I DON'T KNOW IF YOU DO OR DON'T KNOW. MY PREDECESSOR, SUSIE HUTCHINSON, WAS CEO FOR 50 YEARS. AND. RIGHT. AND JUST RETIRED AT THE END OF 2024. SO I'VE JUST COME ON BOARD. I'M ABOUT THREE AND A HALF MONTHS IN TO BEING THE NEW CEO AT HELPING PEOPLE SUCCEED. AND I'M HERE WITH MY BOARD VICE CHAIR, TOM PENNY. AND THANK YOU FOR HAVING ME. THE PURPOSE OF BEING HERE TONIGHT IS REALLY JUST TO EDUCATE OR REEDUCATE THE GROUP ON WHO WE ARE, WHAT WE DO, AND HOW WE WANT TO MAKE SURE WE ARE SERVING AS MANY PEOPLE IN THE VILLAGE OF INDIAN TOWN AS NEED OUR SERVICES. SO QUICKLY. I OBVIOUSLY WON'T READ ALL THESE WORDS, BUT THEY ARE HERE FOR YOU. BUT WHAT'S UNIQUE ABOUT OUR ORGANIZATION IS WE DO FOUR DIFFERENT TYPES OF SERVICES FOR OUR OUR COMMUNITIES THAT WE SERVE. AND YOU SEE THE NUMBERS UP THERE FOR HOW MANY FAMILIES OR CHILDREN OR FOLKS IN INDIAN TOWN ARE SERVED HEALTHY FAMILIES YOU'LL SEE UP THERE YOU MAY BE FAMILIAR WITH IT IS A CHILD ABUSE PREVENTION PROGRAM. WE GET DIRECT REFERRALS FROM ALL SORTS OF PLACES FOR THAT. AND WE'RE SERVING 173 INDIAN TOWN FAMILIES WITH THAT PROGRAM, WHICH IS AMAZING. OUR TEAM OF HEALTHY FAMILIES FEELS REALLY WELL RECEIVED BY THE COMMUNITY FOR THIS PROGRAM. IT'S A HOME VISITING PROGRAM WHERE OUR TEAM IS ASSIGNED TO A FAMILY AT SOME TIME BETWEEN BIRTH AND AGE ONE, BUT THEN THEY STICK WITH THAT FAMILY UP UNTIL THE CHILD'S AGE AT AGE FIVE, AND THEY ARE WORKING WITH THE PARENT IN OR PARENTS IN THE HOME TO MAKE SURE THAT IT'S A HEALTHY HOME AND FREE OF CHILD ABUSE AND NEGLECT. WE HAVE AN OVER 99% SUCCESS RATE WITH THAT PROGRAM. IF FAMILIES ARE WITH US, THEY THERE IS NOT GOING TO BE ABUSE OR NEGLECT IN THAT HOME. SO WE'RE REALLY PROUD OF THAT PROGRAM AND WE'RE PRETTY IN THE COMMUNITY. BUT THEN YOU'LL SEE BEHAVIORAL HEALTH. WE ARE ONLY SERVING SIX INDIAN TOWN RESIDENTS IN OUR BEHAVIORAL HEALTH PROGRAM. AND I THINK THAT

IS A GAP, RIGHT. WE ALL KNOW THAT MENTAL HEALTH IS HUGE. AND I'M SURE THE NEED HERE IS HUGE, JUST LIKE IT IS IN LITERALLY EVERY COMMUNITY IN THE COUNTRY. RIGHT? SO I WANT TO MAKE SURE YOU ALL KNOW WE HAVE A REALLY ROBUST BEHAVIORAL HEALTH PROGRAM. WE HAVE COMMUNITY, MENTAL HEALTH, CHILDREN, FAMILIES, ADULTS. IT DOESN'T MATTER. WE SERVE THEM WITH VERY QUALIFIED, TRAINED MENTAL HEALTH THERAPISTS LICENSED. WE DO TARGETED WRAPAROUND CASE MANAGEMENT FOR FAMILIES. SO IF WE'RE SERVING MAYBE, YOU KNOW, A 13 YEAR OLD CHILD, BUT THEN WE FIND OUT THE FAMILY'S HAVING HOUSING ISSUES OR FOOD INSECURITY OR WHATEVER. THE THING IS, WE BECOME THE WRAPAROUND SERVICE FOR THAT ENTIRE FAMILY. SO A LOT OF TIMES THE POINT OF ENTRY IS ONE INDIVIDUAL. BUT WE LEARN THAT THERE'S A FAMILY DYNAMIC THERE THAT WE CAN SERVE, AND WE DO OFFER AFTER SCHOOL AND SUMMER PROGRAMING. WE HAVE SEVERAL MODELS OF THAT FOR STUDENTS WHO HAVE ANY SORT OF MENTAL HEALTH DIAGNOSIS. THAT'S ANYTHING FROM A.D.D. ALL THE WAY UP TO BIPOLAR DISORDER, ANYTHING IN BETWEEN. SO I WOULD LOVE YOU TO KNOW ABOUT THESE SERVICES, AND I'LL TALK IN A MOMENT ABOUT HOW YOU MIGHT BE ABLE TO HELP US GET THE WORD OUT, BECAUSE WE HAVE A LOT MORE WE CAN OFFER TO FOLKS HERE IN BEHAVIORAL HEALTH. SUCCESSFUL FUTURES IS A LITTLE MORE COMPLICATED. WE'RE SERVING A WHOLE ONE PERSON SOMEWHERE OUT HERE IN INDIAN TOWN THROUGH OUR SUCCESSFUL FUTURES PROGRAM. BUT THAT'S OUR PROGRAMING FOR INDIVIDUALS WITH DISABILITIES, MOSTLY ADULTS WITH DISABILITIES. AND IT'S MOSTLY AROUND HELPING THEM TO FIND AND MAINTAIN EMPLOYMENT. SO THIS IS ANOTHER AREA WE WORK THROUGH VOCATIONAL REHAB WITH THIS. SO IT'S A LITTLE MORE COMPLICATED. PEOPLE CAN'T JUST GET THE PROGRAM. VR REFERS THEM TO US. BUT AGAIN WE HAVE AN AMAZING PROGRAM AND WE COULD SERVE MORE FOLKS HERE IF WE KNEW WHO THEY WERE AND HOW TO GET TO THEM. AND THEN FINALLY, BABY STEPS. BABY STEPS IS ARE JUST LIKE CUTESY LITTLE NAME FOR ALL THE PROGRAMS THAT WE DO FOR KIDS BIRTH THROUGH AGE FIVE TO MAKE SURE THAT THEY ARE READY FOR KINDERGARTEN. THAT NUMBER THERE IS HUGE 409 INDIAN TOWN RESIDENTS SERVED, BUT IT'S A LITTLE BIT MISLEADING. SO I DO WANT YOU TO KNOW, I THINK ONE AREA WHERE WE COULD DO MORE HERE IN THE COMMUNITY, THOSE 409 ARE BECAUSE ANYBODY WHO HAS A BABY WHO IS AN INDIAN TOWN RESIDENT CAN GET OUR SERVICES WHILE THEY'RE IN THE HOSPITAL, AND THEN RIGHT WHEN THEY GO HOME SO THAT IT'S IMMEDIATE, RIGHT? WE KNOW WHO THEY ARE. THEY HAD A BABY. WE CAN SERVE THEM, BUT WE HAVE ALL THESE OTHER PROGRAMS WHERE WE CAN CONTINUE TO SERVE THEM. AND THE ONE I WANT TO REALLY TALK WITH YOU ABOUT, WE ARE BARELY SERVING ANYONE IN THIS PROGRAM AND THEIR BEHAVIOR PROGRAMS WHERE WE WORK WITH PRESCHOOLS, WHERE KIDS ARE HAVING BEHAVIORAL PROBLEMS IN PRESCHOOL. SOMETIMES YOU THINK WHO'S WHO'S BAD IN PRESCHOOL? WELL, LOTS OF PEOPLE HAVE BEHAVIORAL CHALLENGES WHEN THEY'RE IN PRESCHOOL. BUT WHAT WE DO IS WE WORK WITH THE PRESCHOOL TEACHER AND THE FAMILY TO TEACH THEM BEHAVIOR MODIFICATION STRATEGIES AND SKILLS SO THAT THEIR CHILD CAN STAY IN AND NOT GET KICKED OUT OF PRESCHOOL. BECAUSE IF A CHILD GETS KICKED OUT OF PRESCHOOL, YOU KNOW WHAT ELSE HAPPENS? PARENT CAN'T GO TO WORK BECAUSE NOW THEY HAVE NO ONE TO WATCH THEIR CHILD OR, YOU KNOW, NOW WE'RE INTO AN UNHEALTHY FAMILY SITUATION. ET CETERA. ET CETERA. ET CETERA. I'M NOT SO SURE IF PRESCHOOL IS IN THE AREA KNOW ABOUT THIS PROGRAM. IT'S USUALLY THE PRESCHOOL TEACHERS OR STAFF WHO CALL US TO SAY, HEY, LITTLE JOHNNY OVER HERE IS STRUGGLING. CAN YOU HELP? AND THEN WE CONTACT THE FAMILY TO SEE IF WE CAN DO THAT. SO WE'D LOVE TO PUSH THAT PROGRAM OUT MORE. IT'S VERY EFFECTIVE. YOU CAN GO TO THE NEXT SLIDE IF YOU DON'T MIND. I WAS ASKED TO REACH OUT TO THE SHERIFF'S OFFICE TO SEE IF THEY WERE KEEPING ANY REPORTS OR STATISTICS RELATIVE TO SOME OF THE ACTIVITY THAT HAS BEEN GOING ON IN INDIAN TOWN WITH THE US IMMIGRATION AND CUSTOMS ENFORCEMENT. AND I DID REACH OUT TO THEM, AND THE SHERIFF TOLD ME DIRECTLY THAT THERE IS NO ORDER AT THIS TIME FROM THE SHERIFF'S OFFICE ASKING THEM TO DO ANYTHING OTHER THAN THEIR NORMAL DAY TO DAY ACTIVITY. IF SOMEBODY HEADLIGHT'S OUT OR THERE'S A REASON TO PULL SOMEBODY OVER OR SUSPECT SOMEBODY, THAT'S A DIFFERENT ISSUE. BUT THEY CANNOT RANDOMLY OR ARBITRARILY GO TOWARDS SOMEBODY UNLESS THEY'RE DOING SOMETHING THAT THEY DEEM TO BE INAPPROPRIATE OR ILLEGAL.

AND SO THAT'S THE ONLY INVOLVEMENT THEY'VE HAD SO FAR. THEY DO NOT KEEP SEPARATE REPORTS. THEY DO HAVE TO ENTER THE INFORMATION IN THE SHERIFF'S DATABASE IF THERE'S AN ARREST AND IF THAT INDIVIDUAL IS ILLEGAL, IT WILL SAY THAT ON THERE. BUT THEY DO NOT PULL THAT DATA AND REPORT ON IT. APPROVAL OF THE VILLAGE OF INDIAN TOWN. THE PIGGYBACK AGREEMENT BETWEEN THE CITY OF POMPANO BEACH. IT'S GOING TO BE MR. NOLAN. MR. MAYOR, COUNCIL MEMBERS, FOR THE RECORD, PAT NOLAN, WHAT THIS AGENDA ITEM IS, IS A CONTRACT WITH BETWEEN TRIO CONTRACTING AND POMPANO BEACH.

WHAT WE'RE TRYING TO DO IS PIGGYBACK OFF OF THAT CONTRACT SO THAT WE CAN USE TRIO TO WORK ON OUR LIFT STATIONS. I'M SURE IF YOU RECALL, I'VE STOOD BEFORE YOU MANY TIMES BEFORE. WE HAVE ISSUES WITH OUR INFRASTRUCTURE. ONE OF THE BIGGEST ISSUES WE HAVE IS THE LIFT STATIONS. WE'VE IDENTIFIED A LOT OF PROBLEMS, BUT TO GO THROUGH AN RFP IS VERY COSTLY. SO INSTEAD OF COMPLETELY REBUILDING THE LIFT STATIONS, THE APPROACH IS TO FIX WHAT WE CAN. WITH THIS CONTRACT. IT SHOULD BE MUCH MORE COST EFFECTIVE. AND WE CAN, YOU KNOW, FIX WHAT WE HAVE TO FIX UNTIL OUR REVENUES ARE A LITTLE BIT MORE ROBUST, AND THEN WE'LL GO BACK AND DO MORE. BUT THIS WILL ENABLE ME TO GET TO SOME OF THESE LIFT STATIONS THAT ARE MORE PROBLEMATIC AND GET THEM FIXED SOONER WITHOUT SPENDING MILLIONS OF DOLLARS. SO ESSENTIALLY, THAT'S WHAT IT IS IN A NUTSHELL. THANK YOU. AND OKAY, MAYOR, COUNCIL MEMBERS, JUST A VERY QUICK TECHNICAL THING. IF THE COUNCIL IS INCLINED TO APPROVE IT, WE ACTUALLY JUST GOT A COMMUNICATION JUST RECENTLY FROM FDEP, WHICH IS THE FUNDING FOR A LOT OF THIS FOR THIS CONTRACT.

AND OF COURSE MANY, MANY OTHERS IS GOING TO COME FROM SOME FUNDING THROUGH EITHER SRF OR OTHER GRANT MONIES FROM FDEP. THEY HAVE MORE FEDERAL REGULATIONS THAT THEY'D LIKE US TO TACK ON TO A NUMBER OF OUR AGREEMENTS. I THOUGHT WE WERE GETTING RID OF FEDERAL REGULATIONS, BUT APPARENTLY NOT YET. BUT I WOULD ASK IF YOU APPROVE THIS AGREEMENT, TO APPROVE IT WITH AUTHORIZATION FROM MY OFFICE TO ADD ON THE ADDITIONAL REQUIRED LANGUAGE.

HOW MUCH WORK ARE WE TALKING? I'M SORRY, HOW MUCH ADDITIONAL WORK ARE WE TALKING ABOUT? OH, WITH REGARD TO THE FEDERAL REGULATIONS AND SO ON, IT'S MOSTLY COMPLIANCE THINGS THAT ANYONE WHO WORKS IN WATER AND WASTEWATER IS ALREADY COMPLYING WITH, BECAUSE SO MUCH OF THE MONEY IS FUNDED FEDERALLY. AND HE EXEMPLIFIED COMMUNITY SERVICE BECAUSE HE HAD A FULL TIME JOB, BUT HE WAS COMMITTED TO THE YOUTH OF INDIAN TOWN. SO IT'S A GOOD REMINDER FOR ALL OF US TO SEEK EXCELLENCE AND TO CONCENTRATE ON THE YOUTH OF THIS PLACE. IF I RECALL, I THINK SOME OF THE CAMPAIGN MESSAGING WAS THAT THE YOUTH OF INDIAN TOWN IS INDIAN TOWN'S FUTURE, AND THAT'S WHY I ALSO RECOMMENDED RECREATION CENTER AS A PLACE THAT WILL DRAW CHILDREN, ADOLESCENTS, SENIORS. AND WE KNOW THAT MULTI-GENERATIONAL INTERACTION IS HEALTHY FOR BOTH, BOTH AGE GROUPS, ANY AGE GROUP. AND IT ALSO SENDS A MESSAGE TO PROSPECTIVE.
