WHEREAS THE BOYS AND GIRLS CLUB HAS A LONG STANDING TRADITION OF RECOGNIZING INDIVIDUALS FOR YOUTH OF THE YEAR WHO ARE OUTSTANDING YOUNG PEOPLE THAT DEMONSTRATE EXCEPTIONAL CHARACTER LEADERSHIP AND COMMITMENT TO MAKING A POSITIVE DIFFERENCE IN THE LIVES OF OTHERS. AND WHEREAS THE BOYS AND GIRLS CLUB OF MARTIN COUNTY FOSTERS LEADERSHIP, ACADEMIC EXCELLENCE AND COMMUNITY SERVICE AMONG ITS MEMBERS AND WHEREAS THIS YEAR THE BOYS AND GIRLS CLUB. I AM A SENIOR AT MARIN COUNTY HIGH SCHOOL, AND I WILL BE GRADUATING WITH OVER 500 COMMUNITY SERVICE HOURS, THANKS TO THE BOYS AND GIRLS CLUB. AT FIRST I DIDN'T WANT TO GO TO THE BOYS AND GIRLS CLUB. IT WAS SOMETHING THAT MY MOM FORCED ME TO GO TO. BUT THROUGHOUT THE YEARS, I REALIZED ALL THE OPPORTUNITIES THE CLUB HAS TO OFFER. I HAVE GAINED A LOT OF FRIEND NEW FRIENDSHIPS AND I'VE SEEN PEOPLE COME AND GO THROUGHOUT MY YEARS OF EXPERIENCE THERE. AND THIS PROCESS HAS SHOWN ME LEADERSHIP SIBIL, AND IT HAS ALSO MADE NEW CONNECTIONS WITH ME, SUCH AS MILDRED AND ONE OF MY FRIENDS, JOSIAH, WHO COULDN'T MAKE IT TODAY. OUR SECOND PROCLAMATION THIS EVENING IS FOR AUTISM ACCEPTANCE MONTH. HM? KNOW. OK? OKAY? PROCLAMATION FOR AUTISM ACCEPTANCE MONTH OF APRIL 2024. WHEREAS AUTISM ACCEPTANCE MONTH IS OBSERVED ANNUALLY IN APRIL TO PROMOTE UNDERSTANDING, ACCEPTANCE AND INCLUSION OF INDIVIDUALS WITH AUTISM SPECTRUM DISORDER OR A SD. AND WHEREAS AUTISM IS A DEVELOPMENTAL DISABILITY THAT AFFECTS PEOPLE, SOCIAL INTERACTIONS, COMMUNICATION BEHAVIORS AND SENSORY PROCESSING, BUT ALSO BRINGS UNIQUE STRENGTHS, TALENTS AND PERSPECTIVES TO OUR COMMUNITIES. AND IT IS ESSENTIAL TO RECOGNIZE THE DIVERSITY OF EXPERIENCES AND ABILITIES WITHIN THE AUTISM COMMUNITY AND TO CELEBRATE THE CONTRIBUTIONS AND ACHIEVEMENTS OF INDIVIDUALS WITH AUTISM IN ALL ASPECTS OF SOCIETY. AND WE'RE MOVING ON TO OUR LAST PROCLAMATION. CLASS PROCLAMATION THIS EVENING IS FOR WATER CONSERVATION MONTH IS APRIL OF 2024. WHEREAS WATER IS A FUNDAMENTAL RESOURCE ESSENTIAL FOR THE LIFE, HEALTH AND ECONOMIC PROSPERITY AND ACCESS TO CLEAN AND RELIABLE WATER IS A BASIC HUMAN RIGHT. AND WHEREAS WATER IS A FINITE RESOURCE, FACING INCREASING DEMANDS DUE TO POPULATION GROWTH, URBANIZATION, CLIMATE CHANGE AND OTHER FACTORS LEADING TO WATER SCARCITY.

ENVIRONMENTAL DEGRADATION AND WATER CONSERVATION IS A CRITICAL IS A CRITICAL COMPONENT OF SUSTAINABLE WATER MANAGEMENT, HELPING TO PRESERVE WATER SUPPLIES, PROTECT ECOSYSTEMS AND ENSURE THE AVAILABILITY OF WATER FOR FUTURE GENERATIONS. OKAY. ITEM NUMBER FOUR. WE HAVE VILLAGE MANAGERS QUARTERLY DEPARTMENTAL UPDATE. YES THE COUNCIL MEMBERS HAD, UH OR COUNCILWOMAN HERNANDEZ HAD RAISED THIS, UH AT THE LAST MEETING, AND I WAS NOT AWARE THAT WE WERE DOING, UH, THAT THE VILLAGE HAD BEEN DOING QUARTERLY. UH, UPDATES BY DEPARTMENTS. SO MR NOLAN IS GONNA BE YOUR FIRST ONE AND THEN WE WILL GO FROM THERE. GOOD EVENING AGAIN, PAT NOLAN FOR THE RECORD. UH, I'M GONNA GIVE YOU A LITTLE SYNOPSIS OF WHAT WE'VE BEEN DOING UP TO THIS POINT. ON A PUBLIC WORKS SIDE. WE'VE GOT A WE'VE GOT A FEW PROJECTS. THESE ARE PROJECTS YOU'VE HEARD OF BEFORE WE GOT THE UPTOWN ROADWAY AND DRAINAGE REPAIR PROJECT. THAT'S IN. THE DESIGN PHASE. THAT'S ESSENTIALLY THE NEIGHBORHOODS OVER HERE IN UPTOWN NEIGHBORHOOD. UH IT'S IN THE HANDS OF THE ENGINEER. RIGHT NOW. THEY'RE WORKING ON THE DESIGN. AND THEN, UH, WE'RE ABLE TO DO THAT, WITH A GRANT FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION. BUT ONCE WE GET IT DESIGNED THEN WE'LL HAVE TO FIGURE OUT IF WE HAVE THE FUNDS TO DO THE ACTUAL CONSTRUCTION, BUT, UH, THAT'S ONGOING. THE NEXT ONE IS A SEMINOLE DRIVE IN MAGNOLIA GENERATOR PROJECT. THAT PROJECT IS A DRAINAGE PROJECT OVER ON SEMINOLE DRIVE. AS IT SAYS ON THE, YOU KNOW, MY POWERPOINT HERE, AND WE'RE ALSO GONNA PUT A GENERATOR OVER A MAGNOLIA LIFT STATION OVER IN BOOKER PARK SO THAT WE CAN HARDEN THAT LIFT STATION. THAT PROJECT WILL BE GOING OUT TO BID VERY SOON. WE FINALLY HAVE EVERYTHING PUT PUT TOGETHER FOR THAT DESIGN IS DONE AND WHERE WE HAVE GOT IN THE CONTRACTOR TO TAKE CARE OF THE RFP. SO THAT'LL BE OUT IN THE STREET. PROBABLY IN A FEW WEEKS. AND THEN WE'VE GOT THIS, UH, SOUTHWEST LINCOLN STREET ROADWAY DRAINAGE PROJECT. THAT'S ANOTHER PROJECT THAT WE'RE WORKING ON WITH DOT FUNDING. THAT'S NOT IN THE DESIGN STAGE YET, BUT NEXT MONTH I'LL BE BEFORE YOU WITH A COUPLE OF CONTRACTS, ONE FOR THE ENGINEERING TO DO THE DESIGN AND OF ONE FROM DOT TO ACTUALLY ACCEPT THE, UH, THE GRANT MONEY. NEXT. ON THE WATERSIDE. UM, A LOT OF THESE PROJECTS ALSO, AS YOU SEE THEM. WE'VE TALKED ABOUT THEM BEFORE. WE'VE GOT A WE'RE WORKING ON A LOT, BUT WE'RE ACTUALLY STARTING TO HAVE SOME OF THIS STUFF COME TO FRUITION.

UH, WATER PLANT. WE'VE GOT TWO PROJECTS OVER THERE. WE'RE WORKING ON SRF FUNDING TO UPGRADE THE EXISTING WATER PLANT. WE'VE ALREADY DONE SOME WORK. WITH FEVER. ECO WORKS TO IMPROVE THE QUALITY OF THE WATER. GOT THE RAILROAD AVENUE WATER MAIN. THAT IS A EIGHT INCH 100 YEAR OLD WATER MAIN THAT RUNS PARALLEL TO THE CS X ROADWAY. WE'RE WORKING VERY DILIGENTLY TO FIND THE MONEY FOR THAT PROJECT THAT HAS ACTUALLY BEEN DESIGNED. BUT WE IF YOU RECALL ABOUT A YEAR AND A HALF AGO, WE HAD TO PICK WHAT WE WERE GOING TO FUND WITH SRF. AND THE WATER PLANT WAS THE PROJECT. SO WE'VE BEEN TRYING TO FIND FUNDING FOR THIS PROJECT. EVER SINCE. NEXT ONE IS A 12 INCH WATER MAIN LOOPING PROJECT. UH, THAT PROJECT RUNS ALONG FARM ROAD TO SILVER FOX. AND THEN WE'RE GONNA BRING IT DOWN 710 AND CONNECT IT TO AN EXISTING.

WHAT WE'RE GONNA DO IS CONNECT 212 INCH MAINS AT FORM A LOOP. THAT'LL STRENGTHEN THE WATER SYSTEM OVER IN THAT NEIGHBORHOOD AND HOPEFULLY IMPROVE THE FIRE FLOW AS WELL. AND THEN AS PART OF THAT PROJECT, WE'RE ADDING OUT OF FORCE MADE THAT WILL GO FROM SILVER FOX DOWN TO THE COMMERCE PARK AS WELL. WE WERE ABLE TO TAKE ADVANTAGE OF THAT PROJECT WITH SOME OF THE FUNDING WE RECEIVED ON THE WASTEWATER SIDE. AND THEN UH, THE LAST ONE ON THIS SLIDE IS 100 AND 51ST.

SO NALA THAT IS ALSO ANOTHER WATER MAIN PROJECT. WE RECENTLY FOUND OUT THAT WE SHOULD BE SEEING THE FUNDING. FROM THE FEDERAL GOVERNMENT ON THIS PROJECT. WE SA ME STORY. THAT PROJECT WAS, UH, ALSO IN LINE WITH THE RAILROAD AVENUE PROJECT. WHEN WE DECIDED TO PUT THE MONEY A T THE WATER PLANT BECAUSE OUR REES IS WE ONLY HAD SO MANY RESOURCES, SO WE STARTED SHOPPING AROUND TRYING TO FIND FUNDS FOR THIS PROJECT, AND WE'RE LUCKY ENOUGH TO FIND SOME AT THE FEDERAL LEVEL. SO WHEN WE DID THIS SLIDE, WE WERE WAITING ON FUNDING. WE'RE WE'RE STILL WAITING, BUT WE'RE GETTING CLOSER AND WE SHOULD BE ABLE TO PULL THAT PROJECT OFF WITHIN THE NEXT YEAR OR SO. NEXT. GOT SOME SPECIAL PROJECTS. YOU KNOW, WE'VE TALKED ABOUT THEM OVER THE LAST FEW MONTHS. UH, CEDRON. WE TALKED ABOUT THAT A COUPLE OF MONTHS OR SO AGO. IN A GIVEN INSTANCE, IT MIGHT BE A JUDGMENT CALL FOR THE CODE ENFORCEMENT OFFICER TO DECIDE WHETHER IT WOULD BE A CITATION TO THE TENANT, A NOTICE OF VIOLATION TO THE OWNER AND A CITATION TO THE TENANT. WHY EVEN EVEN IN THE ABSENCE OF A CITATION PROGRAM LIKE THAT, IT CAN STILL BE EFFECTIVE IN A LOT OF INSTANCES TO CITE THE PROPERTY OWNER BECAUSE IN THE LANDLORD GETS ON THE TENANT AND THAT THAT WORKS OFTEN BUT NOT ALWAYS. SO IT I. I THINK WITH RESPECT TO THAT. THE IDEA IS JUST TO GIVE OUR CODE ENFORCEMENT OFFICER OR OFFICERS MORE TOOLS TO WORK WITH. SO THE CITATION ITSELF WOULD BE CITING THE RENTER AND NOT THE LAND OWNER. IF THEY WERE DOING IT AS A AS A CITATION, AS OPPOSED TO A NOTICE OF VIOLATION THAT WOULD GIVE RISE TO A LIEN RUNNING WITH THE LAND. YES, IT WOULD BE TO THE RENTER OR TO THE OTHER. MAYBE NOT A RENTER.
