ALTHOUGH WE BEGIN OUR JOURNEY ABOUT FOUR YEARS AGO, WE HAVE NOT LOST SIGHT ON OUR COMMUNITY OVERALL VISION.

WE CONTINUE TO WE COMMISSION, WE CONTINUE ON THE MISSION OF ENABLING ECONOMIC PROSPERITY AND NEWS BUSINESS WHILE BUILDING COMMUNITY PRIDE AND COHESIVENESS THROUGH HANDS ON SELF GOVERNANCE.

OUR PATH OF SUCCESS IS GUIDED BY OUR STRATEGIC PLAN THAT PERIODICALLY UNDERGOES UPDATES AS NEEDED AND CURRENTLY INVOLVES TWO MAJOR GOALS AND 11 ACTION STRATEGIES.

OUR TWO MAIN GOALS ARE AS FOLLOWS STRENGTHENING THE LOCAL ECONOMY BY ACCOMMODATING, GROWING AND ATTRACTING BUSINESS, COMMERCE, INDUSTRY AND JOBS, THEREBY ATTRACTING NEW AND IMPROVED HOUSING NEIGHBORHOODS AND INCREASING PROPERTY VALUES AND TAX BASE.

AND TO BUILD AND REBUILD A MORE ATTRACTIVE AND DYNAMIC VILLAGE GUIDED BY APPEALING MASTER VISION PLAN IMPROVE INFRASTRUCTURE. REMEMBER, THAT'S IMPORTANT FOR YOU.

BUILDING THE RED TOPS AND STREET SHAPING RECREATION AND COMMUNITY CENTER FACILITIES AND HOMETOWN FIELD PAVING THE WAY HAS BEEN NOT NO EASY TASK, BUT WE HAVE ACCOMPLISHED A LOT IN A SHORT TIME, ESPECIALLY WHEN HALF OF THE TIME TOGETHER WE SPENT WAS IN THE PANDEMIC.

AND I WOULD LIKE TO THANK COUNT THE COUNCILWOMAN, JANET HERNANDEZ, WHO WAS DEFINITELY LEADING THE WAY WITH GETTING STUFF HERE IN THE VILLAGE. IT WAS A CONFLICT OF INTEREST FOR ME AT THAT TIME.

BUT SHE DID STAND IN THE PAIN AND I APPRECIATE YOU FOR THAT.

AND I'M PRETTY SURE THE RESIDENTS DO BECAUSE WE WERE A HOT SPOT THAT I KNOW FOR A FACT.

AND WE HAVE DONE SO WITHOUT EVER MISSING A STEP.

WE KNOW THERE IS STILL MUCH TO DO, BUT WE CONTINUE TO MAKE STRIDES TOWARDS THOSE GOALS.

WHILE SOME COMMUNITIES MAY STRUGGLE WITH TECHNOLOGY AND COMMUNICATIONS, WE CONTINUE TO ADVANCE TECHNOLOGY.

THIS YEAR, WE PURCHASED AN ENTERPRISE RESOURCE PLANNING SOFTWARE THAT WILL BE USED TO AUTOMATE ALL OF OUR SERVICE FUNCTIONS.

AND SINCE AND SINCE INFORMED PUBLIC IS AT A AT THE HEART OF OUR DEMOCRACY.

WE CONTINUE TO BE TRANSPARENT IN OUR ENDEAVORS AND HAVE SEEN AN INCREASE IN PUBLIC PARTICIPATION THROUGH OUR MANY COMMUNICATION CHANNELS.

OUR FINANCES, AS I STATED BEFORE, ARE IN EXCELLENT ORDER.

WE CONTINUE TO HAVE THE LOWEST MILLAGE RATE IN THE COUNTY AND IN THE REGION AREA.

SO MAKE SURE, YOU KNOW, THAT'S VERY IMPORTANT TO THOSE OF YOU WHO YOU ARE CONCERNED ABOUT TAXES BEING RAISED.

THAT'S. WHAT IT IS STANDS NOW.

THAT'S WHAT IT HAS BEEN FOR THE LAST FOUR YEARS.

LET'S HOPE IT CAN CONTINUE.

OUR FINANCES ARE IN EXCELLENT ORDER.

AS I SAID, WE CONTINUE TO HAVE THE LOWEST MILLAGE RATE AND TO ENSURE THAT OUR HOUSES IS IN ORDER, WE RETAIN THE SERVICES OF A NEW INTERNAL AUDIT AND APPROVE THE FY 2120 ANNUAL AUDIT.

MAKING NECESSARY IMPROVEMENTS AND DEVELOPING OUR VILLAGE TAKES A LOT OF MONEY AND TIME.

IT DOES NOT HAPPEN OVERNIGHT, AS SOME PEOPLE WANT IT NOW TO HARDEN OUR FINANCES.

WE NEED MORE REVENUE AND WE HAVE NOT DONE IT BY RAISING TAXES, AS I STATED.

WE ARE AGGRESSIVELY AND SUCCESSFULLY GOING AFTER GRANTS OPPORTUNITIES AND BECAUSE THE BURDEN OF GROWTH SHOULD NOT SOLELY COME FROM OUR CURRENT

COMMUNITY, WE ALSO COMPLETE AN IMPACT MOBILITY FEE ANALYSIS TO PARTIALLY OFFSET IMPROVE TRANSPORTATION INFRASTRUCTURE THAT WILL BRING SIDEWALKS, SHARED USE PATHS, MAKING IT EASIER AND SAFER TO GET AROUND TO HELP OFFSET THE COSTS OF MAJOR PROJECTS THAT NORMALLY WOULD HAVE COME OUT OF OUR COFFERS.

THAT MEANS OUR MONEY FOR YOU ALL COMING OUT OF THE MONEY.

WE HAVE SUCCESSFULLY BEEN AWARDED CLOSE TO $26 MILLION IN GRANTS THIS YEAR THAT INCLUDE THE MUCH ANTICIPATED STATE GRANT IN THE AMOUNT OF $550,000 TO HARDEN TO ANY IN-TOWN CIVIC CENTER TO MAKE IT A PET FRIENDLY SHELTER.

AND THE RECENT AWARDED $18 MILLION FROM THE STATE WILL GO TOWARDS OUR WATER AND SEWER IMPROVEMENT.

SO REMEMBER WHEN THE MONEY IS GIVEN, IT IS EARMARKED, MEANING YOU HAVE TO USE IT FOR THE PURPOSE THAT IT WAS GIVEN FOR, HOPEFULLY.

WE WOULD LIKE TO THANK STATE SENATOR GAIL HARRELL, JOSH KELLAM OF THE GARCIA PROPERTY GROUP, KEVIN POWERS AND OTHERS THAT HAVE HELPED PUSH THE LEGISLATION THROUGH.

WE OWE THEM A GREAT DEBT OF GRATITUDE FOR THEIR HARD WORK ON OUR COMMUNITY'S BEHALF.

WE ALSO CONTINUE TO FIND WAYS TO ENCOURAGE INVESTMENT IN OUR COMMUNITY.

THIS YEAR, WE PARTNER WITH THE BUSINESS BOARD DEVELOPMENT OF MARTIN COUNTY AND SUPPORTED THE NEW ENTREPRENEURIAL SEMINAR SERIES SIDE HUSTLE TO MAIN GIG.

THIS PROGRAM ENCOURAGED SELF-EMPLOYMENT AND THE OPENING OF NEW SMALL BUSINESSES IN OUR COMMUNITY.

OUR ECONOMIC DEVELOPMENT OFFICE IS ALSO BUSY OFFERING ASSISTANCE TO THOSE INTERESTED IN ACHIEVING THEIR AMERICAN DREAM.

WE WANT ANY TOWN TO BE A PROSPEROUS, FOR WE WANT ANY TOWN TO BE PROSPEROUS FOR GENERATIONS TO COME.

WE'VE PASSED SEVERAL ORDINANCE THAT HELP THOSE WHO LIVE OR BUILD WHO COULD LIVE HERE IN THE FUTURE.

IN OUR COMMUNITY.

THAT WOULD INCLUDE PROPERTY RIGHTS, LIVE WORK REGULATIONS, AND WE ESTABLISH SEVERAL TAX.

EXEMPTIONS FOR HOMEOWNERS LIKE ADDITIONAL HOMEOWNERS EXEMPTIONS FOR PERSONS OVER 65 YEARS OF AGE.

DEVELOPMENTS ARE TAKING PLACE.

THE GARCIA COMPANY'S TERRA LAGO MASTERPLAN DEVELOPMENT IS MOVING FORWARD WITH A RESIDENTIAL AND COMMERCIAL PROJECT ACROSS 806 ACRES.

THIS DEVELOPMENT WOULD NOT ONLY INCLUDE AFFORDABLE HOMES IN THE RANGE OF 250 250,000, BUT ALSO HAVE STORAGE FACILITIES AND ASSISTED LIVING FACILITIES, BUT ALSO GREEN LANDS AND PRESERVES.

TERRA LAGO WOULD ENTER FROM THE WARFIELD BOULEVARD WITH A TRAFFIC LIKE SIGNAL WILL BE WHERE TRAFFIC SIGNAL LIGHT WOULD BE PLACED.

OTHER DEVELOPMENTS ON THE WAY ARE CARTER PARK, SANDY OAKS PARK, VIEW APARTMENTS AND VILLAS IN IN-TOWN, BIOMEDICAL AND GREEN CARBON SOLUTIONS.

THESE NEW PROJECTS WILL CONTRIBUTE TO THE HEALTH OF OUR ECONOMIC.

AFTER SPEAKING OF DEVELOPMENTS AND SPEAKING OF DEVELOPMENTS, CASA BELLA APARTMENTS, WHICH WAS ONE OF OUR FIRST EVER SITE PLANS APPROVAL AS A MUNICIPALITY IS NOW OPEN AND THANKS TO AT WAY AND SITE DEVELOPMENT GROUP FOR ALWAYS BUILDING US A COMMUNITY ALSO FOR BUILDING US A COMMUNITY GAZEBO IN HONOR OF OUR FOUNDERS.

IT IS A BEAUTIFUL GATHERING PLACE.

LAST MONTH, INDIAN RIVER STATE COLLEGE BROKE GROUND ON WHAT WILL BE OUR FIRST PUBLIC HIGH SCHOOL IN THE PARTNERSHIP WITH THE MARTIN COUNTY SCHOOL DISTRICT.

THE FIRST GROUP OF STUDENTS STARTED CLASS EARLIER THIS MONTH AT THEIR TEMPORARY HOME, WHICH IS THE BOYS AND GIRLS CLUB.

THESE STUDENTS WILL BE THE FIRST GRADUATING CLASS OF THE INDIAN TOWN HALL HIGH SCHOOL.

WE LOOK FORWARD TO THIS HIGHER EDUCATION AND AMENITY FOR OUR COMMUNITY THAT WILL ALSO OFFER CAREER AND TECHNICAL CERTIFICATIONS AND COLLEGE LEVEL DUAL ENROLLMENT OPPORTUNITIES.

HOWEVER, NEW BUILDINGS ARE NOT ONLY DEVELOPMENTS THAT ARE IN PROGRESS.

LOOK DOWN AND UNDERGROUND.

OUR ROADS AND UTILITIES ARE UNDERGOING MAJOR IMPROVEMENTS.

THESE IMPROVEMENTS REMAIN OUR NUMBER ONE PRIORITY.

SO UTAH RESIDENTS, HOPEFULLY THAT WILL STAY PRIORITY UNTIL IT'S COMPLETE.

TAKING OVER THE UTILITY HAS BEEN CHALLENGING, TO SAY THE LEAST.

THERE IS SO MUCH MORE WORK THAT NEEDS TO BE DONE, AT LEAST NOW OUR UTILITY DEPARTMENT HAS SOME NEW EQUIPMENT TO BETTER SERVE THEIR IMMEDIATE THEIR IMMEDIATE NEEDS.

BUT MOST IMPORTANTLY, WE ADOPTED A MASTER PLAN FOR OUR WATER, WASTEWATER AND RECLAIMED WATER EARLIER THIS YEAR.

THE PLAN PRIORITIZED THE IMPROVEMENTS TO OUR EXISTING INFRASTRUCTURE IN FIVE YEAR INCREMENTS.

WHILE WE WISH WE COULD WAVE A WAND AND HAVE ALL THIS COMPLETED.

IT IS JUST NOT PHYSICALLY OR EVEN PHYSICALLY POSSIBLE TO DO ALL AT ONCE.

WE ARE CURRENTLY IN THE PLANNING, DESIGN AND FUNDING STAGE TO MAKE THESE MAJOR SYSTEMS IMPROVEMENTS.

WE EXPECT TO BEGIN THE EARLIEST PHASE OF CONSTRUCTION IN THE NEXT YEAR.

THE $18 MILLION GRANT THAT WE RECENTLY RECEIVED FROM THE STATE WILL HELP SPEED UP THESE EFFORTS.

AND SPEAKING TO WATER, OUR STORMWATER IMPROVEMENTS ARE ALSO UNDERWAY.

MANY DRAINAGE SYSTEMS HAVE BEEN CLEANED OUT AND MAINTAINED AND SWELLS OR SWELLS HAVE BEEN REGRADED AND TO HELP STORMWATER FLOW TO THE PROPER PLACES.

THE BULK OF PARK NEIGHBORHOOD FLOOD DRAINAGE SYSTEM KICKED OFF AND WILL BE COMPLETED IN THE NEXT YEAR.

THE NEIGHBORHOOD WILL HAVE A MAZE, CULVERTS AND DRAINS THAT COLLECT WATER THROUGHOUT A THROUGHOUT A GRAVITY SYSTEM ON THE GROUND. THIS PROJECT WAS MADE POSSIBLE AGAIN IN PARTS THROUGH GRANTS.

WE ALSO HAVE IMPROVED.

WE ALSO HAVE AN APPROVED GRANT AGREEMENT WITH THE STATE FOR THE ENGINEERING AND DESIGN FOR THE UPTOWN DRAINAGE AND ROADWAY PROJECT, WHICH IS ALREADY IN DESIGN PHASE AND IS EXPECTED TO BE COMPLETE ON OR BEFORE DECEMBER 16, 2022.

AND WE APPROVED A CONTRACT TO FIX TRAIL ROAD.

ALL OF THESE INVESTMENTS TO OUR INFRASTRUCTURE WILL POSITION US BETTER TO ATTRACT SMART ECONOMIC GROWTH TO OUR TOWN.

WE ARE BORDERED BY WATERWAYS THAT ARE VITAL TO A GROWING RECREATIONAL INDUSTRIAL ECONOMY TO ASSIST THE MARINE INDUSTRY AND DEVELOPMENT OF THE OKEECHOBEE WATERWAY.

WE APPROVED A NO WAY ORDINANCE AND WE SENT A LETTER TO THE US COAST GUARD TO REQUEST THAT.

THE DRAWBRIDGE REGULATIONS BE RECONSIDERED AS THIS REGULATION ALSO IMPACTS OUR MARINE INDUSTRY OFF OF THE ST LUCIE CANAL. AND SPEAKING OF RECREATION, WE NOW HAVE A PARKS AND REC DEPARTMENT.

YOU MAY HAVE SEEN SOME OF THEM AT THE FOOD DRIVE LAST WEEK.

THEY ARE WORKING ON SOME EXCITING THINGS, INCLUDING THE DEVELOPMENT OF THE PARK'S MASTERPLAN, IMPROVEMENTS TO OUR PARK FACILITIES, AND ALSO SUPPORTING SPECIAL EVENTS SUCH AS SWAMP FEST EVENTS AND RECREATIONAL PROGRAMS HELP BUILD A SENSE OF COMMUNITY AND CELEBRATE OUR HISTORY AND HERITAGE.

OUR YOUTH ARE OUR FUTURE AND LEARNING AND TEACHING THEM AND TEACHING THEM.

THE IMPORTANCE OF CIVIC ENGAGEMENT NOW IS VITAL TO THE FUTURE AND HEALTH OF OUR COMMUNITY.

WE NEED ALSO PLACE WE ALL.

WE ALSO NEED PLACES THAT THEY CAN GATHER SAFELY AND PLAY AND LEARN.

THIS YEAR WE OFFICIALLY ADOPTED IF OUR MAYOR FOR A DAY PROGRAM THAT ENCOURAGE AND INCREASE OUR CHILDREN'S CIVIC PARTICIPATION.

I WANT TO PERSONALLY THANK MR. RAYMOND, PRINCIPAL OF THE NEWTOWN MIDDLE SCHOOL, AND MR. BORING, THE CREATIVE WRITING TEACHER, FOR THEIR PARTICIPATION IN THE PROGRAM.

WE ARE IN A PROCESS CURRENTLY OF FINALIZING ARRANGEMENTS TO OPEN OUR ACCOUNTS WITH OUR LOCAL GOVERNMENT INVESTMENT POOLS THAT YOU APPROVED VIA RESOLUTION ON AUGUST 4TH.

WE'LL BE EXECUTING THAT PROBABLY SOMETIME NEXT WEEK AND MAKING THOSE TRANSITIONS OF FUNDS AT THAT TIME.

THE NEXT ITEM HERE, THE FISCAL YEAR 23 PROPOSED BUDGET.

THE DOCUMENT IS ON MY DESK AND I'M REVIEWING IT.

WE PROCESSED OUR FINAL PAYMENTS FOR ALL OF THE WATER AND WASTEWATER DESIGN LOANS EARLY THIS MONTH.

AND WE'RE IN REIMBURSEMENT STATUS FOR THAT FINAL THOSE FINAL STEPS, ABOUT 500, $523,000 WAS FINAL DISBURSEMENT DISBURSEMENT REQUEST NUMBER FIVE, WHICH IS CURRENTLY PENDING FROM DEP BOOKER PARK PROJECT.

WE'RE APPROACHING 50% PERCENTAGE OF COMPLETION IN TERMS OF PAY APPLICATION STATUS PAY APPLICATION NUMBER SEVEN IS ON MY DESK AND REVIEW AND WE'LL BE MOVING FORWARD WITH THAT SHORTLY.

ALSO, JUST BEFORE THE BEGINNING OF THIS MONTH, ON JULY 29TH, WE RECEIVED OUR SECOND INSTALLMENT OF AMERICAN RESCUE FUNDS AND THE AMOUNT OF $1.8 MILLION.

THE MONEY, OF COURSE, IS AT THIS TIME UNCOMMITTED, SUBJECT TO ANY DIRECTION FROM COUNCIL AND APPROVAL BY COUNCIL.

AND LAST THING AT THIS TIME IS FISCAL YEAR END PREPARATIONS.

SO WE JUST FINISHED WITH OUR AUDIT AND FINISHING OUR BUDGET PROCESS AND IT'S TIME TO GO BACK TO AUDIT SEASON.

SO GETTING READY FOR YEAR END CLOTHES AND COMING UP WITH SOME SCHEDULES, I'M GLAD I GET A CHANCE TO ACTUALLY GO AT THIS EARLY IN THE PROCESS AND A LITTLE MORE PLANNING AND PREPARATION.

BUT OVERALL, THOSE ARE THE MAIN HIGHLIGHTS FOR THE FISCAL YEAR.

AGAIN, AS THE MAYOR SAID, YOU KNOW, THE VILLAGE'S FINANCIAL STATUS IS SOUND.

WE'RE NOT FLUSH WITH ANYTHING, BUT WE'RE SOUND AND STABLE FOR THIS POINT IN TIME.

I ATTENDED SOME OF THE COUNCIL MEETINGS IN THE BEGINNING AND MY MESSAGE TO THE COUNCIL THEN WAS, YOU'VE BEEN ENTRUSTED WITH THE YOUR CONSTITUENTS RESPONSIBILITY BY THE CONSTITUENTS WITH THE RESPONSIBILITY TO DO THE PEOPLE'S WILL HERE AND TO DO IT.

MY MESSAGE WAS TO DO IT WITH INTEGRITY, TO DO IT WITH TRANSPARENCY, AND TO LISTEN TO THE PEOPLE.

AND I TRIED IN THE PAST AFTER THAT TO ALSO POINT OUT THAT LISTENING TO PEOPLE DOESN'T MEAN THAT YOU SIT OR YAWN OR FOCUS ON YOUR PHONE OR SOME PAPER WHILE YOU GRACIOUSLY LET ME OR SOME OTHER SPEAK.

WE GOT IT REDUCED TO WHAT, 2.2, 2.2 MILLION? THAT IS A SUCH A RELIEF BECAUSE THAT'S SOMETHING THAT THE RATEPAYERS WILL NOT BE PAYING THAT WOULD BE COMING FROM.

AND PEOPLE HAVE TO UNDERSTAND RATEPAYERS AND TAXPAYERS, THEY'RE THEY'RE DIFFERENT BECAUSE THERE'S A LOT OF PEOPLE IN THE IN THE WATER SYSTEM.

THERE ARE NOT VILLAGE OF INDIAN TOWN RESIDENTS.
