WE WERE FORTUNATE ENOUGH TO HAVE HIM BECOME YOUR NEW HEALTH OFFICER WHEN CAROL CAROL ANN WAGNER LEFT AND SO WE THOUGHT IT WOULD BE A GOOD OPPORTUNITY FOR NICK TO BE ABLE TO INTRODUCE HIMSELF TO THE COUNCIL, AS WELL AS TALK ABOUT SOME OF THE PROGRAMS THAT THE HEALTH DEPARTMENT HAS HERE IN, IN THE VILLAGE. I WAS APPOINTED IN APRIL, THE LAST DAY OF APRIL. AND, BUT I'VE WORKED FOR THE DEPARTMENT OF HEALTH FOR 16 YEARS, 14 OF WHICH HAVE BEEN IN MARTIN COUNTY. ALMOST A LIFELONG MARTIN COUNTY RESIDENT, MY PREVIOUS BACKGROUND WITH THE DEPARTMENT OF HEALTH WAS ENVIRONMENTAL, PUBLIC HEALTH DIRECTOR, EMERGENCY PREPAREDNESS, KIND OF A LITTLE BIT OF EVERYTHING OVER THE LAST FIVE YEARS. THE PREVIOUS HEALTH OFFICER BROUGHT ME IN AND LET ME PRETTY MUCH PARTAKE IN EVERYTHING FUN AND EXCITING. THAT'S HAPPENED IN PUBLIC HEALTH OVER THE LAST FIVE YEARS. SO WE'RE ALTHOUGH WE'RE IN MARTIN COUNTY, WE'RE ONE OF 67 HEALTH DEPARTMENTS THAT'S AN INTEGRATE, ACCREDITED HEALTH DEPARTMENT. AND WE I WAS GOING TO GO WITH THAT. WE HAVE TWO HEALTH DEPARTMENT LOCATIONS, ONE IN INDIANTOWN, ONE IN STEWART, AND WE OFFER CLINICAL SERVICES. WE HAVE A REGULATORY FUNCTION SIDE EPIDEMIOLOGY. OUR CLINICAL SERVICES CONSIST OF TB TREATMENT OR TUBERCULOSIS TREATMENT AND TESTING. FAMILY PLANNING, IMMUNIZATIONS AND HIV AND STD TESTING. WE DO THAT IN STEWART AND WE DO THAT IN INDIANTOWN AS WELL. OUR ENVIRONMENTAL PUBLIC HEALTH GROUP OR DIVISION. WE DO REGULATORY FUNCTIONS LIKE INSPECTING SWIMMING POOLS, BARS, BIOMEDICAL WASTE FACILITIES. THAT'S KIND OF WHERE YOU SEE US MOST IN THE PUBLIC, OTHER THAN OUR PUBLIC HEALTH OUTREACH [00:05:04] GROUPS, WHERE WE PARTICIPATE IN COMMUNITY HEALTH FAIRS. I THINK OUR GROUP, THEY WERE HERE ACTUALLY LAST SATURDAY FOR THE FAMILY FUN DAY AT POST FAMILY PARK. WE DO HEALTH OUTREACHES, STD, HIV TESTING, THAT KIND OF STUFF, AND WE DO HAVE BOTH OF OUR FACILITIES, STEWART AND INDIANTOWN. WE PROVIDE NARCAN TO THE PUBLIC, NO QUESTIONS ASKED. COME IN, ASK FOR IT. IT'S TO HELP PREVENT OVERDOSES. IT'S ONE OF OUR INITIATIVES, OTHER INITIATIVES THAT WE HAVE RIGHT NOW SPECIFIC TO INDIANTOWN ARE TRYING TO INCREASE PHYSICAL ACTIVITY, SUPPORT GOOD NUTRITION AND REDUCE OBESITY, ESPECIALLY CHILDHOOD OBESITY. ONE OF OUR INITIATIVES THAT WE'RE WORKING ON THROUGH OUR ENVIRONMENTAL HEALTH GROUP, IT'S CALLED PACE. IT'S A PROTOCOL FOR ASSESSING COMMUNITY EXCELLENCE IN ENVIRONMENTAL HEALTH. WE SURVEYED I THINK IT WAS ABOUT 283, ALMOST 300 RESIDENTS OF INDIAN TOWN TO SEE WHAT THEY WOULD LIKE TO SUPPORT THE HEALTHY FOOD OPTIONS, TO SEE IF THERE'S ANYTHING THAT WE COULD DO TO HELP REDUCE THE PREVALENCE OF OBESITY AND POOR NUTRITION. CHRONIC DISEASE, AND OVERWHELMINGLY, THE COMMUNITY SAID FARMERS MARKET. SO WE'VE BEEN WORKING WITH SEVERAL COMMUNITY PARTNERS, INCLUDING THE VILLAGE. WE'VE BEEN WORKING WITH, DEBORAH FROM PARKS AND REC AND WHAT ELSE WAS THERE? I THINK WE HAD. AMERICAN HEART ASSOCIATION, UF, IFAS, THE VILLAGE. SO IT'S A GOOD GROUP. THERE'S A LOT THERE'S SOME GOOD. THERE'S SOME COMMUNITY FOLKS THAT ARE INVOLVED AS WELL, WHICH IS NICE. SO WE WANTED TO MAKE THAT A TRUE COMMUNITY INITIATIVE THAT WAS NOT FORCED DOWN THEIR THROATS LIKE THEY WANTED IT. SO, WE PARTICIPATED. WE HAD A COMMUNITY HEALTH FAIR LAST YEAR AT THE, MOUNT ZION CHURCH THAT WENT REALLY WELL. WE HAD A LOT OF PARTNERS OUT THERE. WE PLAN ON HAVING ANOTHER ONE THIS OCTOBER AND THIS FALL WE LOOK TO DO SOME CAR SEAT INSTALLATIONS WHERE WE'RE GOING TO PROVIDE FREE OR NO COST CAR SEATS TO RESIDENTS. AND THAT'S A WORK IN PROGRESS. BUT IT'S COMING. SO I WANTED TO OPEN IT UP AND SEE IF YOU GUYS HAD ANY QUESTIONS FOR ME. WELL, I HAVE A QUICK QUESTION BEFORE I OPEN IT FOR ANYBODY ELSE, WE HAVE, THE DEPARTMENT HERE IN INDIANTOWN. THEY'RE THERE EVERY TUESDAY AND THURSDAY. SO WEEK, TUESDAY AND THURSDAY AND CLINIC TUESDAY. FROM WHAT TIME TO WHAT TIME? 8 TO 5. 8 TO 5 ON BOTH OF THOSE. YEAH AND AS AS THE VILLAGE GROWS, WE WILL GROW WITH IT. AND WE HAVE THE ABILITY TO SCALE UP AND WE HAVE SPACE ALLOCATED FOR OUR ENVIRONMENTAL HEALTH STAFF WHEN THE TIME IS NEEDED. OR WHAT DO YOU DO OR WHAT YOUR DEPARTMENT DO TO HELP THOSE FAMILIES THAT HAVE SPECIAL NEEDS CHILDREN? WE WOULDN'T HAVE A LOT TO DO WITH THAT. FOR THOSE FAMILIES SPECIFICALLY, UNLESS WE'RE, YOU KNOW, A REFERENCE POINT TO ACCESS, GETTING ACCESS TO CARE FOR ANY KIND OF MEDICAL NEEDS THAT WOULD PROBABLY BE OUR, OUR MOST OUR, OUR SCHOOL HEALTH PROGRAM. SO IF THOSE CHILDREN ARE IDENTIFIED IN SCHOOLS THAT HAVING SPECIFIC NEEDS, OUR SCHOOL HEALTH PROGRAM WOULD OVERSEE THE THEM GETTING THE PROPER CARE THAT THEY NEED WITH REGARDS TO MEDICAL ATTENTION AND SPECIALIZED EDUCATION. WE'RE GOING TO HAVE TO RECONCILE THAT WHEN WE GO LIVE WITH THE NEW SYSTEM AND FIGURE OUT WHAT THOSE, YOU KNOW, BILLING DATES SHOULD BE THE THING THAT'S REALLY, REALLY GREAT ABOUT THE BILLING PIECE OF THIS IS, YOU KNOW, WE NOW HAVE A COMPLETELY AUTOMATED METERING SYSTEM, SO WE WON'T HAVE TO WORRY ABOUT DELAYS OR LAG TIME WITH REEDS IN THE FIELD. IT'LL BE REAL TIME. WE CAN STILL MAINTAIN A SINGLE BILLING CYCLE LIKE WE DO NOW. IT'S ONLY 2000 CUSTOMERS, BUT WE MAY CHANGE THAT OVER TIME. WE'RE GOING TO HAVE TO SEE WHAT KIND OF WORKLOAD IT IS FOR US, TO TRY TO BUILD 2000 CUSTOMERS IN A WEEK, THAT MAY BE EASIER THAN WE THINK, OR IT MAY NOT THAT MAY, YOU KNOW, PRECIPITATE SOME SORT OF CHANGE IN CYCLE BILLING WHERE WE, YOU KNOW, MAYBE BUILD DIFFERENT SECTIONS, SECTIONS OF THE CITY, DIFFERENT TIMES, YOU KNOW, THAT'S OTHER CITIES DO THAT, THAT ARE MUCH LARGER THAN US. AND FORFEITURES, HAVE TO DEAL WITH STUFF IN CODE ENFORCEMENT AND, PENALTIES RELATED TO BUILDING PERMITS. THERE'S NOT BEEN A LOT OF ACTIVITY IN THAT AREA. FRANCHISE FEES ARE FOR FRANCHISE FEES THAT WE COLLECT. AND THAT IS, YOU KNOW, WE'RE PRETTY MUCH GOING TO BE SPOT ON WITH THAT WITH WHAT WE PROJECTED, ONE OF THE LOW POINTS, UNFORTUNATELY, IN THE GENERAL FUND IS THE IS THE GAS TAX REVENUE. SO WE'VE COME DOWN QUITE A BIT FROM JUST TWO YEARS AGO, TWO YEARS AGO, WE WERE COLLECTING ABOUT $360,000 A YEAR. AND THIS YEAR WE'RE PROBABLY GOING TO MAYBE GET TO ABOUT $126,000. SO THAT'S A BIG THAT'S A BIG DECLINE. AND AGAIN, A LOT OF THAT HAS TO DEAL WITH THE CHANGE IN FORMULA THAT WAS, IMPLEMENTED. I BELIEVE, BY THE COUNTY, THEY WENT TO A FIVE YEAR CIP MODEL, FOR EXPENDITURES. YOU KNOW, THE VILLAGE IS DOING SOME WORK OUT THERE, BUT WE DON'T REALLY HAVE THE FUNDING TO PUT OUR OWN AD VALOREM TAXES INTO THE INTO THE SYSTEM. SO WE DO KIND OF GET DINGED ON THAT A LITTLE BIT IN THE FORMULA. AND THE WAY IT SHAKES OUT, SO, YOU KNOW, WE'RE OUR, OUR ALLOCATION, I BELIEVE WENT FROM I THINK IT WAS 3% TO 1% OR SOMETHING LIKE THAT. IT WAS IT'S PRETTY SMALL. SO THAT'S A BIG DROP. IMPACT FEES ARE THE FEES THAT WE ACTUALLY JUST RECENTLY COLLECTED. THOSE ARE OUR MOBILITY FEES. YAY. OUR MOBILITY FEES, ALL THAT HARD WORK THAT THE COUNCIL DID AND MR. VOSS DID. WE COLLECTED $5,900 ON THAT. AND, WE'RE WE'RE ALL THE MORE BETTER FOR IT, RIGHT, BUT THAT'S WHAT THOSE ARE. THOSE ARE THE MOBILITY FEES THAT WE'VE COLLECTED THIS YEAR. INTEREST HAS BEEN A HIGH POINT, WE'VE COLLECTED WE WILL COLLECT ABOUT 446,000 IN INTEREST EARNINGS IN THE GENERAL FUND. I HAD BUDGETED 260. SO WE'RE DOING PRETTY WELL. BUT WE'LL TALK MORE ABOUT THIS LITTLE LATER. BUT YOU KNOW, OBVIOUSLY, AS THEY SAY, WHAT GOES UP SOMETIMES COMES DOWN. AND WE WILL HAVE TO KEEP AN EYE ON THAT BECAUSE I DON'T THINK UNFORTUNATELY, OUR GAS TAX REVENUES ARE GOING TO BE GOING UP ANY TIME SOON. BUT OUR INTEREST EARNINGS MAY AND OR I SHOULD SAY GOING DOWN, SO THAT'S, THAT'S THAT'S A THAT'S A POINT TO WATCH. INTER-GOVERNMENTAL IS A LOT OF OUR STATE REVENUE SHARING, SOME OF OUR, SOME OF OUR GRANT REVENUES IN HERE, WE DO ALSO HAVE A LEASE THAT WE HAVE OUT AT BIG MOUND PARK WITH THE I BELIEVE, THE KANE CENTER. THEY'RE PAYING US 1500 A MONTH. THAT LEASE STARTED THIS YEAR. SO, WE'RE COLLECTING THAT AND THEIR LICENSES AND PERMITS, SOME OF THESE ARE AGAIN, ARE WITH COMMUNITY ECONOMIC DEVELOPMENT. THEY'RE THEY MAY DO BETTER THAN WHAT I HAVE PROJECTED HERE, BUT I HAVE THEM SLIGHTLY BELOW BUDGET AT 306,000. MISCELLANEOUS IS JUST THAT. MISCELLANEOUS, OTHER TAXES HAVE TO DEAL WITH, [01:30:06] LIKE COMMUNICATION, SERVICE TAX AND SOME OF THE OTHER, PASS THROUGH REVENUES THAT WE COLLECT FROM THE STATE PROPERTY TAX. WE'VE DONE WELL ON THE ASSESSMENT ROLL. WE'VE COLLECTED EVERYTHING THAT WAS BUDGETED. AND THEN A LITTLE BIT SOME WHICH SOMETIMES THERE'S A LAG IN IN PROPERTY TAX WHEN THE PROPERTY APPRAISER AND TAX COLLECTOR I SHOULD SAY PROPERTY APPRAISER'S OFFICE SETTLES. AND THEN THEY LOOK AT HOW MUCH WHAT YOU'RE DOING WITH THOSE FUNDS THAT YOU'RE RECEIVING AS FAR AS REINVESTING IN YOUR CAPITAL PROGRAM. WE HADN'T BEEN DOING ANY OF THAT VERY LITTLE. IT WAS MORE BEING GOBBLED UP BY YOUR MAINTENANCE OPERATIONS AND SO BECAUSE OF THAT, THEY THE FORMULA WAS REDUCED BECAUSE WE HADN'T BEEN MAKING THOSE CAPITAL EXPENDITURES. IN MY WORKING WITH THE COUNTY, WE WERE TRYING TO COME UP WITH A METHODOLOGY OR SOMETHING THAT COULD ALLEVIATE THAT, BUT WE REALLY WEREN'T ABLE TO COME UP BECAUSE, AGAIN, THEIR ARGUMENT IS YOU SHOULD BE AT WHAT POINT ARE YOU GOING TO START MAKING THAT INVESTMENT IN YOUR ROADS? YOU KNOW, I HEAR WHAT ABOUT POTHOLES? WHAT ABOUT SIDEWALKS? WHAT ABOUT RESURFACING? WHAT ABOUT STRIPIN? WHAT ABOUT THAT ALL TAKES MONEY, MR. NOLAN ONLY HAD. AND THIS IS A BIG NUMBER. SO THAT WHEN YOU HAVE HYDRANTS THAT NEED TO BE, RE REFURBISHED OR REDONE, THEY'RE ON A SCHEDULE, YOU KNOW, EVERY YEAR YOU'RE DOING SO MANY HYDRANTS AND THAT WE DON'T WE JUST HAVEN'T GOTTEN OURSELVES SET UP THAT WAY.
