THEY HAD NOMINATIONS FOR THEIR, UM BORDER DIRECTORS. THEY TALKED ABOUT THE HOLIDAY PARTIES AND SAID THAT THEY'VE ALREADY SENT OUT INVITES TO ALL ELECTED OFFICIALS. AND UH , YOU KNOW, ATTORNEYS CITY MANAGERS, UM IF THEY WANT TO ATTEND, ADDITIONALLY TO THAT THEY WERE TALKING ABOUT SOME BILLS THAT ARE VERY IMPORTANT TO UM, CITIES AND, UM, THEY ALSO TALKED ABOUT BRIGHT LINE AND HOW CITY OF STEWART MARTIN COUNTY AND CITY OF YOUR PEERS ARE IN THE BIDS OF TRYING TO WIN A STATION FOR BRIGHT LINE. SO THAT WAS INTERESTING BECAUSE WE HAD TWO PEOPLE FROM SEPARATE PARTIES IN THE SAME ROOM. UM SO UM, HOPEFULLY ONE OF THEM GET PICKED FOR BRIGHT LINE STATION. Approval of Contract with Empire Supply Company to purchase Automated Meter Reading (AMR) Advanced Metering Infrastructure (AMI) Water Meters and Installation services for Water Utilities Department.

MADAM ERIC COUNSEL PAT NOLAN FOR THE RECORD. UH DIRECTOR OF PUBLIC WORKS AND UTILITIES. THIS AGENDA ITEM IS FOR APPROVAL OF CONTRACT WITH EMPIRE SUPPLY. FOR THE SUPPLY OF AUTOMATED METER READING AND METER READING INFRASTRUCTURE. WHAT THAT IS A ENTIRE UPGRADE OF THE WATER METER SYSTEM THROUGHOUT THE VILLAGE OF INDIAN TOWN. WE'RE ABLE TO APPROPRIATE OR GET MONEY FROM THE STATE APPROPRIATION TO MAKE THIS HAPPEN. SO THIS IS A ROUGHLY $700,000 PROJECT THAT THE STATE OF FLORIDA WILL BE PAYING FOR THE VILLAGE OF INDIAN TOWN. AND THEY WILL COVER ALL OF INDIAN TOWN WILL COVER THE ENTIRE VILLAGE. AND MOVING FORWARD. THESE WILL BE THIS IS WHAT WILL BE USED AND NEW. YES. WHAT WILL HAPPEN IS WE HAVE REPLACED A LOT OF METERS IN THE SYSTEM, BUT THIS WILL REPLACE EVERY OTHER METER IN THE SYSTEM. WE WILL BE ABLE TO READ THE METERS VIA TOWERS THROUGHOUT THE VILLAGE. AND IT WILL ACTUALLY BE IN REAL TIME SO THAT WE'RE ALSO PURCHASING SOFTWARE AS PART OF THIS PROGRAM, SO THAT ONCE WE GET THIS UP TO THE RESIDENTS WILL BE ABLE TO LOOK AT THEIR METER READING THEMSELVES. THAT'S GREAT AWARE OF WHAT THEY'RE DOING WHAT CHARGES WILL BE AND, UH, THE SAVING AND THE RESOURCES AND UTILITIES DEPARTMENT.

PRESENTLY WE READ METERS ONCE A MONTH. IT'S USUALLY AT LEAST THREE OF MY PEOPLE PER DAY FOR THE FIRST THREE DAYS OF THE WEEK, AND THEN WHEN WE DO RE CHECKS, IT'S ANOTHER TWO DAYS.

TWO PEOPLE EACH SO FOR WEEKS. OF LOSING ALL THOSE RESOURCES ONE WEEK A MONTH. SO WE WON'T HAVE TO WORRY ABOUT THAT. I'M SURE WE'RE GOING TO HAVE ANY CHECKS. I'M SURE WE'RE GOING TO HAVE SOME SOME THINGS THAT ARE GOING TO HAPPEN, BUT WE SHOULD BE ABLE TO REALLOCATE THOSE RESOURCES TO OTHER THINGS. WHAT'S THE TIME FRAME AND BEFORE THE COMPLETION OF THE PROJECT SHOULD BE SIX OR SEVEN MONTHS, AND WE'LL HAVE A COMPLETED SO THE GOAL IS GETTING STARTED IN JANUARY AND HOPEFULLY JUNE, JULY WILL BE UP AND RUNNING 100% BUT BENEFITED. THIS IS WE ALSO HAVE THE ABILITY TO RADIO READ THESE METERS ALREADY. PURCHASE THAT EQUIPMENT PREVIOUSLY BECAUSE I'VE BEEN SLOWLY BUT SURELY UPGRADING TO THOSE AND MY METERS ANYWAY. SO EVEN IF WE DIDN'T DO THIS UPGRADE WE'RE GOING TO HAVE UPGRADED METERS. SO ALTHOUGH WE'RE NOT GOING TO HAVE THIS SYSTEM UP FULLY IN JUNE, I'M GOING TO BE ABLE TO READ THOSE NEW METERS AS WE PUT THEM IN. SO WE'RE GOING TO GAIN WITH EVERY SINGLE METER AS WE PUT THEM IN. COUNCIL MEMBER HERNANDEZ. YES, I JUST WANTED TO PIGGYBACK ON MAYOR GIVES THOMAS'S QUESTION IN REGARDS OF HOW HOW WE'VE ALREADY PUT ALL THOSE METERS IN THAT WE SPENT FROM OUR PAPA. THE DIDN'T WE GET METERS THROUGH OUR PAPA? NO, WE'RE PULLING. THIS. THIS WAS IN THE BUDGET FOR OUR PLAN. BUT WE SPEND IT ON OTHER ITEMS, SO WE NEVER GOT THAT PROGRAM OFF THE GROUND WITH ARPA WAS WE WERE ABLE TO LOBBY THE STATE OF FLORIDA WITH THE APPROPRIATION MONEY YOU GOT FOR THE WASTEWATER PLANT. AND GET THEM TO GO FOR THIS PROJECT. SO ALTHOUGH WE DIDN'T USE THE ART FOR MONEY FOR THIS PROJECT WERE ABLE TO GET THE MONEY FROM THE STATE OF FLORIDA AND USE IT. INSTEAD OKAY? AND THAT'S THAT THIS PROJECT WOULD BE 100 100. PAID THROUGH THIS GRANT MONEY? YES, OKAY. THERE'S NO MATCH EITHER.

SO IT'S 100% FROM THE STATE. OKAY? AND THEN, UM YOU SAID THIS WOULD BE LIKE REPLACING ALL THE METERS. CORRECT THE WHOLE VILLAGE OR RAPE PAIRS. SO ARE THERE RIGHT? HERE'S OUTSIDE OF

THE VILLAGE. UM LIMITS PRESENTLY . I DON'T THINK SO. NO OTHER THAN THE NOT EVEN THE CHARTER SCHOOLS. IN THE VILLAGE SO NO, NO, IT'S NOT. SO MY OFFICE PREPARED THE CONTRACT FOR THIS AND WE ATTACHED THEY'RE RESPONSIVE EXHIBIT A, WHICH IS THEIR SCHEDULE OF WHAT THEIR COSTS WERE AND THEIR TIMELINES AND EVERYTHING LIKE THAT. AS I WAS ACTUALLY LOOKING AT OVER THIS WEEK, UM I WE HAD SOME FURTHER CONVERSATIONS WITH EMPIRE AND THEY HAD CONFIRMED TO US. KIND OF A CONCERN FOR US OF HOW THE BILLING WOULD WORK. MOST OF THIS NUMBER ABOUT 560,000 IS ALL EQUIPMENT, ALL RIGHT, AND THEN THE BALANCE, WHICH IS ABOUT 100. 60 SOME ODD OR WHAT HAVE YOU IS FOR THE LABOR TO ACTUALLY INSTALL IT? IT'S NOT INSTALLED. IT'S NOT USEFUL TO US. SO UM WHAT? AND THEY HAD CONFIRMED TO US THAT THIS WAS THIS WAS THE CASE, BUT WE WANTED TO ADD A SENTENCE TO REALLY CLARIFY THIS.

UM I WOULD ASK THAT IF IT'S THE COUNCIL'S WORLD TO APPROVE THIS CONTRACT TONIGHT. WE'RE GONNA GO AHEAD AND ADD TO THE END OF THE EXHIBIT A SENTENCE THAT READS BILLING FOR ME TO EQUIPMENT AND INSTALLATION THEREOF WILL OCCUR PERIODICALLY ON AN AS INSTALLED BASIS. SO THEY GET THEY GET PAID FOR THE PURCHASE AND THE INSTALLATION OF A SET OF METERS AFTER THEY'VE DONE THE INSTALLATION. AND WE'VE GOTTEN WRITTEN CONFIRMATION FROM THE VENDOR THAT, UH, THEY'RE AMENABLE TO THAT. SO I WOULD ASK THAT WHEN THAT MOTION IS MADE, YOU CAN JUST SAY WITH THE LANGUAGE THAT BUILDS ATTORNEY PROVIDED OKAY? OKAY SO DO I HEAR A MOTION WITH THE ADDED LANGUAGE .
