ABOUT SOME OF THE MUNICIPAL EXEMPTIONS AVAILABLE FOR YOUR PROPERTY OWNERS THAT YOU KNOW, IN ORDER TO REALIZE THEM AND TAKE ADVANTAGE OF THOSE BENEFITS . THEY DO HAVE TO BE ADOPTED BY YOU. SO WE'RE GOING TO EXPLAIN HOW THAT IS IMPACTED AND HOW THAT WORKS WITH THE VALUES AND HOW IT IS A BENEFIT TO YOUR RESIDENTS. SO WITH THAT I WILL TURN IT OVER TO CARL ANDERSON.

WELCOME. GOOD EVENING, EVERYONE. MY NAME IS CARL ANDERSON. I'M THE CHIEF DEPUTY WITH THE MARTIN COUNTY PROPERTY PRESSURES OFFICE . THANK YOU ALL FOR THE OPPORTUNITY TO COME OUT AND SPEAK WITH YOU THIS EVENING. WE WERE ASKED TO COME AND SPEAK ABOUT POTENTIAL PROPERTY TAX EXEMPTIONS AND WHAT TYPE OF IMPACT THEY WOULD HAVE TO THE TAX BASE IF ADOPTED. UM BEFORE I'VE BROUGHT A LOT OF GOOD INFORMATION ABOUT THAT, BUT BEFORE WE GET INTO THE OPTIONAL EXEMPTIONS, I WANT TO FIRST PROVIDE AN OVERVIEW OF THE EXISTING EXEMPTIONS THAT WE HAVE

, UH, AND THAT APPLY TO THE VILLAGE AND ITS PROPERTY OWNERS. THE MOST REAL PROPERTY EXEMPTIONS TO HAVE ALARM COME FROM RESIDENTIAL BASED HOMESTEAD EXEMPTIONS. THIS EXEMPTION APPLIES TO ALL TAXING AUTHORITIES COMES WITH FOUR BENNETT'S BENEFITS TO THE HOMEOWNER. THE FIRST BENEFIT IS A $50,000 REDUCTION TO NON SCHOOL ASSESSED VALUE. IN A $25,000 REDUCTION TO SCHOOL ASSESSED VALUE. THIS SAVES A RESIDENT, A TOTAL OF ABOUT 407 $100 ON THEIR TAX BILL. PORTION THAT GOES TO THE VILLAGE THAT'S BEING SAVED AS APPROXIMATELY $82. THIS WAS ESTIMATED USING THE VILLAGES 2021 FINAL MILLAGE RATE. WHICH IS 1.6304 AND APPLYING IT TO THAT $50,000 EXEMPTION. THE SECOND BENEFIT ASSOCIATED WITH THE HOMESTEAD EXEMPTION. IS THAT IT MAKES THE PROPERTY OWNER ELIGIBLE FOR ALL OTHER RESIDENT BASED EXEMPTIONS , SUCH AS VARIOUS VETERAN AND ACTIVE DUTY MILITARY EXEMPTIONS , ALONG WITH THE DISABILITY AND WIDOW OR WIDOWER EXEMPTION. THE THIRD BENEFIT OF HOMESTEAD EXEMPTION IS TO SAVE OUR HOMES CAP. THIS PRODUCTS PROTECTS THE PROPERTY OWNER FROM INEVITABLE JUMPS IN THE MARKET VALUE BY CAPPING THE AMOUNT OF PROPERTY CAN PROPERTIES ASSESSED VALUE CAN INCREASE BY THEIR 3. OR THE ANNUAL CPI INDEX, WHICHEVER IS LOWER. FOR EXAMPLE, LAST YEAR CPI WAS 1.4. SO THE SAVE OUR HOMES. CAPITAL IS THE 1.4% THIS YEAR, THE CPI CHANGE WAS 7. SO 3% WILL BE USED. THIS SLIDE HERE SHOWS AN EXAMPLE OF THE BENEFIT BY USING A HYPOTHETICAL PROPERTY TO SHOW HOW THE MARKET VALUE WHICH IS IN GREEN. CAN SWING UP AND DOWN BASED ON SUPPLY AND DEMAND. THE ORANGE LINE IS A STEADY ASSESSED VALUE THAT IS CAT FROM HERE TO YEAR, WHICH PROVIDES THE PROPERTY OWNER WITH A STABLE AND SOMEWHAT PREDICTABLE ASSESSMENT. THE DIFFERENCE BETWEEN A GREEN ORANGE LINE IS WHAT WE CALL THE SAVE OUR HOMES BENEFIT, WHICH IS UNTAXED. THIS UNTAXED VALUE LEADS TO THE FOURTH BENEFIT, AND THAT IS PORTABILITY. PORTABILITY ALLOWS SOMEONE WHO'S PURCHASING A NEW HOME THE ABILITY TO POUR THIS DIFFERENCE FROM ANYWHERE IN THE STATE OF FLORIDA. DEPENDING ON THE VALUE THE PRIOR HOUSE TO THE NEW HOUSE. THERE'S A FORMULA THAT DETERMINES IF THEY BRING OVER JUST A PORTION OF THAT BENEFIT OR PRO RATED PORTION OF IT. SO IF THEY'RE UPSIZING TO A VALUE HOUSE THAT'S A GREATER MARKET VALUE. THEY GET TO KEEP THE FULL AMOUNT. IF THE MARKET VALUE IS LESS THAN THE VALUE THEY'RE COMING FROM, THEY GET TO KEEP A RATIO OF THAT AMOUNT. SO HOW TO QUALIFY FOR HOMESTEAD EXEMPTION. TO QUALIFY. THE RESIDENT RESIDENTIAL PROPERTY MUST FIRST BE OWNED AND YOU MUST RESIDE IN THE HOME ON OR BEFORE JANUARY, 1ST. THE THIRD REQUIREMENT IS THAT YOU MUST CLAIM THE HOME AS YOUR PRIMARY RESIDENCE. THESE REQUIREMENTS ARE VERIFIED BY CERTAIN DOCUMENTS SUCH AS A FLORIDA DRIVER'S LICENSE OR ID CARD.

ALONG WITH THE VEHICLE REGISTRATION AND A VOTER INFORMATION CARD OR SIGNED VOTER AFFIDAVIT IF THEY DON'T VOTE AND LASTLY, IF SOCIAL SECURITY NUMBER CARD. ALL RIGHT. SO NOW THAT WE'VE NOW THAT YOU'VE GOT A GOOD UNDERSTANDING OF THE HOMESTEAD EXEMPTION, HERE'S A SNAPSHOT OF ALL THE EXEMPTIONS THAT EXISTED IN THE VILLAGE OF INDIAN TOWN FOR THE 2021 TAX ROLL AND HOW THEY IMPACT IMPACTED THE TAXABLE VALUE. SO YOUR BIGGEST REDUCTION COMES FROM LOCAL GOVERNMENT PROPERTY. WHICH ARE OWNED PROPERTIES OWNED BY THE VILLAGE, THE COUNTY AND THE SCHOOL BOARD. THERE'S A 3 37 OF THOSE, AND THAT TOTALS UP TO ABOUT 19.1 MILLION. THE NEXT HIGHEST OR CONSTITUTIONAL, CHARITABLE AND RELIGIOUS PROPERTIES. WHICH ARE YOUR CHURCHES AND NONPROFITS THAT HAVE A 513 C 76 OF THOSE AND THAT TOTAL EXEMPTED VALUES ABOUT 18.8 MILLION. AND THE 3RD AND 4TH SLOTS ARE THE ORIGINAL AND ADDITIONAL HOMESTEAD EXEMPTIONS.

SORT OF COMPARE THE SAVE OUR HOMES CAP FOR THE HOMESTEAD PROPERTY. UM THE HOMESTEAD PROPERTY HAS A TOTAL REDUCTION VALUE OF 29.9 MILLION. THIS IS THAT SAVE OUR HOMES BENEFIT I WAS DISCUSSING EARLIER. SO THIS IS EVEN MORE THAN THE GOVERNMENTAL EXEMPTION CATEGORY . SO SINCE SAVE OUR HOMES CAP IS NOT AN EXEMPTION. IT'S NOT INCLUDED IN THIS TABLE. BUT IT'S AN ASSESSMENT REDUCTION, SO IT DOES REDUCE THE TAX BASE FOR THE VILLAGE. ALL THE EXEMPTIONS IN THIS TABLE ARE AUTOMATIC, MEANING THEY DIDN'T HAVE TO BE ADOPTED AND THEY APPLY TO ALL TAXING AUTHORITIES. THIS NEXT SLIDE SHOWS A LIST OF ADVIL OR EXEMPTIONS THAT ARE OPTIONAL.

AND THIS IS UP TO THE COUNTY OR MUNICIPALITY TO ADOPT THEM. THESE ARE SIX EXEMPTIONS THAT CAN BE GROUPED INTO THREE CATEGORIES, WHICH ARE LIMITED INCOME SENIOR EXEMPTION.

ECONOMIC DEVELOPMENT, EXEMPTION AND HISTORICAL PROPERTY EXEMPTIONS. THE FOCUS OF MOST OF

THE INFORMATION THAT I'M GOING TO SHARE WITH YOU THIS EVENING. UM WILL BE FROM WILL BE ON THE LIMITED INCOME SENIOR EXEMPTION , AND THAT'S SIMPLY BECAUSE WE HAVE THE MOST EXPERIENCE SINCE THEY WERE ADOPTED BY THE COUNTY AND HAVE BEEN ON THE TAX ROLLS SINCE 2000 AND FOUR. THE TWO LIMITED INCOME SENIOR EXEMPTIONS ARE CURRENTLY ONLY ADOPTED BY THE COUNTY. THIS MEANS THAT QUALIFYING APPLICANTS ONLY RECEIVE A BENEFIT ON THE COUNTY PORTION OF THEIR TAX ASSESSMENT.

FOR THE ADDITIONAL HOMESTEAD FOR PERSONS 65 OLDER. THE STATUTE ALLOWS A TOTAL REDUCTION OF UP TO $50,000 THE COUNTY'S ORIGINAL ORDINANCE IN 2000 AND FOUR APPROVED EXEMPTION AMOUNT OF 10,000. TWO YEARS LATER, THE COUNTY ADOPTED ANOTHER ORDINANCE, INCREASING THE AMOUNT TO 25,000. WHICH IS WHERE IT CURRENTLY STANDS. IN ORDER TO QUALIFY, A PROPERTY OWNER MUST MEET THE ELIGIBLE REQUIREMENTS FOR THE ORIGINAL 25,000 HOMESTEAD EXEMPTION. AT LEAST ONE OF THE OWNERS MUST BE 65 YEARS OF AGE OR OLDER. ON OR BEFORE JANUARY. 1ST OF THE YEAR.

THE APPLICANT THE APPLICATION IS MADE. AND TO QUALIFY FOR 2022. THE 2021 HOUSEHOLD ADJUSTED GROSS INCOME FOR ALL PERSONS RESIDING IN THE HOUSEHOLD MUST NOT EXCEED $32,561, AND THIS AMOUNT IS SUBJECT TO CHANGE EACH YEAR. SO THERE WERE A TOTAL OF 2162 APPROVED LIMITED INCOME EXEMPTIONS. THROUGHOUT MARTIN COUNTY ON THE FINAL 2021 TAX ROLL. 27 OF THEM ARE WITHIN THE VILLAGE OF INDIAN TOWN. THIS MEANS THAT THEY ALREADY HAVE THIS EXEMPTION, BUT IT ONLY IMPACTS THE COUNTY TAXABLE VALUE. IF THE VILLAGE WERE TO ADOPT THIS EXEMPTION, THESE PROPERTY OWNERS WOULD THEN BEGIN RECEIVING A REDUCTION TO THE TAXABLE VALUE THAT THE VILLAGE LEVIES AGAINST. FOR THE LIMITED INCOME SENIOR EXEMPTION, A LONG TERM RESIDENT AND LONG TERM RESIDENTS. THE STATUTE REQUIRES THE EXEMPTION TO BE FOR 100% OF THE ASSESSED VALUE, WHICH WILL ELIMINATE ALL TAXES FOR THE TAXING AUTHORITY THAT HAS ADOPTED IT. THE COUNTY ADOPTED THIS EXEMPTION IN 2013, WHICH IS WHEN I FIRST BECAME AVAILABLE. IN ORDER TO QUALIFY, THE PROPERTY OWNER MUST MEET THE ELIGIBLE REQUIREMENTS OF THE FIRST ADDITIONAL LIMITED INCOME.

SENIOR THEY MUST. ALSO THE PROPERTY MUST ALSO HAVE ADJUST OR MARKET VALUE. UM LESS THAN $250,000 IN THE FIRST YEAR THAT I QUALIFIES. AND THE OWNER MUST HAVE LIVED IN THEIR CURRENT HOME FOR 25 YEARS OR MORE AS A PERMANENT RESIDENT. THERE WERE A TOTAL OF 380 APPROVED EXEMPTIONS. THROUGHOUT MARTIN COUNTY ON THE FINAL 2021 TAX ROLL. FIVE OF THEM ARE WITHIN THE VILLAGE OF INDIAN TOWN BOUNDARY. SO THESE FIVE ARE CURRENTLY HAVE ZERO COUNTY TAXABLE VALUE. BUT THEY STILL PAY TAXES TO THE VILLAGE. IF THE VILLAGE WERE TO ADOPT THIS EXEMPTION, THESE FIVE PROPERTIES WOULD NO LONGER PAY TAXES TO THE VILLAGE. TO SEE WHAT THIS LOOKS LIKE. I PUT TOGETHER A TAX IMPACT ANALYSIS USING THE 2021 TAX ROLL AND THE VILLAGE FINAL MILLAGE RATE OF 1.6306. THERE ARE CURRENTLY 27 PARCELS IN THE VILLAGE THAT ALREADY QUALIFY FOR THAT FIRST LIMITED INCOME EXEMPTION. IF THE VILLAGE WERE TO ADOPT THIS EXEMPTION AT THE $25,000 LEVEL, IT WOULD REDUCE YOUR TOTAL TAX BASE BY $577,381 WHICH WOULD REDUCE YOUR TOTAL REVENUE BY $941. AND 36 CENTS. ADOPTING THE EXEMPTION AT THE 4 $50,000 LEVEL. WHICH FOR THE 27 PARCELS. WOULD NOT BE MUCH HIGHER THAN THE 25,000 AND THAT'S BECAUSE THE ASSESSED VALUE FOR THOSE PROPERTIES IS NOT VERY MUCH HIGHER THAN THE $25,000 SO THERE'S NOT A LOT OF ADDITIONAL DIFFERENCE. THE BOTTOM TABLE SHOWS THE IMPACT ANALYSIS FOR THE LIMITED INCOME . SENIOR THE 25 YEAR RESIDENT VERSION. THERE ARE CURRENTLY FIVE PARCELS IN THE VILLAGE THAT ALREADY QUALIFIED FOR THIS EXEMPTION. AFTER THE VILLAGE WERE TO ADOPT IT. IT WOULD REDUCE YOUR TAX BASE BY $113,997. WHICH WOULD REDUCE THE TAX REVENUE BY $185.86. ON THIS NEXT SLIDE. THIS IS AN EXAMPLE OF HOW EACH SCENARIO WOULD IMPACT AN INDIVIDUAL PROPERTIES TAX BILL. THIS EXAMPLE IS AN ACTUAL PROPERTY TAX BILL FROM SOMEONE IN THE VILLAGE. THE TOP SECTION SHOWS THE VILLAGE FUND AND WHAT THE NEW VALUES WOULD BE IN EACH HYPOTHETICAL SCENARIO.

SO THE CURRENT BILL VILLAGE PORTION OF TAXES IS $123, AND THAT'S SHOWN IN BLUE AND THE TOP TABLE. AND THE TOTAL BILL IS $806.03 THAT'S ALSO SHOWN IN BLUE AND THE BOTTOM TABLE. IF THE LIMITED INCOME SENIOR WAS ADOPTED AT 25,000. FOR THE VILLAGE PORTION OF TAXES WOULD

GO TO $82.02. AND THAT'S THE BROWN LINE AND THE TOP TABLE. AND THE TOTAL TAX BILL WOULD GO TO FIT $569.99. SHOWING HIM BROWN AT THE BOTTOM TABLE. AT THE $50,000 LEVEL, THE VILLAGE TAXES WOULD GO TO 41. THE TOTAL WOULD GO TO $529.23. AND THEN AFTER 25 YEAR LONG TERM RESIDENT LIMITED INCOME EXEMPTION WAS PASSED. IT WOULD THE VILLAGE TAXES WOULD BE ZERO. OR THE TAXABLE WOULD BE ZERO AND THE TOTAL TAXES WILL BE $487.97. THE COUNTY HAS ALSO APPROVED AN ECONOMIC DEVELOPMENT EXEMPTION. WHICH CAN BE USED AS A TOOL TO TARGET AND BRING IN OUTSIDE BUSINESSES. THIS EXEMPTION APPLIES TO UP TO 100% OF REAL PROPERTY IMPROVEMENT VALUE. AND UP TO 100% OF TANGIBLE PERSONAL PROPERTY VALUE. THIS EXEMPTION HAS AN INTENSIVE AND DETAILED QUALIFICATION PROCESS. AND THERE ARE NO PROPERTIES THAT HAVE EVER RECEIVED THIS EXEMPTION IN MARTIN COUNTY. FORMED ER FOR 18 IS USED AND FILED WITH THE GOVERNING BOARD THAT HAS ADOPTED THE EXEMPTION. OUR OFFICE IS REQUIRED TO COMPLETE A SECTION OF THE FORM THAT PROVIDES DETAILS ABOUT THE TAX. THE IMPACT OF THE EXEMPTION TO THE TAXING AUTHORITY. AND AT THE APPLICANT IS A NEW BUSINESS OR AN EXPANSION OF AN EXISTING BUSINESS. IN ADDITION, THERE ARE ALSO THREE HISTORICAL PROPERTY EXEMPTIONS. AND WE CURRENTLY DON'T HAVE ANY EXPERIENCE WITH THESE. UM, BUT I WANTED TO PROVIDE THE STATUTES FOR THEM IN CASE THE VILLAGE WISHES TO INVESTIGATE THEM FOR POTENTIAL FUTURE ADOPTION. AND AS FOR THE PROCESS OR PROCEDURE REQUIRED TO ADOPT THESE EXEMPTIONS, I'D RECOMMEND REACHING OUT TO THE COUNTY LEGAL DEPARTMENT WHO MAY BE ABLE TO PROVIDE DETAILS. ABOUT HOW THEY ADOPT THESE ORDINANCES ARE OFFICE TYPICALLY IS NOT INVOLVED IN THE ADOPTION PROCESS AND LET'S UNLESS IT'S TO PROVIDE AN AVELAR TAX IMPACT ANALYSIS. ALL RIGHT. WE EITHER HAVE YEARS TO HAVE EXTENDED DRY PERIODS OR YEARS WHERE IT SEEMS LIKE IT'S RAINING EVERY SINGLE DAY. YOU KNOW, SO SOME OF THE WATER WHEN IT RAINS, UM, OBVIOUSLY IS STORED IN LAKES, PONDS, WETLANDS , ET CETERA. SOME SEEPS INTO THE GROUND, AND IT'S STORED IN UNDERGROUND RESERVOIRS CALLED AQUIFERS. AND ACTUALLY 90% OF THE POTABLE WATER OR THE HOME WATER USE IN FLORIDA AND SOUTH FLORIDA. IT DOES COME FROM THOSE UNDERGROUND AQUIFER SYSTEMS. BUT ONE THING THAT PEOPLE DON'T REALIZE IS THAT THE FLORIDA WEATHER HERE, UM, PROVIDES US WITH AN EXTREMELY HIGH EVAPORATION RATE. OKAY SO WE LOSE ALMOST 45 INCHES EVERY YEAR TOWARDS EVAPORATION AND TRANSPIRATION, WHICH REALLY LEAVES JUST A VERY FEW INCHES OF WATER THAT CAN BE STORED. AND SAVED AND ULTIMATELY USED FOR WATER SUPPLY IN THE FUTURE. NEXT SLIDE, PLEASE. SO IN SOUTH FLORIDA. MOST OF OUR RAIN FALLS IN A FOUR MONTH PERIOD JUNE THROUGH SEPTEMBER, AND UNFORTUNATELY, THE RAIN GETS A LITTLE BIT STINGIER IN THOSE TIMES OF YEAR WHEN MOST OF THE PEOPLE ARE HERE. IT'S THE HEIGHT OF THE AGRICULTURAL SEASON. AND YOU KNOW, THOSE ARE OUR DRY SEASON MONTHS, WHICH ARE LATE FALL WINTER AND EARLY SPRING AND GIVEN LIMITED OPPORTUNITIES AND OPTIONS FOR STORING WATER. THAT'S ONE OF THE MOST CHALLENGING. UM. THINGS THAT WE , AS WATER MANAGERS HAVE TO DEAL WITH IS MAINTAINING THAT ADEQUATE WATER SUPPLY OVER THOSE EXTENDED DRY SEASON MONTHS. NEXT SLIDE, PLEASE. SO WHAT ARE THE OPTIONS FOR MEETING FUTURE WATER SUPPLY? WELL, BASICALLY, THERE'S TWO. WE CAN INCREASE THE SUPPLY OR DECREASE THE DEMAND. SO YOU KNOW THE WATER MANAGEMENT DISTRICT TRIES TO WORK WITH THE LOCAL GOVERNMENTS TO IDENTIFY WHAT THOSE FUTURE WATER NEEDS ARE AND THE SOURCES THAT THEY'RE GOING TO USE TO MEET THOSE DEMANDS. WE ENCOURAGE YOU ALL TO USE ALTERNATIVE WATER SOURCES BECAUSE THE TRADITIONAL SOURCES ARE LIMITED, AND WE'RE ALREADY AT THAT POINT NOW WHERE WE'RE SEEING. THOSE SOURCES TO PLEAT.

AND SO WE'RE LOOKING FOR, YOU KNOW, AQUIFER STORAGE AND RECOVERY DESALINATION NEW TECHNOLOGIES USING RECLAIMED WATER IN DIFFERENT WAYS. BUT UNFORTUNATELY, ALL OF THESE OPTIONS ARE COSTLY. LONG TERM SOLUTIONS. NEXT SLIDE, PLEASE. SO, UM. SO CONSERVATION, ON THE OTHER HAND, JUST REQUIRES A CONSCIOUS CHOICE. OKAY AND IT'S CLEARLY THE MORE ECONOMICAL ALTERNATIVE. IT'S LESS EXPENSIVE THAN DEVELOPING, YOU KNOW, AND BUILDING THESE NEW TREATMENT FACILITIES THAT REDUCES STRESS ON THE NATURAL SYSTEM. THERE'S NO BYPRODUCTS FROM TRADING WATER WHERE WE HAVE TO TRY TO FIGURE OUT WHERE TO PUT THOSE. YOU KNOW , IN THE ENVIRONMENT. IT'S EASY TO IMPLEMENT, YOU KNOW, WITH JUST UPDATING OLD PLUMBING FIXTURES OR CHANGING YOUR PERSONAL HABITS, AND IT'S RECOGNIZED AS ENVIRONMENTALLY RESPONSIBLE THING TO DO. WE'RE ALL TRYING TO DO OUR PART TO LIVE A LITTLE GREENER. AND USING LESS WATER ALSO MEANS USING LESS ENERGY. SO WITH CONSTANT CONSERVATION, THERE'S REALLY NOTHING NOT TO LIKE AND EVERYBODY CAN DO IT. SO AS MUCH AS 50% OF ALL OF THE POTABLE WATER THAT'S PRODUCED IN SOUTH FLORIDA IS USED FOR IRRIGATION. AND BECAUSE LAWN WATERING IS THE BIGGEST CULPRIT OF RESIDENTIAL WATER OVERUSE. IT'S THE FIRST FOCUS OF CONSERVATION MEASURES. OKAY SO THIS GREEN HERE IS JUST SHOWING YOU WHAT A PLANT NEEDS, OKAY? PLANTS REALLY DON'T NEED WATERING ALL YEAR LONG. THEY HAVE A GROWING SEASON AND SO THAT GREEN IS SHOWING YOU WHEN THEY WHEN THEY'RE GROWING. OKAY, NEXT CLICK. SO TYPICALLY, MOTHER NATURE DOES A GOOD JOB OF PROVIDING US THE WATER THAT'S NEEDED TO KEEP OUR GRASS GROWING. OKAY, NEXT CLICK. AND AS YOU CAN SEE, THERE WE GO. IT WAS ACTUALLY PUT ON THE BOOKS BACK IN 2010. SO IT'S BEEN A LOSS SINCE THEN. IT RESTRICTS IRRIGATION TO TWO DAYS PER WEEK AND PROHIBITS IRRIGATION DURING 10 A.M. AND FOUR P.M. AND, UM. JUST A YEAR OR SO AGO, OUR GOVERNING BOARD ASKED US SO HOW MANY OF OUR LOCAL GOVERNMENTS ARE IN COMPLIANCE WITH THAT RULE? AND YOU KNOW, WE SAID, WELL, I DON'T KNOW. SO WE DID A LITTLE, UM YOU KNOW, INVESTIGATING AND FOUND THAT OUT OF 155 LOCAL GOVERNMENTS, 25 HAD ACCEPTABLE ORDINANCES 17 HAVE ADOPTED NEW ORDINANCES. 26 HAVE ORDINANCE ADOPTION AND PROGRESS. 44 ARE REVIEWING THE SOUTH FLORIDA WATER MANAGEMENT DISTRICTS MODEL ORDINANCE, WHICH WE DO HAVE A TEMPLATE THAT EVERYBODY CAN USE. UM. BUT YOU KNOW WHAT? WE'RE BASICALLY SAYING IS THAT NOT NOT A WHOLE BUNCH HAVE SO WE'RE TRYING TO DO THAT NOW. NEXT SLIDE, PLEASE. AND TO HELP WITH THAT, FOR MORE THAN 10 YEARS, THE DISTRICT HAS HAD FUNDING ASSISTANCE THROUGH OUR WATER SAVINGS INCENTIVE PROGRAM AND COOPERATIVE FUNDING PROGRAM FOR WATER CONSERVATION, HARDWARE AND TECHNOLOGY IMPROVEMENTS. AND SO DURING THIS PAST COOPERATIVE FUNDING CYCLE, THE 2022 OR 2021 CYCLE, 24 CONSERVATION PROJECTS WERE FUNDED AT A TOTAL OF ABOUT $2.1 MILLION. AND THE ESTIMATED WATER SAVINGS FOR THOSE PROJECTS IS 963 MILLION GALLONS PER DAY SAVED. AND THE LAST SLIDE. SO IS IT WORKING? WELL YOU KNOW, YOU CAN SEE FROM THIS. YOU KNOW WE HAVE. THESE ARE PER GALLONS PER DAY PER PERSON BACK IN 2000 AND FIVE WAS ABOUT 170 GALLON SHOES PER PER PERSON PER DAY. FOR ALL, WE RUN , THE PUBLIC TRANSPORTATION AND THE DOOR TO DOOR TRANSPORTATION IN INDIAN RIVER COUNTY. AND AS YOU'LL SEE, WE STARTED TAKING OVER THE DOOR TO DOOR TRANSPORTATION DISADVANTAGE.

PROGRAM IN MARTIN COUNTY IN 2018 NEXT SLIDE, PLEASE. SO HOW DID WE? HOW DID WE GET HERE IN OCTOBER OF 2018? THE FLORIDA DEPARTMENT OF TRANSPORTATION APPROACH TO THE SENIOR RESOURCE ASSOCIATION AND SAID THE CURRENT CTC IN MARTIN COUNTY IS LEAVING AND WE WOULD LIKE YOUR HELP TO STEP UP AND TAKE OVER THAT ROLE. THERE WASN'T ANOTHER ANOTHER COMPANY THAT WAS JUST JUMPING TO DO IT. AND SO WE WERE ASKED TO TAKE OVER AND WE DID. WE WERE ONE OF THE THINGS THAT KAREN SAID WHEN SHE TOOK OVER WAS THAT SHE WANTED TO BRING THE INDIAN TOWN SHUTTLE BACK. THE PREVIOUS CTC HAD BEEN DOING IT FOR A FEW YEARS AND THEN HAD TO STOP. BUT THAT WAS ONE OF OUR GOALS WHEN WE TOOK OVER AS THE CTC AND MARTIN COUNTY IN 2018 IN MARCH OF 2019. WE RECEIVED A 53 10 GRAND FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION. THAT'S THE GRANT THAT WE STILL APPLY FOR EVERY YEAR THAT PAYS FOR 50% OF THE SERVICE. IN DECEMBER OF 2019. WELL LAST TIME I WAS DOWN HERE THE VILLAGE APPROVED FOR BOWMAN CONSULTING AND TO APPLY FOR THE SERVICE DEVELOPMENT GRANT THAT THE VILLAGE RECEIVES AND THAT PAYS FOR ANOTHER 25. OF THE OF THE SHUTTLE AND THE SHUTTLE STARTED IN MARCH OF 2020. AND I ACTUALLY STARTED IN APRIL OF 2020 ALREADY RECEIVED THE GRANT AND MARCH OF 2020 FEBRUARY OF LAST YEAR, WE WRAPPED THE SHUTTLE AND THE INDIAN TOWN LOGO. AND TO TODAY WE HAVE OUR HIGHEST RIDERSHIP RIGHT NOW. WE'RE YOU'LL SEE WE AVERAGE OVER 200 PEOPLE A MONTH ON THE ON THE SHUTTLE. NEXT SLIDE, PLEASE. SO THAT THE STOPS THAT WE HAVE AN INDIAN TOWN OR AT THE LAUNDRY. THE HEAD START THE INDIAN ONE NEIGHBORHOOD, THE CIRCLE K GAS STATION, INDIAN RIVER STATE COLLEGE, THE LIBRARY , RYAN'S MARKET, THE FAMILY DRUGSTORE, INDIAN MOUND PARK ST LUCIE MOBILE VILLAGE. AND THEN IN STUART, IT'S UH, PUBLIX AND WALMART. AND SO THE WHOLE IDEA BEHIND THE SHUTTLE WAS THE MARTY THE PUBLIC TRANSPORTATION SYSTEM IN MARTIN COUNTY DOES NOT COME OUT TO INDIAN TOWN ON THE WEEKENDS, AND THERE'S A LOT OF PEOPLE IN INDIAN TOWN. CAN THE RESIDENT HAVE ANOTHER OR A SECOND DRIVEWAY ON ON THEIR PROPERTY. SO ON THE SCREEN, THERE'S TWO PICTURES HERE. THE ONE ON THE RIGHT IS THE FINISHED PRODUCTS, UM, OF THE PROJECTS THAT IS A CONCRETE DRIVEWAY WITH THE COVERT PIPE. AND A NEW DITCH INSTALLED ALONG THE STREET. THE PHOTO ON THE LEFT IS KIND OF HOW THE NEIGHBORHOOD CURRENTLY EXISTED. YOU CAN SEE THAT THERE ISN'T A DITCH THERE. IT'S HARD TO TELL FROM THE PHOTO, BUT THERE'S THERE WASN'T A CULVERT UNDERNEATH THAT DRIVEWAY SO IT DIDN'T REALLY ALLOW THE WATER WHEN IT RAINED TO GO ANYWHERE.

SO THE FIRST POINT IS THE DRIVEWAY CROWN. IF YOU LOOK AT THE PICTURE ON THE RIGHT, YOU CAN KIND OF SEE HOW THE DRIVEWAY HAS LIKE THE PEAK OR THE HUMP THERE. AND A LOT OF PEOPLE HAVE BEEN ASKING ABOUT THIS BECAUSE AESTHETICALLY IT'S NOT TYPICAL. YOU KNOW, NORMALLY YOU WOULD SEE THE DRIVER WOULD BE FLAT, AND THAT WOULD BE THE CASE IF THIS WAS A NEW PROJECTS, BUT AGAIN BECAUSE THIS WAS A RETROFIT PROJECT. WE HAD TO WORK WITH SPACE THAT WAS AVAILABLE AND THE RIGHT OF WAY TO PROVIDE THE DITCH AND THE CULVERT PIPE SO BETWEEN THE STREET AND THE PROPERTY. THERE'S SO MUCH SPACE TO COME DOWN. WE HAVE TO PUT THE PIPE IN THERE AND THEN FROM THERE, YOU HAVE TO GO UP AND DOWN WITH THE DRIVEWAY. UM IT WAS DESIGNED TO ME AFTER YOU T STANDARDS, SO IT IS FULLY OPERATIONAL. AND, UM NO, THE CONTRACTOR IS NOT BUILDING IT INCORRECTLY THAT THAT IS ACTUALLY HOW IS DESIGNED IN THE PLAN, SO IT'S BEING DONE CORRECTLY. THE NEXT ITEM IS CONCRETE VERSUS GRAVEL. SOME OF THE RESIDENTS HAVE BEEN ASKING WHY DO I HAVE GRAVEL IN MY NEIGHBOR HAS CONCRETE. THIS HAS COME UP A COUPLE TIMES. THE ANSWER TO THAT IS THE DRIVEWAYS HAVE BEEN REPLACED AS THEY WERE BEFORE THE PROJECTS SO PROFESSIONAL SURVEYOR WAS HIRED. TO DO A SURVEY THE ENTIRE NEIGHBORHOOD THEY IDENTIFIED WHICH DRIVEWAYS WERE GRAVEL, WHICH WERE CONCRETE. BOWMAN WE ACTUALLY DID A VISUAL INSPECTION TO CONFIRM THAT ALL OF THAT WAS CORRECT. SO THE WAY THAT THE PROJECT WAS DESIGNED WAS TO REPLACE THOSE DRIVEWAYS AS THEY WERE. UM. NEXT ITEM CANNOT PARK ON THE STREET ANYMORE. YOU CAN SEE IN THE PICTURE ON THE LEFT THAT UM PEOPLE WERE PARKING ON THE SIDE OF THE STREET. AND THAT IS TRUE. NOW IT'S YOU'RE NOT GONNA BE ABLE TO PARK ON THE SIDE OF THE STREET BECAUSE THE DITCHES ARE THERE. WHEN THE NEIGHBORHOOD WAS ORIGINALLY DESIGNED SITE. I DON'T KNOW HOW LONG AGO WAS BEFORE MY LIFETIME , AT LEAST BUT THERE WERE THERE ACTUALLY WORSE WHALES OUT THERE AT ONE POINT AND JUST OVER TIME , THOSE SWELLS HAVE FILLED IN DUE TO EROSION AND SEDIMENT. UM AND IT'S PROVIDED AN AREA TO PARK THERE FOR PEOPLE, BUT. IN REALITY THAT THAT'S LIKE I SAID THE BEGINNING, THAT'S RIGHT OF WAY OWNED BY THE VILLAGE. AND THAT RIGHT OF WAY IS THERE AND AVAILABLE TO PROVIDE THINGS LIKE DITCHES TO ALLEVIATE THE FLOODING. SO JUST WITH THAT BEING SAID, YOU KNOW IT. THEY'RE KNOCKING AT A PARK IN THE STREETS ANYMORE BECAUSE THERE'S GOING TO BE DITCHES THERE. THE NEXT ONE DRIVEWAY AND COLBERT PIPES ON VACANT LOTS. SO THERE ARE SOME VACANT LOTS IN THE NEIGHBORHOOD. THOSE LOTS DID NOT GET DRIVEWAYS WITH THE PROJECT.

BECAUSE I DIDN'T HAVE A DRIVEWAY THERE TO BEGIN WITH. UM IF THE PROPERTY OWNER WOULD LIKE TO GET A DRIVEWAY ON THEIR PROPERTY, THEY CAN BUT IT WON'T BE PAID FOR BE PART OF THE PROJECT THAT WAS FUNDED BY AFTER BOT, THE RESIDENT. THEY CAN FILE FOR RIGHT AWAY APPLICATION THROUGH THE VILLAGE, AND THEY CAN HIRE A CONTRACTOR AND AT THEIR OWN EXPENSE. THEY CAN THEY CAN RECEIVE A DRIVEWAY AT THAT PIECE OF PROPERTY. THE FINAL THING IS, CAN I HAVE ANOTHER DRIVEWAY? I

THINK THAT THIS ONE'S THIS ONE'S COMING FROM THE THIRD ONE WHERE PEOPLE ARE LOSING PARKING, ESSENTIALLY BECAUSE IT DITCHES ARE COMING IN, UM THE VILLAGE STANDARDS DO ALLOW FOR TWO DRIVEWAYS ON LOTS, BUT THE LOTS HAVE TO BE A MINIMUM. 75 FT WIDE AND MAJORITY OF THE LOTS AND BOOKER PARKER OR NOT WIDE ENOUGH. TO ACCOMMODATE A SECOND DRIVEWAY. SO BUT WHERE THERE AGAIN LIKE THE ONE WITH THE VACANT LOTS IF THE LOT IS WIDE ENOUGH TO ACCOMMODATE A SECOND DRIVEWAY. THEY CAN THEY CAN GET A PERMIT CONTRACTOR AND THEN THERE WILL BE ALLOWED TO HAVE ANOTHER DRIVEWAY ON THEIR PROPERTY. SO WHAT IF THEY JUST WANT TO WIDEN THE ONE THEY HAVE INSTEAD OF ADDING SO THEY I SPOKE TO MR BROWN ABOUT THAT THIS EVENING. UM THIS PROJECT WAS PERMITTED THROUGH THE WATER MANAGEMENT DISTRICT THROUGH SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND DEPENDING ON WHERE IN THE NEIGHBORHOOD THEY ARE. SOME OF THOSE SWELLS ARE ACTUALLY BEING USED FOR STORM WATER QUALITY TREATMENT. SO IN THOSE AREAS WHERE THE WATER IS ACTUALLY GOING TO BE STORED. IN THIS WELL. THEY WOULDN'T BE ABLE TO FILL IT IN WITH A PIPE. BUT THERE ARE AREAS THROUGHOUT THE NEIGHBORHOOD WHERE THEY CAN DO THAT. SO THEY WOULD BE ABLE TO DO THAT, UM, AND AGAIN, IT WOULD BE AT THEIR EXPENSE. FAIRLY STRAIGHTFORWARD UPDATE FOR THE MONTH OF FEBRUARY. 2022 REVENUE AND EXPENDITURE TARGET IS APPROXIMATELY 42. AH FOR GENERAL FUND REVENUES, WHICH INCLUDES LOCAL APPLES AND FUEL TAX FRANCHISE FEES, SALES TAX. UM WE ARE AT APPROXIMATELY 41.3% COLLECTED. UM GENERAL FUND EXPENDITURES ARE AT OR BELOW BUDGET. WE HAVE A FEW THINGS THAT AT THE DATE OF THE REPORT THAT WAS PROVIDED TO YOU SOME THINGS THAT WERE POSTED MARCH RELATED TO FEBRUARY, BUT WE ARE BELOW BUDGET ON GENERAL FUND AT THIS POINT IN TIME. SPECIAL REVENUE FUND. UH FUN. 1 TO 1.

THIS IS, UH, THE RESTRICTED NON SPENDABLE TRUST. AT THE VILLAGE HAS RECEIVED AS SUCCESSOR ENTITY FROM MARTIN COUNTY INTEREST EARNINGS FOR THIS FUND, WHICH ARE VERY MODEST AT THIS POINT.

MAY BE USED FOR VILLAGE PROJECTS , BUT THAT PRINCIPLE WILL BE RETURNED TO FLORIDA POWER AND LIGHT IN JULY OF 2025. UM WATER AND SEWER FUND IS DOING WELL AT THIS POINT IN TIME AGAIN.

BENCHMARK FOR WATER REVENUES IS 43% COMPARED TO 42 BUDGET AND 43% APARTMENT 41% FOR WASTEWATER. EXPENDITURES DUE TO VARIOUS CAPITAL OUTLAY, EXPENSES AND SOME MAINTENANCE THAT HAVE BEEN DONE IN RECENT, UM LAST MONTH OR SO HAS EXPENDITURES ABOUT 56% BUT WE DO HAVE CERTAIN ITEMS THAT NEED TO BE RECONCILED IN UM, ADDRESS RELATED TO THE ARTIST SPENDING THAT WE DO HAVE IN THAT FUND AND SOME GRANT EXPENDITURES THAT HAVE YET TO BE RECEIVED, UM, FOR OUR TOTAL DISBURSEMENTS. DURING THE MONTH OF FEBRUARY, WE PAID 100 AND 15 CHECKS FOR $295,000. OR GRANTS.

ACTIVITY IS DOING WELL OUTSIDE OF OUR PRO. WE HAVE ABOUT 3.2 MILLION IN GRANTS. UM APPLICATIONS THAT ARE OUT AND WE'VE COLLECTED ABOUT $70,000 IN EXPENDITURES. THAT THEY'RE ELIGIBLE RELATED TO NON HARPER PROJECTS AGAIN. THE HARPER WE'RE WORKING ON SOME OF THE RECONCILIATIONS WITH THAT AT THIS POINT BE APRIL. 2ND UH, EVENT THAT WE HAVE COMING UP THE STRATEGIC PLANNING MEETING. I THINK WE'RE GONNA BE TALKING MORE ABOUT BUDGET AND BUDGET AMENDMENT THERE ARE INTENDED THIS POINT IS TO TRUE UP THE YEAR TO DATE BUDGET. LATER IN APRIL.
