I THINK A REALISTIC CASE WOULD BE A DEVELOPER COMING IN, BUILDING HOUSES, HOOKING UP TO OUR SEWER, DOING INDIVIDUAL WELLS. AND BUYING. TREES SO THEY HAVE TO HOOK UP ONCE OUR WATER PLANT IS DONE. JUST AS LONG AS THEY KNOW THEY GO INTO IT WITH THEIR EYES WIDE OPEN, KNOWING, HEY, THIS IS A BUSINESS DECISION, THAT WE'D GO THIS AND THEN ONCE IT'S AVAILABLE, IT IS GOING TO HAVE TO SWITCH OVER. AND YOU KNOW, THEY CAN PRE BUILD IN THAT THE INFRASTRUCTURE. SO IT CAN BE SWITCHED OVER EASILY OKAY. SO I HAVE A QUESTION ON THAT. FROM THE BUILDERS STANDPOINT PUTTING IN THE WELLS. IT'S NOT A CHEAP THING TO DO. IF WE DID THAT TO ENCOURAGE THESE BUILDERS TO GO AHEAD AND BUILD AND NOT WAIT, WOULD THERE BE ANY WAY WE COULD OFFER THEM FUNDS, INCENTIVE ON THE OTHER END, WHEN THEY DID HOOK UP TO HELP THEM OFFSET THE COST OF HAVING HAD TO DO THE WELL? THAT WOULD BE FOR THEM INCENTIVES. I THINK THE INCENTIVE IS BEING ABLE TO COME AND GET THAT APPROVAL, THAT THAT WOULD BE DIFFICULT. LET ME PUT IT THIS WAY. THAT WOULD BE THAT WOULD BE DIFFICULT FOR THAT MONEY TO COME FROM ANYWHERE OTHER THAN THE GENERAL FUND, WHICH IS PROBABLY NOT. NO, I DON'T MEAN GIVING THEM. I DON'T MEAN GIVING THEM MONEY. THEY'RE GOING TO HAVE TO HOOK UP. IS THERE ANY INCENTIVE THAT WE COULD DO TO HAVE THEM, YOU KNOW, NOT GIVE THEM MONEY, BUT HAVE THEM NOT PAY AS MUCH OF A HOOKUP FEE IF THEY'VE MADE THAT COMMITMENT? I, I UNDERSTAND WHAT YOU'RE SAYING. THE ONE THING TO KEEP IN MIND WHEN YOU HAVE AN ENTERPRISE FUND AND IN PARTICULAR, THIS IS VERY IMPORTANT WHEN YOU HAVE AN ENTERPRISE ENTERPRISE FUND THAT HAS PLEDGED ITS NET WATER AND WASTEWATER REVENUES TO A BUNCH OF DEBT, GOOD DEBT, BECAUSE A LOT OF IT'S, YOU KNOW, DEBT FORGIVENESS, BUT DEBT TO THE DEP STATE REVOLVING FUND, WE ARE BOUND BY OUR BOND COVENANTS THAT YOU CANNOT HAVE ANY FREE SERVICE. YOU CANNOT HAVE ANY DISCOUNTS. SO THAT AND THAT'S THAT'S THE MATTER. SO IN THAT CONTEXT, IN OTHER CONTEXTS.
