THE AGENDA? NO, MADAM MAYOR. THANK YOU. THIS EVENING. WE DO HAVE ONE PROCLAMATION UNDER PROCLAMATIONS, AWARDS AND SPECIAL TRIP. UH, PRESENTATIONS. THIS PROCLAMATION. IS FOR TEACHER APPRECIATION WEEK. WHICH MAY 6TH THROUGH MAY 10TH. WHEREAS TEACHERS ARE THE HEART AND SOUL OF OUR EDUCATION SYSTEM. DEDICATING THEIR LIVES TO NURTURING, INSPIRING AND EMPOWERING STUDENTS TO REACH THEIR FULLEST POTENTIAL AND PLAYING A PIVOTAL ROLE IN SHAPING THE MINDS, CHARACTER AND FUTURE OF OUR YOUTH, INSTILLING IN THEM THE KNOWLEDGE SKILLS AND VALUES NECESSARY FOR SUCCESS IN SCHOOL AND IN LIFE. AND WHEREAS TEACHERS SERVE AS MENTORS, ROLE MODELS AND ADVOCATES FOR THEIR STUDENTS, FOSTERING A LOVE OF LEARNING, CRITICAL THINKING CREATIVITY. AND LIFE LONG CURIOSITY. YOU HAVE THREE WARDENS OVER HERE. WHOSE JOB IT IS TO KEEP YOU ON YOUR TOES. MEMBERS COUNCIL MEMBER HERNANDEZ THANK YOU, EVERYONE FOR COMING. UH, IT'S GREAT TO SEE NEW FACES THAT HAVE NOT BEEN PRESENT IN OUR VILLAGE COUNCIL MEETINGS. I WANTED TO TAKE THIS OPPORTUNITY TO ACTUALLY DO LIKE A ONE ON ONE IN REGARDS OF WHAT THIS COUNCIL DOES. SO THE VILLAGE COUNCIL, UH, ESTABLISHES POLICIES. WE DON'T DO THE EVERYDAY RULE, UM, WORK, SO THE STAFF IS THE ONE THAT REVISES PLANS REVISES. EVENT PERMITS AND ALL THAT, SO WE WHATEVER COMES TO THE BOARD, OUR VILLAGE MANAGER DOES BE BEHIND THE SCENES, THE EVERYTHING THAT EVERYDAY THING, SO I JUST WANTED TO CLARIFY THAT BECAUSE, YOU KNOW, UM IT'S ALWAYS GOOD TO RE REMIND PEOPLE IF THEY DON'T KNOW WHAT THE VILLAGE COUNCIL DOES. THE VILLAGE COUNCIL REPRESENTS THE RESIDENTS OF INDIAN TOWN, BUT ADDITIONALLY TO THAT WE HAVE TO HEAR OUR BUSINESS PEOPLE. AND ALSO WITH THAT WE HAVE WE SET POLICIES HERE DURING OUR MEETINGS, WHICH ARE THE 2ND AND 4TH THURSDAY OF EACH MONTH, SO I JUST WANTED TO CLARIFY. YOU KNOW WHAT THE COUNCIL DOES? EACH COUNCIL MEMBER IS 20% OF THE VOTE, SO YOU CAN'T DO ANYTHING WITHOUT THE SUPPORT OF YOUR FELLOW COUNCIL MEMBERS, SO I JUST WANTED TO MAKE SURE THAT YOU KNOW CLARIFICATION WAS OUT THERE IN REGARDS OF WHAT THIS COUNCIL DOES WHAT THE STAFF DOES BECAUSE THE STAFF IS THE PAYING THE ONE EARN THE BIG BUCKS. ROBERTS'S BORDER IS A THICK SET OF RULES HAVE TO DEAL WITH IT ALL THE TIME WHEN YOU GET INTO VERY COMPLEX PROCEDURAL MANEUVERS. MOST OF THE TIME. IT'S REALLY SIMPLE WHEN EVERYBODY KNOWS WHAT YOU'RE TALKING ABOUT, AND EVERYBODY KNOWS WHAT YOU'RE VOTING ON.

RIGHT IN THE RULES FOR SMALL BOARDS AND FOR SMALL MEETINGS. THEY'RE ACTUALLY MUCH MORE LAX IN ROBERT EARL'S BORDER THAN WHAT THE VILLAGE COUNCIL DOES HERE. YOU ACTUALLY WHEN EVERYONE KNOWS WHAT YOU'RE TALKING ABOUT, AND WHAT YOU'LL BE ACTING ON UNDER THE RULES FOR SMALL MEETINGS. YOU DON'T ACTUALLY HAVE TO HAVE A MOTION. I DON'T RECOMMEND THAT. OK BUT UNDER THOSE SET OF RULES IN THE BIG BOOK OF ROBERT JEWS BORDER IF EVERYONE KNOWS WHAT YOU'RE TALKING ABOUT, AND VOTING ON, YOU DON'T EVEN NEED A MOTION. SO THERE IS RECOGNIZED IN ROBERT'S RULES OF ORDER A UM SMALLER NECESSITY FOR FORMALITY. ALL RIGHT NOW AT THE SAME TIME.

AND THEN SOMEONE SAYS EITHER MOTION OR SO MOVED. THIS IS DONE IN CITY COUNCIL MEETINGS AND COUNTY COMMISSION MEETINGS ALL OVER THE STATE. AND IF YOU GO WATCH COMMITTEE MEETINGS UP AT THE STATE HOUSE OR STATE SENATE, THEY WILL USE EVERY MANNER OF JARGON AND QUICK, YOU KNOW, WAYS OF DEALING WITH THINGS. THEY WILL NOT USE. COMPLETE SENTENCES. BOOM BOOM BOOM RIGHT THROUGH. I WOULD SUGGEST THAT'S NOT INFORMALITY. THAT IS JUST THE WAY THAT BODY ACTS NOW. WHEN WE ARE IN SITUATIONS WHERE IT'S NOT JUST YOU KNOW? UH MOVE TO APPROVE OR MOTION OR WHAT HAVE YOU WHEN IT'S JUST EXCEPT THE STAFF RECOMMENDATION OR WHAT THE MAYOR HAS STATED OR SOMETIMES, WHEN SOMETHING IS A LITTLE COMPLEX. MAKE SURE THE PUBLIC KNOWS WHAT YOU'RE TALKING ABOUT WHAT YOU'RE GOING TO BE ACTING ON TO MAKE SURE YOU'RE YOU'RE GONNA BE GIVING CLEAR DIRECTION TO THE PUBLIC TO STAFF AND SO ON. THIS EVENING? NONE. COMMENTS BY OUR VILLAGE MANAGER. UH, YES. I JUST WANTED TO LET THE COUNCIL KNOW THAT, UM MR NOLAN AND I WERE DOWN AT THE SOUTH FLORIDA WATER MANAGEMENT, UH, DISTRICT'S GOVERNING BOARD TODAY. AND THEY APPROVED, UH, FUNDING REQUESTS THAT WAS PUT IN BY THE VILLAGE.

UM IT WAS A $2.5 MILLION REQUEST, BUT THEY APPROVED 1.875. FOR US, AND SO I'VE ASKED THE MAYOR TO, UH SIGN A LETTER THANKING, UM ACTUALLY SENDING IT TO THE FLORIDA DEPARTMENT OF ENVIRONMENT, ENVIRONMENTAL PROTECTION BECAUSE THEY HAVE TO NOW PROVE IT. SO WE'RE SENDING A LETTER OF SUPPORT. AND THEN COPYING THE WATER MANAGEMENT DISTRICTS, EXECUTIVE DIRECTOR SO WE'RE VERY APPRECIATIVE AND THAT WILL BE FOR OUR TEST. WELL. FANTASTIC. SO THIS CAME TO YOU ALL AT YOUR LAST MEETING, AND, UH, THE COUNCIL REQUESTED THAT WE READ AVERTS FOR ANOTHER COUPLE OF WEEKS. WE DID THAT, UH, INCLUDED IN THIS AGENDA PACKET ARE THE TWO APPLICATIONS THAT WERE RECEIVED PRIOR TO THE AGENDA BEING RELEASED. ONE IS MISS LINDA NYUM. AND THE OTHER ONE IS MISS KIMBERLY JACKSON. AND THEN THE OTHER DAY WE RECEIVED, UH APPLICATION FROM A FAN FRANCIS DELGADO. SO WE HAVE THREE. TODAY. SO WE'RE JUST LOOKING FOR DIRECTIONS. Due to performance issues on Well #8, The Village has contacted Florida Design Drilling to evaluate the well and its equipment. Recommendations from FDD is that Well #8 needs aggressive rehabilitation. The galvanized piping will need to be replaced and due to the moister along the well casing and unknown nature of the screened interval FDD is recommending an over drilling of Well #8.

IMAGINE OUR SURPRISE AFTER, UM SATISFYING ALL PERMIT REQUIREMENTS, INCLUDING GETTING OUR SIGNED PERMISSION. LET US NOTARIZE WHEN WE WERE NOTIFIED THAT NO TRESPASSING SIGNS WERE BEING PLACED AT OUR APPROVED AND AGREED UPON VENUE LOCATION. WE WERE STUNNED TO SAY THE LEAST. I MEAN, WHAT COULD HAVE HAPPENED?
