT'S $850,000, 300,000 OF IT IS MONEY FROM THE VILLAGE, 550,000 IS FROM DOT. WE'VE BEEN WORKING WITH DOT TO GET THAT STARTED. WE'RE IN THE DESIGN PHASE WITH THAT. SO HOPEFULLY YOU'LL SEE SOMETHING IN THE NEXT SIX MONTHS TO A YEAR WHERE WE'LL GET THAT STARTED AND FINISHED. SEMINOLE DRIVE PROJECT, THAT IS A COMMUNITY DEVELOPMENT BLOCK GRANT THAT'S ADMINISTERED BY THE FLORIDA DOE. IF YOU RECALL, I HAD ASKED YOU TO TAKE PART OF THAT PROJECT OUT, A GENERATOR PROJECT OVER AT MAGNOLIA, BECAUSE IT CAME IN OVER BUDGET. I'M WORKING WITH THE DEO TO GET THAT STARTED AS WELL. WE'RE GETTING VERY CLOSE AND THAT WILL BE DRAINAGE AND ROAD REPAIRS OVER ON SEMINOLE. THE NEXT IS ROAD REPAIR AND MAINTENANCE THAT IS FUNDED THROUGH OUR BUDGET.YOU PUT $270,000 INTO THE BUDGET FOR THIS YEAR. WE'VE EXPENDED ABOUT $178,000 TO DO THE. IF YOU LOOK AROUND THE VILLAGE, THERE'S A BUNCH OF BLACK REPAIR SPOTS THAT WERE MADE THAT CAME FROM THAT PROJECT. WE'RE ALSO GOING TO DO STRIPING AS WELL. THAT'S THE NEXT PART OF THAT PROJECT.
WE'RE GOING TO START STRIPING IN THIS NEIGHBORHOOD, BECAUSE WE HAD ALREADY DONE STRIPING IN THE BOOKER PARK NEIGHBORHOOD AS PART OF THE DRAINAGE PROJECT. BUT THE GOAL IS TO GET WHAT WE CAN WITHIN THE BUDGET. THIS YEAR, THERE'S ABOUT 50,000 LEFT IN THE BUDGET. SO AT THE END OF THE BUDGET YEAR, I'LL SEE WHERE HOW THE PAVEMENT LOOKS, SEE IF WE CAN, WHAT WE CAN DO AS FAR AS PATCH OR STRIPE. AND THEN GOING INTO THE NEXT YEAR, WE'RE GOING TO DO THE SAME THING. AND HOPEFULLY BY YEAR THREE, WE'LL BE AT A POINT WHERE WE CAN BUDGET MONEY TO DO ALSO DO INFRASTRUCTURE UNDER THE ROAD AND DO MORE OF A COMPREHENSIVE REPAIR. BUT THIS IS THE BEGINNING OF SOMETHING. WHICH WAY DO I HAVE TO GO OVER YOU? KNOW, TOO FAR. NEXT, OUR WATER PROJECTS. AND AGAIN THIS IS ALL GRANT FUNDED PROJECTS. FIRST ONE IS THE WATER PLANT PROJECT, WHICH IS ACTUALLY TWO PROJECTS. WE'VE BEEN WORKING WITH SRF TO GET FUNDING TO REHAB THE EXISTING WATER TREATMENT PLANT THAT IS $12.5 MILLION. WE'RE VERY CLOSE TO PUTTING THAT OUT TO BID. WE HAVE A BUDGET. WE FINALLY GOT THE GO AHEAD FROM SRF TO BE ABLE TO DO THE PROJECT. THE OTHER PART OF THAT IS BUILDING A NEW WATER PLANT. SO AS I SAID EARLIER, THE MAYOR AND THE VILLAGE MANAGER WENT TO TALLAHASSEE SPECIFICALLY ASKING FOR FUNDING FOR THAT PROJECT. SO HOPEFULLY IT PAYS OFF AND WE'LL BE ABLE TO MOVE FORWARD WITH THAT PROJECT. BUT WE ARE PLANNING WE'RE STARTING DESIGN VERY SOON SO THAT WHEN WE SEE THE MONEY, WE'RE READY TO GO.
NEXT ONE IS THE RAILROAD AVENUE WATER MAIN. I'VE BEEN TALKING ABOUT THIS MAIN SINCE I GOT HERE. IT'S A 100 YEAR OLD MAIN. WE'RE LOOKING FOR FUNDING FOR THAT PROJECT, BUT IT'S A VERY IMPORTANT PROJECT BECAUSE THAT IS THE BACKBONE OF THE SYSTEM. WE DO NOT HAVE FUNDING FOR THAT PROJECT, BUT WE DO HAVE IT DESIGNED. SO AGAIN, ANOTHER PROJECT IS FUNDED BY GRANT MONEY. NEXT ONE IS ANOTHER PROJECT THAT WE'RE TRYING TO GET OFF THE GROUND. THAT'S 151ST IN OSCEOLA STREET. IF THOSE ARE BROUGHT IN FOR THOSE NEW THINGS, THAT WOULD HAVE THE EXEMPTION. BUT THE LAND ITSELF DOESN'T, AND IT'S ENDS UP BEING ULTIMATELY TEMPORARY. THE POINT BEING, YOU GET THEM IN HERE, THEY'RE HERE FOR A WHILE, AND THEN AFTER A WHILE THOSE INCENTIVES GO AWAY. BUT THE BUILDING IS STILL THERE AND THAT BUILDING IS ON THE TAX ROLLS AT THAT POINT. SO THE IDEA IS YOU GET THEM, GET THEM IN TEN, TEN YEARS ISN'T AS LONG AS YOU THINK. AND THEN THAT STUFF'S ON THE TAX ROLLS, JOBS WERE CREATED AND SO ON.
